Notice from Two Departments on Organizing and Recommending the Fourth Batch of Manufacturing Industry Single Champion

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, industrial and information technology departments of Xinjiang Production and Construction Corps, industrial and economic federations, relevant industry associations, and central enterprises:
In order to accelerate the cultivation of leading enterprises with innovative capabilities and world-class enterprises with global competitiveness, improve the innovation, specialization, and internationalization level of manufacturing enterprises, and promote high-quality development of the manufacturing industry, according to the Implementation Plan for the Special Action of Cultivating and Enhancing Manufacturing Single Champion Enterprises(Ministry of Industry and Information Technology Industry2016〕105Number, hereinafter referred to as the "Implementation Plan")Deploy and decide to organize the selection of the fourth batch of manufacturing industry champions and the review of the first batch of manufacturing industry champions. The relevant matters are hereby notified as follows:
1、 Conditions and requirements for applying for the fourth batch of manufacturing industry individual champions
(one)Application requirements.
Single champion demonstration enterprise: a demonstration enterprise that meets the requirements of the Implementation Plan9项申请条件的企业可自愿申请。
单项冠军产品：除“特定细分产品销售收入占企业全部业务收入比重在70%以上”不作要求之外，其他条件同单项冠军示范企业。
(two)构建梯度培育体系。支持各地区和中央企业建立单项冠军储备库，将达到“单项冠军培育企业”条件及具备单项冠军潜力的企业纳入培育工作范围，夯实单项冠军培育工作基础，建立梯度培育体系。统筹制造业单项冠军和专精特新“小巨人”企业培育工作，支持“小巨人”企业成长为单项冠军。年销售收入4亿元以下的企业，如申请单项冠军，应为已入选的“小巨人”企业。
(three)突出“补短板”。企业产品如属于关键领域补短板的，请在申请书中作出说明，对该类企业应优先推荐。
(four)细分产品界定。申请企业应准确填报产品名称，填报产品类别原则上按照《统计用产品分类目录》8位或10位代码填报，难以准确归入的应符合行业普遍认可的惯例。
(five)推荐上报名额。为充分发挥地方及中央企业把关作用，根据前三批遴选情况，确定了推荐名额(推荐数量上限，见附件4)。请各地按照名额推荐上报，中央企业推荐数量不超过2Home.
(six)申请材料类别。申请单项冠军示范企业填写《企业申请书》(见附件1)，申请单项冠军产品填写《产品申请书》(见附件2);同一企业在单项冠军示范企业、单项冠军产品中只能申请其中一种，申请单项冠军产品类的只能申请一个产品。
二、第一批制造业单项冠军复核工作安排
根据《实施方案》关于动态管理的要求，每3年对入选单项冠军进行一次评估复核，对符合条件的企业在公布的名单中予以保留，对不符合条件或未提交复核申请材料的企业从名单中予以撤销。
请各地和中央企业组织第一批单项冠军示范企业及培育企业填报复核申请表(见附件3)。第一批培育企业如自评达到示范企业条件的，可另提出晋级为示范企业的申请，按新申请第四批单项冠军程序和要求进行。
三、工作组织
(one)组织单位。各省、自治区、直辖市及计划单列市、新疆生产建设兵团工业和信息化主管部门商同级工业经济联合会，负责属地企业的组织推荐、复核工作。中央企业可组织本企业及下属法人企业的推荐、复核工作。此项工作开展中，相关政府部门、协会不得以任何形式向企业收取费用。
(two)材料要求。不要求企业提供国家级行业协会出具的市场占有率证明等文件。企业根据《实施方案》和通知要求提供说明材料，并须对申请材料真实性、准确性负责。
(three)严格把关。各地和中央企业要根据本通知和《实施方案》要求，对照单项冠军条件，在第四批推荐工作中，对申请企业(product)进行初步论证、择优推荐，确保推荐质量。对企业的市场占有率、独立法人地位、有无环境违法记录等予以重点把关。对第一批复核工作认真组织初审。
(four)报送要求。各地、中央企业应于2019year6moon30日前，将正式上报文件、推荐企业材料以及复核企业材料加盖公章(一式两份，另附WordorWPS电子文本U盘)，报工业和信息化部(产业政策司)、中国工业经济联合会。(相关材料由后者代收)
