Municipal governments, county (city, district) governments, provincial government departments, directly affiliated institutions, major enterprises, and higher education institutions:

In order to fully leverage the technological advantages and "leading goose" effect of artificial intelligence in the new round of technological revolution and industrial transformation, promote the "modern advantageous industry cluster+artificial intelligence", facilitate the transformation of new and old driving forces in the province, and shape new advantages for high-quality economic development, this guidance is formulated.

1、 Overall requirements

以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中全会精神，坚持新发展理念，以提高人工智能产业有效供给能力为根本支撑，以现代优势产业集群与人工智能良性互动、融合创新、协同发展为主攻方向，在质量变革、效率变革、动力变革中发挥人工智能作用，推动新兴产业集群快成长、上规模，促进传统产业集群提层次、强实力，为实现经济高质量发展注入新动能、贡献新智慧。

By 2022, we aim to establish a preliminary ecological chain for the artificial intelligence industry in the province, with some key technologies reaching the leading level domestically. We will cultivate and form a group of flagship products, characteristic innovative enterprises, and iconic industrial clusters, becoming an important gathering place for the artificial intelligence industry in China; The integration of artificial intelligence and the "Top Ten" modern advantageous industrial clusters is accelerating, forming a batch of application solutions and creating a batch of innovative platforms. The support and penetration ability of artificial intelligence for the development of modern advantageous industrial clusters is significantly enhanced; The development of new business forms and models based on the integration of artificial intelligence and industry is accelerating, and intelligent production, networked collaboration, personalized customization, and service-oriented extension are being widely applied. The intelligent economy has become a new important economic growth point.

By 2025, the development level of the artificial intelligence industry in the province will enter the national advanced level, and some technologies will reach the international advanced level; Artificial intelligence is more closely integrated with the "Top Ten" modern advantageous industrial clusters, and new formats and models are widely promoted and applied. The quality and efficiency of the development of the "Top Ten" modern advantageous industrial clusters have been greatly improved, becoming a nationally first-class and even globally influential industrial cluster.

2、 Key projects

（1） The intelligent upgrading project of the new generation information technology industry. Promote the collaboration between AI technology and cloud computing, big data, edge computing, the Internet of Things and other technologies, realize the "Internet of Things" and "data integration", and promote the data of the whole society to the cloud. Breakthrough a batch of core technologies, algorithms, and specialized chips to enhance the core strength of the industry. Promote the empowerment of new generation information technology with artificial intelligence, facilitate the integration of artificial intelligence, the Internet of Things, big data, and other hardware products, promote the integration of advanced computing, microservice development frameworks, blockchain, virtual reality, and software, and enhance the application level of artificial intelligence in the field of network security.

（2） Intelligent Enhancement Project for High end Equipment Manufacturing Industry. To meet the high-quality development needs of key industries, we will vigorously develop high-end intelligent equipment and products with deep perception, intelligent decision-making, and automatic execution, accelerate the construction of innovation platforms in the high-end equipment industry, break through key technologies in artificial intelligence in the equipment industry, cultivate high-level intelligent manufacturing overall solution providers, and promote the integrated application of key technology equipment.

（3） Intelligent Enhancement Project for New Energy and New Materials Industry. Accelerate the construction of smart wind farms, smart photovoltaic power stations and other facilities as well as Internet based smart operation cloud platforms, vigorously popularize intelligent energy monitoring and diagnosis technologies, and focus on building an integrated energy network based on smart grid, interconnected with heat pipe network, natural gas pipe network, transportation network and other networks, coordinated transformation of multiple energy forms, and coordinated operation of centralized and distributed energy. Vigorously develop emerging functional materials such as shape memory alloys, self-healing materials, intelligent biomimetic materials, and intelligent sensing materials, and expand the application of technologies such as cloud computing and artificial intelligence in the research and development of new materials.

（四）现代海洋产业智能提升工程。加快建设海洋超算和大数据平台，构建海洋综合立体观测网，提高海洋事务决策科学化、智慧化水平。推进人工智能技术与港口服务监管融合，建设智能化无人码头，打造智慧港口。综合运用人工智能、大数据、云计算、卫星遥感等先进技术，打造智慧型海洋牧场。

（五）医养健康产业智能提升工程。加快推广人工智能治疗新模式新手段，探索建设智慧医院。研发人机协同临床智能诊疗方案，基于人工智能开展新药研发，推进医药监管智能化。加强流行病智能监测和防控。推动健康管理实现从点状监测向连续监测、从短流程管理向长流程管理转变。建设智能养老社区和智能化养老设施，拓展老年人活动空间，搭建面向老年人的移动社交与服务平台。

（六）高端化工产业智能提升工程。建设全省化工产业安全生产转型升级综合数据管理平台。推进智能工厂建设，实现生产制造、装置管理、安环监控、仓储物流、采购销售、运营管理等全流程智能化。推进智安化工园区建设，对园区内化工企业生产、储存、流通和废物处理等环节加强监控与数据共享，对重点监管的危险化工工艺、危险化学品以及重大危险源实施智能化监控。

（七）现代高效农业智能提升工程。大力开发农业智能传感与控制系统、智能化农业装备、农机田间作业自主系统，提升农业生产精准化、智能化水平。探索开展智能化农场、牧场、渔场、果园、农产品加工车间、农产品绿色供应链。搭建天空地一体化智能农业信息遥感监测网络，建立典型农业大数据智能决策分析系统，提高农业宏观调控的科学性、预见性和有效性。加快推动信息进村入户，为农民提供便捷高效服务。

（八）文化创意产业智能提升工程。鼓励基于虚拟现实、增强现实、全息成像、裸眼3D、沉浸式体验平台、互动影视、智能语音等新技术、新装备创作数字文化作品和产品。适应互联网、智能终端传播特点，加强大数据挖掘与加工，提供个性化文化服务。鼓励开发聊天机器人、撰稿机器人、会议记录机器人。支持建设网络创意设计服务平台，开展众创生产。

（九）精品旅游产业智能提升工程。开展智慧旅游景区、智慧旅游饭店创建工作，完善旅游信息公共服务体系，建设集导游、导览、导航、导购等功能为一体的公共服务平台。加快建立山东旅游大数据平台，提高预测预警、应急处置、舆情监控等水平。

（十）现代金融产业智能提升工程。鼓励利用大数据、量子通信、人工智能等进行金融业务流程再造、产品创新和风险控制。创新智能金融产品和服务，发展金融新业态。鼓励金融行业应用智能客服、智能监控等技术和装备。建立金融监测预警系统。

三、专项行动

（一）融合创新能力提升行动。

1.实施核心技术攻关计划。加大对智能芯片、智能传感器及人工智能算法攻关力度，重点突破一批人工智能与“十强”产业融合“卡脖子”技术。

2.打造融合发展创新载体。支持人工智能领域企业创建企业技术中心、工程技术研究中心、技术创新中心、重点实验室、工程实验室。建设一批人工智能与“十强”产业融合发展技术研究院，打造具备国际影响力的人工智能创新中心。

3.构建融合创新合作机制。发挥“政产学研金服用”力量，打造人工智能与“十强”产业融合发展创新生态体系，组织“十强”产业龙头企业（产业园区）与省内外高校、科研院所开展务实对接，引进华为、阿里、腾讯、百度等高水平人工智能企业资源，借用“外脑”提升“十强”产业智能化水平。

（二）智慧经济培育行动。

1.发展一批新业态新模式。大力发展智能机器人、智能网联汽车、智能家居等智能化产品，积极发展智慧健康、智慧旅游、智慧金融等智能化服务，探索发展共享经济、平台经济等“人工智能+”新业态新模式，培育新的经济增长点。

2.壮大一批新市场主体。强化龙头企业带动作用，推动产业链上下游企业协同发展，发展一批智能经济领军企业。完善高成长企业培育机制，培育一批智慧型“瞪羚”“独角兽”企业。

3.培育一批智慧产业集群。鼓励重点产业集聚区围绕信息基础设施建设、工业大数据应用、绿色能耗管控等提升智能化水平，创建一批产业聚集度高、智慧化应用好、区域带动强的智慧产业集群。

4.建设一批新型智慧城市。利用新一代人工智能技术创新城市管理，打造以人为本、数据驱动、精准治理、惠及全民的新型智慧城市标杆。

5.实施一批试点示范项目。围绕人工智能关键技术产品研发、重点行业领域应用，遴选、实施一批试点示范企业和项目。

（三）产业互联网赋能行动。

1.完善产业互联网平台体系。重点打造1家以上产业互联网综合服务平台，培育10家以上跨行业跨领域产业互联网平台，建设100家以上面向特定行业、特定区域、特定应用场景的产业互联网平台，积极争创国家级产业互联网平台。

2.推动企业上云。加大“云服务券”财政奖补力度，大力推动企业上云、设备上云。

3.提升“云行齐鲁”品牌影响力。强化典型推介和舆论引领，加大政策宣传和推广力度，开展“云行齐鲁”活动，叫响企业上云山东品牌。

（四）智能制造提质增效行动。

1.开展“1+N”带动提升行动。每年培育10个左右智能制造标杆企业，通过对标辅导和推广应用，每年至少带动1个同行业、相关行业或产业上下游企业实现智能化升级，加快建设智能车间、智能工厂。

2.实施新一轮企业智能化技术改造。以数字化、网络化、智能化为主攻方向，加快应用人工智能技术改造提升落后生产设备和关键环节，提高生产装备和生产过程智能化水平。

3.培育一批智能装备首台（套）产品。积极应用人工智能技术开发推广一批对行业转型升级具有重大影响、在国内率先实现重大创新或能替代进口的首台（套）装备和关键核心部件，推进高端智能装备国产化。

（五）人工智能基础设施升级行动。

1.加快新型网络基础设施建设。重点推进第五代移动通信网（5G）、国际互联网协议第六版（IPv6）、北斗卫星导航、工业互联网、车联网等网络设施建设，建设陆海空一体化信息网络。

2.优化大数据中心建设布局。统筹建设海洋大数据中心、煤矿安全大数据中心、地理信息大数据中心、国家健康医疗大数据北方中心、鲁南大数据中心等，整合资源，提升服务能力和水平。

3.提升高效能计算能力。加强国家超级计算济南中心、山东智能制造云服务中心、山东工业云平台、浪潮云服务基地、济南智能计算产业园等云计算基础设施、分布式计算基础设施和云计算中心建设，推进下一代超级计算机、高性能存储等研发应用，构建高性能计算应用生态环境。

（六）服务保障体系构建行动。

1.建立完善融合发展标准体系。建立省重点行业数据、接口和应用标准体系，积极参与国家人工智能产业联盟标准制定，形成一批技术领先的团体标准和具有全局影响力的国家标准。

2.建立完善资源共享体系。培育汇聚一批精益研发、精益生产、智能物流等智能化解决方案和一批专业化、集成化的智能系统解决方案提供商，建设开放共享的产业供给资源池。

3.建立完善人工智能安全防护体系。构建人工智能网络安全平台，开展漏洞挖掘、安全测试、威胁预警、攻击检测、应急处置等安全技术攻关。

4、 Guarantee measures

（一）强化组织领导。建立“十强”产业与人工智能融合发展协调推进机制，重大事项一事一议，加强对重大问题、重大政策和重点项目的协调和督导，推动各级、各部门协同配合、任务落实。建立跨行业跨领域的“十强”产业与人工智能融合发展产业联盟和专家库，积极开展基础性、前瞻性、战略性研究，为产业发展提供支撑。

（二）加大财税扶持。统筹现有各类专项资金，加大对“十强”产业与人工智能融合发展关键环节和重点领域的投入。组织筛选适合基金股权投资的“十强”产业与人工智能融合发展重点项目，优先纳入新一代信息技术等“十强”产业基金投资项目库，组织省新旧动能转换基金加强对接，鼓励基金投资，支持重点项目建设。落实企业上云补贴，首台（套）重大技术装备、新材料首批次、首版次高端软件保险补偿，研发费用加计扣除、高新技术企业等所得税减免优惠政策。

（三）促进产融结合。引导社会资本全面打通产业发展、科技创新、金融服务生态链，探索人工智能和产业融合发展新模式。推动“以融促产”，汇聚多层次资本市场资源，提升人工智能产业融合发展层次。推动“以产繁融”，充分发挥新兴产业潜力优势，为金融资本提供投资运营服务。支持“十强”产业与人工智能融合发展的龙头企业、“独角兽”“瞪羚”企业开展产融结合试点，探索开发保障融合发展的保险产品和服务，鼓励发展贷款保证保险和信用保险业务。

（四）实施人才战略。实施企业家培训培养计划，加强产业与人工智能融合发展专题培训。健全专业人才多维培养机制，完善引人、用人和育人机制，培养和招引一批高端人才团队。鼓励符合条件的高层次创新人才申报“泰山学者”“泰山产业领军人才”，对符合条件的政府奖励免征个人所得税。鼓励省内高校设立产业与人工智能融合发展相关专业，支持职业院所建立跨学科、跨专业双向培养模式，培养新型产业工人。举办科普活动，提高全社会认知水平。

（五）扩大交流合作。统筹配置国内外优势资源，充分利用中德、中日韩等国际合作交流机制平台，拓展实体经济与人工智能融合发展的合作空间。抓好用好儒商大会、中国（济南）国际信息技术博览会、世界工业互联网大会等大型活动和“选择山东”“好品山东”等综合平台的影响力，加大招商引资、招才引智力度。对接“一带一路”倡议，支持有实力的企业积极参加国内外大型人工智能等展览会、博览会。
