Notice on Accelerating the Pilot Cultivation of Shandong Manufacturing Innovation Centers (Second Batch)
Economic and Information Technology Commission, Finance Bureau, and relevant units of each city:
In order to accelerate the major project of transforming old and new driving forces in the province, deeply implement "Made in China 2025", improve the innovation system of the manufacturing industry, and promote the innovative development of the manufacturing industry, in accordance with the "Notice on Carrying out the Pilot Construction of Shandong Manufacturing Innovation Center (Second Batch)", after voluntary application by various units, recommendation by various cities, and expert demonstration, it has been determined to organize the second batch of provincial manufacturing innovation center pilot projects. The following requirements are now put forward to accelerate the cultivation of pilot projects:
1、 Accelerate the construction process of the center
Each leading and participating unit should further increase the construction of innovation centers, and quickly form a comprehensive innovation platform that integrates common key technology research and development, achievement transformation, talent cultivation, international exchange and other functions, providing strong support for the transformation and upgrading of the manufacturing industry in the province. The center, jointly led by two enterprises, should focus on promoting industry development, fully leverage their respective advantages, establish common goals, seek integration points, and explore more effective cooperation mechanisms as soon as possible to provide replicable and promotable experience and practices for the construction of the innovation center.
（1） Accelerate the establishment and improvement of corporate governance structure. Each pilot center should boldly explore its operation and development mode in accordance with the principles of independent decision-making, self financing, and self-development, accelerate the application and registration of independent legal persons, improve the corporate governance structure of innovation centers, absorb a group of industry leading enterprises and various innovation entities as shareholder units, form an efficient legal person operation mechanism, accelerate the arrival of registered capital, and put it into operation as soon as possible.
（2） Build a comprehensive innovation platform and innovation alliance. Deploy innovation chains around the industrial chain, integrate various domestic and foreign innovation resources, create a comprehensive platform for research and development, transformation, and talent exchange, rely on the platform to unite with peers and upstream and downstream of the industrial chain, build a number of industrial innovation alliances for industrial chain collaboration and industry university research cooperation, and form a complete innovation system.
（3） Conquer a batch of common key technologies. We should closely integrate with the actual industrial situation in our province, focus on tackling key common technological bottlenecks that constrain the transformation of new and old driving forces in our province, and quickly form a batch of major technological achievements that can lead the upgrading of industries in the province, and actively promote the application of these achievements.
（4） Build a high-level innovative talent team. We need to further increase the introduction and cultivation of talents, with the goal of cultivating international level leading talents, form independent research and development teams, increase talent investment, improve talent training, introduction, utilization, and exchange mechanisms, and form a reasonable talent echelon with high-end talents as the core, providing talent support for the transformation of old and new driving forces in the industry.
（5） Actively engage in international exchanges and cooperation. Each pilot center should be based in Shandong, look globally, position itself with a global perspective, carry out international industry university research exchanges and talent introduction, and actively help member units "go global" to find high-quality innovative resources to serve Shandong's development internationally.
（六）积极牵头或参与国家级制造业创新中心建设。在建设省级制造业创新中心的同时，要大力吸引全国和全球创新资源，积极争取国家支持，为牵头或参与国家级制造业创新中心建设打下基础。
二、进一步健全试点推进机制
省经信委将联合省财政厅进一步健全联合推进机制，协同推进中心建设。省有关行业协会要充分发挥平台和纽带作用，协调相关企业探索各种方式加强与高等院校、科研院所等各类创新主体的合作，共同推进中心建设和发展。各有关市经信委要加强对中心建设的跟踪、指导和服务，协调有关部门，在场所、资金、政策等方面给予大力支持，为中心建设创造良好环境；要及时总结中心建设的经验，切实解决在培育建设过程中遇到的困难和问题，重大问题及时与省经信委、省财政厅沟通交流；要积极发现和推荐有条件、有意愿的机构，牵头培育建设相关产业领域的省级制造业创新中心。
3、 Regarding requirements
省级制造业创新中心试点时间不超过两年，对按时完成建设目标的单位，按照“成熟一个、认定一个”的原则进行批复认定，给予相应政策支持。对两年内没有达到验收标准的中心，自动取消其试点资格。
