The General Office of the Provincial Government recently issued the "Guiding Opinions on Vigorously Promoting 'Modern Advantageous Industry Clusters+Artificial Intelligence'", proposing to focus on the positive interaction, integrated innovation, and coordinated development between modern advantageous industry clusters and artificial intelligence, and to initially establish an artificial intelligence industry ecological chain by 2022. The reporter learned from the press conference held on May 23 that this is also the first provincial-level government document in China to combine "artificial intelligence".
Based on the actual situation in our province, the "Opinions" have established two phased goals: first, by 2022, a preliminary artificial intelligence industry ecological chain will be established, and new business models and models based on the integration of artificial intelligence and industry will be accelerated, making the intelligent economy a new important economic growth point; Secondly, by 2025, the artificial intelligence industry will enter the advanced ranks in the country, integrate more closely with the "top ten" industries, and become a first-class and even globally influential industrial cluster. Closely integrating with the current major strategies of our province, focusing on the "Top Ten" industries, the "Opinions" propose the implementation of 10 intelligent improvement projects. By connecting the achievements of the new generation of artificial intelligence technology revolution with the modern advantageous industrial clusters in our province one by one, we will focus on studying and solving the pain points and difficulties that restrict the intelligent and high-quality development of key industries. Among them, our province will focus on promoting the "rapid growth and scaling up" of the five emerging industry clusters through artificial intelligence; Five traditional industrial clusters are promoted through artificial intelligence to enhance their levels and strengthen their strength.
Adhering to the equal emphasis on the development of AI industry and the promotion of industrial application, Sichuan will implement six special actions to improve the integration and innovation capability, foster the smart economy, enable the industrial Internet, improve the quality and efficiency of intelligent manufacturing, upgrade the AI infrastructure, and build a service guarantee system. Wang Wanliang, a first level inspector of the Provincial Department of Industry and Information Technology, pointed out that the six major special actions, from consolidating the research and development foundation, promoting key breakthroughs, cultivating ecosystems, promoting integration demonstrations, to building industrial clusters and increasing support services, are not only based on the current situation, operable and practical, but also focus on the long-term, step-by-step and phased implementation, which is the starting point and hard grip of the implementation of the "Opinions". At the same time, in order to ensure the implementation of the Opinion, the 10 key projects, 6 special actions, and 5 safeguard measures have been refined into 74 specific tasks, with task division according to departmental functions, and the leading and cooperating departments have been clearly defined.
The first batch of 150 pilot demonstration enterprises and projects determined by market-oriented means have also been issued and implemented along with the "Opinions". This is a selection of 306 projects compiled from the "Top Ten" special teams, recommendations from various municipal authorities, and direct reports from enterprises, with a total investment of 27.58 billion yuan. Among them, there are 30 projects in the direction of artificial intelligence industry, with a total investment of 1.43 billion yuan; 120 integrated development direction projects with a total investment of 26.15 billion yuan. With the help of demonstration enterprises and projects, our province will focus on cultivating a number of excellent products and solutions in the fields of intelligent products, core infrastructure, and key technological equipment, and strive to fill the gaps in industrial development; Focusing on the "Top Ten" industries, we will create a batch of deep application scenarios for artificial intelligence, form a batch of replicable and promotable new formats, models, and typical cases, and strive to improve the quality of integrated development.
