Notice on Organizing the Application for the 2019 Shandong Province Major Shortboard Equipment Innovation Breakthrough Project

To implement the Development Plan for High end Equipment Manufacturing Industry in Shandong Province（2018-2025Encourage innovation and breakthroughs in major short board equipment, promote the development of high-end equipment, accelerate the transformation of old and new driving forces, and promote high-quality development of the manufacturing industry. After research and determination, organize the application work for major short board equipment innovation and breakthrough projects. The relevant matters are hereby notified as follows.
1、 Declaration scope
The term 'major shortage equipment' in this notice refers to production, manufacturing, and testing equipment used in the field of major equipment and high-end products (also known as' equipment on the production line 'or' equipment for manufacturing equipment '). Equipment (products) rank at the high-end of the global production system value chain, achieving significant breakthroughs in variety, specifications, and technical parameters, filling domestic gaps, solving bottlenecks such as gaps and equipment dynamic accuracy, reliability, and stability. It has strong driving force, great growth potential, and strong competitiveness, and can provide strong support for the transformation and upgrading of the manufacturing industry and high-quality development.
Main scope: First, it is used for major specialized production equipment or key specialized production lines in the fields of new generation information technology, robotics, aerospace, marine engineering, high-tech ships, automobiles, rail transit, electrical engineering, new materials, mechanical basic components, intelligent manufacturing, etc. The second is the major specialized testing equipment urgently needed for the production processes of key industries such as new generation information technology, aerospace, automotive, pharmaceuticals, energy conservation and environmental protection, home appliances, and food. The third is the key core component products used for major technological equipment and technology levels that still have gaps with international advanced standards, or key core component products included in national major special projects and major engineering projects.
2、 Declaration conditions
（1） The applying unit is registered within the administrative region of Shandong Province, with independent legal personality, standardized corporate governance structure, sound financial management system, no illegal business activities in the past three years, good financial condition of the enterprise, and a high credit rating.
（2） The product has clear intellectual property rights and independent brand. The ownership of product intellectual property and registered trademarks shall be lawfully owned by the declaring unit.
（三）产品创新程度高、技术先进。产品通过原始创新、集成创新或引进技术消化吸收再创新，在国内率先实现原理、结构、性能等方面的重大突破，具有技术含量高、设备价值大、带动作用强、附加值高等特点。
（四）产品需经相关行业组织机构进行鉴定，整机性能、关键技术和核心指标等达到国内领先或国际同类装备先进水平，并出具相关报告。
（五）产品质量可靠，通过省级及以上质量技术监督部门资质认定检验机构的检测或用户认可的检测机构的检测。属于国家特殊行业管理要求的产品,需具有相关行业主管部门批准颁发的产品生产许可证或质量安全证明；属于国家实施强制性产品认证的产品,需通过强制性产品认证。
（六）产品为2017年（含）以后定型生产并销售的装备。成套生产线价值在200万元以上，单台专用生产设备和专用检测装备价值在50万元以上（高精密仪器仪表等市场急需的关键核心设备不受价值限制）。
3、 Declaration requirements
（一）每个独立法人只能申报一个产品，已获得省级及以上各类财政资金扶持的同一产品，不得申报。
（二）生产企业、科研院所、高校、用户及参与研制的单位可组成联合体共同申报。
（三）各市工信部门，在项目申报环节必须做到公平、公正、公开，加强对项目申请单位和申报材料真实性、完整性的核查，并配合做好本市项目跟踪评估和后续服务工作。
四、需提交的材料
申报单位需提交以下材料:
（一）山东省重大短板装备创新突破项目申请报告书（见附件2）。
（二）山东省重大短板装备创新突破项目申请表（见附件3）。
（三）山东省重大短板装备创新突破项目申请材料承诺书（见附件4）。
（四）申请单位营业执照复印件。
（五）申报产品的知识产权和自主品牌有效证明文件；涉及多个单位的，应当提交产品技术合同或合作协议。
（六）相关行业组织机构出具的鉴定报告（原则上1年以内）；能够证明产品技术先进性的其他证明材料。
（七）国家资质机构出具的产品检测报告（原则上1年以内）或用户认可的检测机构出具的检测报告；产品执行标准。属于特殊行业的，需提供产品生产许可证、强制性产品认证证书等。
（八）已实现销售的产品需提供销售合同及购买该产品首台（套）装备用户的评定报告（自产自用的用户企业需提供相关证明材料）。
（九）近两年会计师事务所出具的企业年度审计报告。
（十）产品彩色照片一张。
五、申请程序
（一）申请单位（含省属企业）向所在市工信部门提出申请。市工信部门对本市的申报材料进行初审，将推荐的申请材料报送至省工业和信息化厅，同时抄送本市同级财政部门。济南、青岛、烟台（新旧动能转换三核）每市申报数量不超过2个，其他市申报数量不超过1个（省属企业不占所在市名额）。
上报材料应包括：市工信部门出具的推荐文件，项目汇总表（作为附件，附于推荐文件后。见附件1），申报单位申报材料（胶印成册）。
（二）省工业和信息化厅组织专家或委托第三方机构对通过形式审查的申请材料进行综合评审。经评审获推荐的装备（产品），省工业和信息化厅组织专家进行现场核查。
（三）综合专家评审意见和现场核查结果，省工业和信息化厅研究确定重大短板装备创新突破项目名单，并进行网上公示，公示期5个工作日。公示期间收到异议的项目，由省工业和信息化厅及时组织调查核实。对弄虚作假的，三年内不再受理该单位的申请，并通报给公共信用信息工作主管部门。
（四）省工业和信息化厅会同省财政厅根据专家评审意见、现场核查及项目公示结果，确定年度支持项目。
六、申报时间
请各市于4moon5日前将上报文件连同申报材料（纸质材料一式二份，含申报材料word文档和pdf文档的电子版1份），上报省工业和信息化厅，逾期未提交视为放弃申报。
