Yantai enterprises that meet all three conditions can apply for job stabilization subsidies
Jellyfish Network, June 30th (Yantai Evening News reporter Xia Dan, correspondent Wen Shaojiao) The reporter learned from the Municipal Human Resources and Social Security Bureau yesterday that the application for stabilizing employment in Yantai has been fully launched, and general enterprises can apply for stabilizing employment subsidies as long as they meet all three conditions at the same time. The city's declaration work will be completed by the end of July.
In order to implement the national policy of tax reduction and fee reduction, reduce the burden on enterprises, stimulate the market vitality of enterprises to start businesses and stabilize employment, and maintain the overall trend of stable and positive employment situation, on June 28th, the Yantai Municipal Human Resources and Social Security Bureau held a city wide training course for stabilizing employment at the Bihai Building. The human resources and social security departments have fully launched the work of stabilizing employment and will open an "online application system". Enterprises can apply online, and human resources and social security departments will complete the review and publicity work online.
It is reported that this year's aid for stabilizing employment has broad application requirements and obvious inclusiveness. General enterprises can apply for job stabilization subsidies as long as they meet three conditions simultaneously: first, their production and operation activities comply with industrial restructuring and environmental protection policies; Secondly, participate in unemployment insurance and pay unemployment insurance premiums in full for more than 12 months; Thirdly, the economic layoff rate is below 3.35%. To ensure the implementation of inclusive policies, auditing will no longer be a prerequisite this year. Highlight policy support for enterprises that are in line with the direction of industrial development, have a large number of long-term employment opportunities, and temporarily face operational difficulties. Enterprises facing operational difficulties and with potential for recovery, in addition to meeting the conditions of general enterprises, can be recognized as difficult enterprises and enjoy high standard job stability subsidies as long as they incurred losses in 2017 and 2018, have an asset liability ratio within the range of 30% to 70%, and have a year-on-year decrease in operating income within the range of 30% to 70% in 2018 and 2019 (the previous quarter at the time of application).
For general enterprises that meet the conditions, 50% of the unemployment insurance premiums paid by enterprises and employees in 2018 can be disbursed. For overcapacity enterprises such as coal, steel, and coal-fired power plants, 70% of the unemployment insurance premiums paid by enterprises and employees in 2018 can be distributed. For the "Top Ten" industrial enterprises in Shandong Province, 60% of the unemployment insurance premiums paid by enterprises and employees in 2018 can be distributed. For eligible enterprises facing difficulties, 50% of the "five insurances" paid by enterprises and employees for six months in 2018 can be distributed. Enterprises facing difficulties in receiving job stabilization subsidies should, in principle, provide audit reports; If it is indeed impossible to provide an audit report, a "Integrity Commitment Letter for Difficult Enterprise Declaration" must be issued, accompanied by relevant annual balance sheets and profit and loss statements.
To ensure the safety of the unemployment insurance fund, the Municipal Human Resources and Social Security Bureau has established a joint review mechanism with departments such as finance, development and reform, and industry and information technology. Counties, districts, and cities will conduct strict checks and audits at all levels. In the process of promoting stable employment in enterprises, if staff members of relevant departments cause the loss of unemployment insurance funds due to dereliction of duty, they will be held seriously accountable. If a company falsely reports or conceals information to obtain job stability subsidies, not only will all funds be fully recovered, but relevant personnel will also be held legally responsible in accordance with the law. Serious dishonest enterprises do not enjoy the policy of stabilizing employment subsidies. The declaration work on the surface will be completed by the end of July.
