Interpretation of the Work Plan for Revealing the Key Tasks of Innovation in the New Generation Artificial Intelligence Industry
In order to implement the spirit of the 19th National Congress of the Communist Party of China, promote the deep integration of artificial intelligence and the real economy, and accelerate the innovative development of China's new generation of artificial intelligence industry, in accordance with the deployment of the "Three Year Action Plan for Promoting the Development of the New Generation of Artificial Intelligence Industry (2018-2020)" (hereinafter referred to as the "Three Year Action Plan"), the Ministry of Industry and Information Technology has launched the work of unveiling the key tasks of artificial intelligence industry innovation (hereinafter referred to as the "Artificial Intelligence unveiling work").
1、 Why carry out artificial intelligence unveiling work
At present, China's artificial intelligence industry is accelerating its development, forming an industrial chain from basic support, core technologies to industry applications. Industrial clusters are emerging, and a group of innovative and distinctive innovative enterprises are accelerating their growth. New models and formats are constantly emerging, showing a vigorous overall development trend. However, at the same time, industrial development also faces problems such as weak core basic technologies and insufficient integration with the real economy.
The Ministry of Industry and Information Technology will carry out the work of unveiling the list of artificial intelligence, collect and select a group of innovative entities that master key core technologies and have strong innovation capabilities. In the main sub fields of artificial intelligence, leaders and pioneers will be selected, and according to the working mechanism of "unveiling the list and leading the way", breakthroughs will be made in the development of the artificial intelligence industry, benchmark enterprises will be established in the field, the main force of innovative development will be cultivated, and the deep integration of China's artificial intelligence industry and real economy will be accelerated to promote innovative development.
2、 What are the main characteristics of artificial intelligence unveiling work
The artificial intelligence unveiling work will collect and select a group of enterprises, research institutions, etc. that master the core key technologies of artificial intelligence, have strong innovation capabilities, and great development potential, mobilize the enthusiasm of all parties involved in industry, academia, research and application, and create a good atmosphere for the innovative development of artificial intelligence and the simultaneous development of thousands of ships. Has the following prominent characteristics:
One is to unveil the leaderboard and explore mechanisms to promote innovation. Explore the innovative mechanism of "leading by unveiling the list", encourage innovation entities to voluntarily apply, actively undertake unveiling and tackling tasks, clarify the responsible units and individuals for unveiling, highlight the status of enterprise innovation entities, stimulate the initiative of unveiling units, and concentrate efforts on overcoming bottlenecks in industrial development. We will provide strong support and promotion to the units that have successfully completed the unveiling and tackling key issues, forming a leading and coordinated situation, and building a good industrial development ecology.
The second is to select the best from the best and establish a benchmark for nurturing the main force. Select the best from numerous active innovation entities in artificial intelligence, and select a group of units with strong innovation capabilities and mastery of key core technologies to "take the lead". In principle, no more than 5 units will be selected for unveiling in each segmented field, and no more than 3 units will be selected for successful unveiling. This will establish a benchmark in the field of artificial intelligence, stimulate competitive vitality, cultivate industry leaders, and promote the formation of a group of AI enterprises with international competitiveness.
三是聚焦重点，补短板攻难关。聚焦我国人工智能产业发展面临的关键短板，瞄准《三年行动计划》目标，促进创新要素更多投入到关键核心技术攻关中。特别是针对智能传感器、神经网络芯片等薄弱环节，引导企业加大投入，集聚资源，攻克发展短板，夯实产业发展基础。
四是形成合力，聚资源共发展。鼓励各地以揭榜行动为抓手，结合本地区人工智能产业发展基础和优势，加强部省协作，产业协同，营造良好环境，对接揭榜单位给予重点支持，夯实基础，积累优势，打造特色鲜明、优势互补的人工智能产业集群，实现差异化发展。
三、人工智能揭榜工作的重点任务是什么
围绕《三年行动计划》确定的重点任务方向，在17个方向及细分领域，开展集中攻关，重点突破一批创新性强、应用效果好的人工智能标志性技术、产品和服务。
在智能产品方面，选择智能网联汽车、智能服务机器人、智能无人机、医疗影像辅助诊断系统、视频图像身份识别系统等产品作为攻关方向。在这些领域，产业创新活跃，已聚集了大量企业，相关技术和产品具有较好发展基础，通过“揭榜挂帅”，可进一步促进其深入应用落地。
在核心基础方面，选择智能传感器、神经网络芯片、开源开放平台等开展攻关。这些核心基础技术是人工智能产业发展的重要支撑，我国目前发展相对薄弱，需加速突破，整合产业链资源开展协同攻关，加快实现技术产业突破。
在智能制造关键技术装备方面，选择智能工业机器人、智能控制装备、智能检测装备、智能物流装备等进行揭榜攻关。制造业是人工智能融合创新主要领域之一，充分发挥人工智能在产业升级、产品开发、服务创新等方面的技术优势，有利于加快制造业关键技术装备智能化，促进中国制造业高质量发展。
在支撑体系方面，选择高质量的行业训练资源库、标准测试、智能化网络基础设施、安全保障体系等作为揭榜攻关任务。这些资源体系是影响人工智能健康发展的重要要素，需要加快完善基础环境、保障平台，加快形成我国人工智能产业创新发展的支撑能力。
四、揭榜工作主要步骤流程
在中华人民共和国境内注册并具有独立法人资格的企业、研究院所等创新主体，以自愿的原则申请成为揭榜单位，登陆申报系统（https://www.aibest.org.cn），注册账号，按要求填报相关申请材料。
各省、自治区、直辖市及计划单列市、新疆生产建设兵团工业和信息化主管部门、中央企业、人工智能相关行业组织作为揭榜推荐单位，各地结合自身人工智能发展基础优势和产业布局，推荐具有竞争力的企业、科研院所等揭榜单位，报送至工业和信息化部。
工业和信息化部将组织集中评审和现场评估，择优确定揭榜单位。揭榜单位集中力量开展创新攻关工作。工业和信息化部组织行业专家和评测机构进行评价，择优确定并发布攻关成功单位，给予重点推广和支持。
五、揭榜任务、目标和参考指标是如何确定和考虑的
揭榜工作是落实《三年行动计划》重要举措，揭榜任务和目标的确定主要基于《三年行动计划》中部署的重点任务和目标，主要考虑当前我国产业发展基础，对产业发展有一定前瞻性和引导作用，同时，发挥企业主动作用，激发企业自身能动性，设置个性化指标。在揭榜工作方案制定过程中，通过广泛征求企业和专家意见，邀请部分企业试填等多种方式，完善方案，确定了智能网联汽车、智能服务机器人、智能无人机、神经网络芯片、开源开放平台、智能制造关键技术装备等17个揭榜方向，每个揭榜方向涉及多个细分领域。
考虑填报要有一定的自主性、灵活性，揭榜单位可依据参考指标填报“本单位当前水平”和“本单位2020年目标”，也可自定义指标项，鼓励提出超过《三年行动计划》预期目标的指标。
