Notice on Issuing the Application Guidelines for Shandong Province's "1+N" Promotion and Enhancement Action Projects in 2019
Economic and Information Technology Commission and Finance Bureau of each city:
In order to thoroughly implement the spirit of the "Implementation Opinions of the Communist Party of China Shandong Provincial Committee and the Shandong Provincial People's Government on Promoting the Major Project of New and Old Kinetic Energy Conversion" and the "Notice of the Shandong Provincial People's Government on Issuing the Implementation Plan of the Major Project of New and Old Kinetic Energy Conversion in Shandong Province", accelerate the widespread penetration and deep integration of the new generation of core basic key technologies into various industries and fields, focus on cultivating new formats and models, form a new industrial chain, accelerate the transformation of new and old kinetic energy in the manufacturing industry, and promote high-quality development, after research and determination, organize the application work of the "1+N" driving and upgrading action project. The relevant matters are hereby notified as follows:
1、 Declaration direction
（1） Intelligent Manufacturing
Focusing on the ten key breakthrough areas of "Made in China 2025" and the key tasks of "Shandong Province Intelligent Manufacturing Development Plan (2017-2022)", we will establish and cultivate a group of benchmark enterprises for intelligent manufacturing in key industries, give full play to the leading and service role of benchmark enterprises, drive a group of enterprises to implement intelligent upgrading and transformation, accelerate the transformation towards digitization, networking, and intelligence, and promote the province's manufacturing industry to achieve high-quality development.
（2） Green manufacturing
In key industries such as machinery, electronics, chemicals, food, textiles, home appliances, large-scale complete equipment, and pharmaceuticals, we will focus on the construction of green design platforms, breakthroughs in green key processes, and the construction of green supply chain systems to create and establish a number of high-quality green manufacturing major demonstration projects, drive the implementation of a number of green manufacturing driven improvement projects, accelerate the formation of efficient, clean, low-carbon circular green production methods, and promote the green development of the manufacturing industry in the province.
（3） Service-oriented manufacturing
Select service-oriented manufacturing demonstration enterprises that undertake and implement one or more fields in four areas: general integrated general contracting services, product lifecycle management, supply chain management, and information value-added services, promote their advanced and mature models, help other enterprises accelerate their extension to service-oriented manufacturing, and drive the entire industry to leap towards the high-end of the value chain.
2、 Declaration Procedure
（一）项目申报单位对照申报指南，编制项目申报材料。按照属地管理原则逐级向经信和财政部门提出申请。项目单位要对申报材料的真实性负责，并按申报指南要求出具项目材料真实性的声明。
（二）各市经信委会同财政局对所申报的项目严格审核后，联合行文报送省经信委、省财政厅。
3、 Declaration requirements
（一）申报单位应依法在山东省内注册（绿色制造、服务型制造项目申报单位不含青岛和中央企业），具有独立法人资格，运营和财务状况良好。
（二）每个独立法人只能申报一个项目；已获得省级及以上各类财政资金扶持的同一项目，不得申报。
（三）各级经信和财政部门，在项目申报环节必须做到公平、公正、公开。
四、申报数量
坚持质量第一、效益优先的原则，以应用需求为导向，全省每个方向遴选10个左右应用场景标杆，鼓励其开展“1+N”带动提升行动，支持发展共享经济，通过标杆复制、推广和应用，实现“做大一个、跟进一批、带动一片”的示范效应。智能制造标杆企业每市申报数量不超过3家，绿色制造“1+N”示范项目每市限报2个，服务型制造“1+N”示范企业每市限报2家。
五、申报时间
请各市于10月9日前将申报材料（纸质材料一式四份，含申报材料word文档和pdf文档的电子版两份）分别报送省经信委（3份纸质材料和1份电子版）和省财政厅（1份纸质材料和1份电子版）。
六、监督检查
（一）各市经信委、财政局要高度重视此项工作，积极组织项目申报，并按照职责分工对项目执行、补助资金使用等进行监督。
（二）项目组织实施过程，按照谁主管、谁负责的原则，责任明确到人。对违反相关规定、骗取财政资金的行为，一经发现，将按照《财政违法行为处罚处分条例》《关于在财政专项资金管理领域实行信用负面清单制度的通知》等有关规定对项目申报单位进行严肃处理，并依法追究相关责任人的法律责任。
