Notice from the General Office of the Ministry of Industry and Information Technology on Organizing the Fourth Batch of National Industrial Design Center Certification and the First and Second Batch Review Work

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the competent departments of industry and information technology of Xinjiang Production and Construction Corps, as well as relevant industry associations:
According to the "Management Measures for the Recognition of National Industrial Design Centers (Trial)" (Ministry of Industry and Information Technology Industry2012〕422Our department has decided to organize the fourth batch of national level industrial design center certification work and conduct a review of the first and second batches of recognized national level industrial design centers. The relevant matters are notified as follows:
1、 The fourth batch of national industrial design centers organized recommendation work
（1） Recommended quantity
The fourth batch of national level industrial design centers is recommended by the industrial and information technology competent departments of various provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang Production and Construction Corps (hereinafter referred to as provincial competent departments), and relevant industry associations (hereinafter referred to as industry associations). Among them, the recommended number of provinces, autonomous regions, and municipalities directly under the central government that have carried out the recognition of provincial-level industrial design centers shall not exceed6The recommended number of households, provinces, autonomous regions, municipalities directly under the central government that have not carried out certification work, and cities specifically designated in the state plan shall not exceed4Home; The recommended quantity by the competent department of Xinjiang Production and Construction Corps shall not exceed4Home; The number of industry associations recommended for the recognition of industrial design centers in the industry shall not exceed4家，未开展认定工作的行业协会推荐数量不超过2家。推荐范围为装备制造、电子信息、消费品等行业。
（二）申报流程
申报推荐采取线上为主、线下补充方式，通过工业设计中心管理系统（网址：www.id-center.org.cn)组织开展。省级主管部门和行业协会按照工业和信息化部提供的网上申报账号（用户名和密码），向企业分配申报账号，并组织企业网上填报所需信息。申报企业应根据申报系统要求，在线填写《国家级工业设计中心申请表》，同时上传相关申报材料（见附件）。申报材料不再要求企业提供营业执照复印件以及主管部门的相关证明，其他内容和材料格式应符合《办法》要求。
（三）审核报送
省级主管部门和行业协会须按照《办法》规定的条件严格把关，认真审核，择优确定推荐名单，并于2019year7moon10日前完成在线审核。组织通过审核企业在线打印申报材料（一式二份），加盖推荐单位公章后，与推荐文件一并报送工业和信息化部（产业政策司）。
二、国家级工业设计中心复核工作
本次复核第一批（2013年）、第二批（2015年）认定的国家级工业设计中心。其中，通过行业协会推荐或央企直报入选的国家级工业设计中心，由省级主管部门统一通知企业参加复核并负责初审。参加复核的国家级工业设计中心根据地方主管部门提供的账号登录工业设计中心管理系统后，在线填写《国家级工业设计中心复核表》。
省级主管部门对本地区国家级工业设计中心提交的复核材料进行审核，并于2019year7moon10日前在线提交是否通过复核的意见建议，同时将复核意见表在线打印并加盖本单位公章后，与复核初审意见文件一并报送工业和信息化部（产业政策司）。工业和信息化部将组织开展审核工作，审核结果与第四批国家级工业设计中心认定结果一并通告发布。
3、 Job requirements
（一）开展国家级工业设计中心认定及复核工作是引导工业设计创新发展，推动制造业转型升级的重要手段。请各省级主管部门、行业协会高度重视，严格按照时间节点、申报数量等要求，做好申报推荐和复核初审工作。
（二）申报推荐和复核初审工作中，不得向企业收取任何费用。
（三）各省级主管部门、行业协会登录工业设计中心管理系统的账号、企业填报信息所需账号等另行发放。
