The Provincial Department of Civil Affairs has issued ten opinions to optimize the registration and management services of social organizations
Recently, the Provincial Department of Civil Affairs issued the "Ten Opinions on Optimizing the Registration and Management Services of Social Organizations (Lu Min [2019] No. 25)" (hereinafter referred to as the "Opinions"), which introduced a series of specific and effective "streamlining administration and improving services" measures from ten aspects, including improving the level of party building, implementing direct registration, relaxing the registration of chambers of commerce, reforming the annual inspection system, and simplifying cancellation registration. This will further stimulate the vitality of social organizations, improve the level of convenient services, and is also a vivid manifestation of the civil affairs department's practice of the people-centered service concept, taking responsibility, and vigorously implementing it.
One is to promote effective coverage of the Party's organization and work. When social organizations are established, party building work must be included in their articles of association, and those that meet the conditions for establishing a party organization should be established simultaneously. Give full play to the role of social organizations as party organizations, guide and supervise social organizations to practice in accordance with the law and with integrity, educate and guide employees and the masses to enhance their political identity, guide and support social organizations to participate in social governance in an orderly manner, provide public services, and assume social responsibilities, ensuring that work is always carried out under the leadership of the party. Increase the proportion of Party building scores in the evaluation of social organizations, and raise the proportion of Party building scores for provincial managed social organizations to 50%. For social organizations with sound Party organizations and standardized Party work, priority will be given to support in incubation, cultivation, and excellence.
The second is to fully implement the policy of direct registration of "four types" of social organizations, without the need for business supervisory units to provide pre examination documents, and directly register by the civil affairs department; Simplify the procedures for handling affairs of the "four types" of existing social organizations. When applying for changes in registration, approval of articles of association, and filing of existing "four types" social organizations, if the business supervisory unit does not raise clear objections, the registration management authority may directly accept them in accordance with the principle of "consistency between new and old".
The third is to relax the registration restrictions for industry associations, chambers of commerce, and chambers of commerce in other regions. On the premise that the initiator has certain influence and representativeness in the industry, the initiator and member composition do not overlap, and the membership fee burden is not increased, 2-3 industry associations and chambers of commerce with similar business fields can be established. Further expand the registration scope of non local chambers of commerce. District cities and counties (urban areas) can register chambers of commerce from other provinces, as well as chambers of commerce from other provinces, cities, and counties outside their own district cities. Relax the requirements for members and responsible persons of chambers of commerce in different regions, as well as the restrictions on the ID card of the legal representative.
The fourth is to open up the registration of township (street) chambers of commerce. Enterprises and individual businesses in the same township (street) that voluntarily form township (street) chambers of commerce to serve local economic development may apply for registration with the local county-level social organization registration and management authority in accordance with the law.
Fifth, reform the annual inspection system for social organizations. Change the annual inspection of social organizations that has been implemented for many years to an annual work report system. Social organizations submit their annual reports to the registration management authority through the social organization registration management platform, and are responsible for the authenticity and completeness of the report content, and publicly disclose it to the society. Both news media and the general public can supervise it. The registration management authority will conduct random inspections in conjunction with the "double random and one public" policy, and strictly investigate and punish illegal and irregular behaviors of social organizations in accordance with the law, and conduct credit supervision.
Sixth, we will reform the qualification review system for social organizations to undertake government transfer of functions and purchase services, implement negative list management, and exempt social organizations from applying for corresponding qualifications except for those listed in the list of abnormal activities or serious violations and dishonesty. Registration management authorities will no longer conduct audits and reviews.
Seventh, simplify the procedure for publicizing the election results of social organization leaders. If the candidate for the position of head of a social organization has been reviewed and publicly announced by the relevant social organization party building work organization in advance, the registration management authority may no longer conduct procedural publicity on them after being elected through democratic elections. Encourage internal publicity within social organizations.
八是实行社会组织“弹性审计”制度。实行“谁委托、谁付费”原则，相关社会组织可以在登记管理机关通过政府采购委托的单位中选择审计机构；也可以自主委托其他具备资质的审计机构；业务主管单位已经对社会组织开展上述审计的，登记管理机关应当对审计结果予以采信。
九是破解社会组织“注销难”问题。对于社会组织三年以上不开展活动，无法组织召开理事会、会员（代表）大会进行表决的，以及因特殊原因无法提供清算审计报告的，在办理注销登记时对注销流程和申请材料进行适当简化。
十是提高社会组织管理服务效率和质量。民政部门将不断加强“互联网＋社会组织”平台建设，推动更多业务网上办理，推动更多数据信息共建共享，加快社会组织微信、移动客户端等新媒体建设，运用互联网手段实施社会组织执法监察，为社会组织提供24小时全天候技术服务。
目前全省共有社会组织52338家，其中社会团体17660家，民办非企业单位34475家，基金会203家。《意见》要求各级社会组织登记管理机关着眼全省发展大局，换位思考，担当作为，狠抓落实，确立“流程最简、时间最短、服务最优、群众满意”的工作目标，树立“文明执法、热情服务、规范高效、公正廉洁”的行为规范，努力打造精简便民高效的政务生态和营商环境。
