Notice on Organizing Participation in the 2019 "Maker China" Shandong Province Small and Medium sized Enterprise Innovation and Entrepreneurship Competition
Each city's Industry and Information Technology Bureau, Finance Bureau, and relevant units:
In order to implement the deployment of the Central Committee of the Communist Party of China and the State Council on "improving the environment for entrepreneurship and innovation", "fully leveraging the role of brand events such as the" Maker China "competition, and strengthening follow-up tracking support for outstanding innovation and entrepreneurship projects emerging from various events", further stimulate the vitality of "double innovation", guide and enhance market confidence, and in accordance with the spirit of the "Notice of the Ministry of Industry and Information Technology and the Ministry of Finance on Holding the 2019" Maker China "Small and Medium sized Enterprise Innovation and Entrepreneurship Competition" (MIIT Joint Enterprise [2019] No. 58), the relevant matters regarding the 2019 "Maker China" Shandong Province Small and Medium sized Enterprise Innovation and Entrepreneurship Competition are hereby notified as follows:
1、 Purpose of the competition
Stimulate innovation potential, gather entrepreneurial resources, create a "double innovation" atmosphere, jointly create a platform for small and medium-sized enterprises and makers to exchange and display, connect production and finance, and incubate projects, discover and cultivate a number of excellent projects and teams, and give birth to new products, new technologies, new models, and new formats; Enhance the professional capabilities and levels of small and medium-sized enterprises, promote their transformation, upgrading, and growth into specialized, refined, and innovative "little giant" enterprises, promote collaborative innovation and development among large, medium, and small enterprises, shape the Shandong brand, create a sunshine fast lane for the development of small and medium-sized enterprises, promote their transformation and upgrading, and assist in the development of the private economy and the transformation of old and new driving forces in Shandong.

4、 Event composition
2019年“创客中国”山东省中小企业创新创业大赛（以下简称大赛）由山东省工业和信息化厅和山东省财政厅联合主办。大赛分为企业组和创客组。
（一）参赛报名
符合条件的企业和创客（以下统称参赛者）均可报名参赛， 参赛者通过大赛官网 （https://www.cnmaker.org.cn）注册报名（流程见附件），未注册登记的参赛者不得参加大赛。大赛不向参赛者收取任何费用。区域赛项目报名截止日期为2019年6月30日。
（二）项目推荐
各市工信局负责组织本地区优秀企业和创客参加大赛。项目推荐可以通过举办市级区域分赛或组织专家评审等方式产生。大赛组委会组织专家评审委员会，在各市推荐项目的基础上，通过会议评审参赛项目信息，根据项目的创新性、经济性、市场价值、市场前景等因素综合评审，评选出优秀项目进入全省决赛。
（三）决赛
全省决赛采用5分钟陈述+3分钟现场答辩的评选模式，通过“现场答辩、当场亮分”的方式，分别评选出企业组和创客组一等奖1名，二等奖3名，三等奖6名，优胜奖若干名。大赛企业组和创客组前2名的优秀项目会被推荐参加全国总决赛。

五、参赛条件及要求
（一）企业组
1.在中国境内注册，符合《中小企业划型标准规定》（工信部联企业〔2011〕300号）文件规定的中小微企业；
2. The participating project has entered the market and has good development potential;
3. Possess independent intellectual property rights and no property disputes;
4. No bad record.
（二）创客组
1.遵纪守法的个人或团队；
2.注册时间不满1年的中小微企业；
3.团队核心成员不超过5人；
4.参赛项目的创意、产品、技术及相关专利归属参赛团队，与其它单位或个人无知识产权纠纷。
六、奖励激励
（一）赛事奖励
大赛设置一等奖、二等奖、三等奖、优胜奖，可获得相应的奖金和证书。
（二）政策激励
获奖项目可获得以下支持：
1、宣传展示。通过“创客中国”大赛数字展馆、“创客中国”国家创新创业公共服务平台（包括“创客中国”微信公众号、微博、创客中国头条和直播室等）、中国国际中小企业博览会、APEC中小企业技术交流暨展览会、山东创业创富项目博览会等渠道，对参赛项目、“双创”资源和对接成果进行展览展示、宣传报道和服务推介。
2、优秀项目优先参加山东省工业和信息化厅主办的各种展览展示及推广活动，并在山东省中小企业公共服务平台、山东省民营企业综合服务平台、“鲁企帮帮”APP以及承办单位的网络平台上展示宣传。
3、投融资对接。向国家、省中小企业发展基金等投资基金、创业投资机构、银行等推荐，组织线上线下需求对接、产融对接、大中小企业融通等活动，集聚带动各类投融资机构为参赛企业提供多元化服务。
4、落地入驻园区。入驻国家、省级小型微型企业创业创新示范基地、中外中小企业合作区、产业小镇等，享受最新创业扶植政策和创业孵化服务，加速实现产业化。
5、成果转化技术服务。提供国家、省中小企业公共服务示范平台上的检验检测、技术转移、工业设计、解决方案等技术服务，以及法律、人力资源、财务、知识产权等服务。安排创业导师和技术、投资、管理专家进行辅导。
7、 Job requirements
各级中小企业主管部门、财政部门和企业单位要切实提高认识，围绕大赛主旨，精心组织中小微企业和创客积极参与大赛；发掘和推荐本地区、本领域创新能力较强、发展潜力较大的中小微企业。欢迎社会中小微企业服务机构及企业团体共同承办2019年“创客中国”山东省中小企业创新创业大赛。
