On the premise that the promoters have certain influence and representativeness in the field of the industry, the composition of the promoters and members does not overlap, and the burden of membership fees is not increased, 2-3 industry associations and chambers of commerce with similar business fields can be established.

This provision, which limits the demand of some entrepreneurs, has affected the effectiveness of some local investment attraction." Ji Shengfeng said that in line with the concept of "all can be done without prohibition by law", the "opinion" proposes to further expand the scope of registration of chambers of commerce and relax the conditions for members and responsible persons of chambers of commerce in other places.

According to the "Opinions", cities and counties (urban areas) divided into districts can register not only foreign chambers of commerce in other provinces, but also provincial, municipal and county-level chambers of commerce outside the districts. At the same time, members of foreign chambers of commerce may be enterprises or units with independent legal personality invested by natural persons or legal persons in the place of registration, or enterprises or units with independent legal personality invested by natural persons in the place of registration. The proposed legal representative of a chamber of commerce in a different place is no longer restricted by the ID card of the place of origin. As long as the party committee, government or the Federation of Industry and Commerce of the place of origin has clear support opinions, the registration management agency will give priority to accept it.

In response to the problem of "difficulty in cancellation" of social organizations, the "Opinions" proposed that if a social organization has not carried out activities for more than three years and cannot organize a board of directors or member (representative) meetings to vote, it shall submit a liquidation audit report, perform the prescribed announcement procedures, and the legal After the representative has promised in writing that there is no dispute over claims and debts, the cancellation procedures can be handled; if the social organization is unable to provide a liquidation audit report due, after the business unit in charge of written commitment to write off there are no credit and debt disputes and other risks, the legal representative written commitment that there is no credit and debt disputes, you can go through the cancellation procedures.

As of the end of 2018, the total number of industry associations and chambers of commerce in the province was 4475, including 405 at the provincial level, covering various fields such as economy, finance, and culture.
