In order to implement the State Council's "Three Year Action Plan for Winning the Blue Sky Defense War", the "Three Year Action Plan for Strengthening Pollution Source Prevention and Control and Promoting the" Four Reductions and Four Increases "in Shandong Province (2018-2020)", and the "Shandong Province Air Pollution Prevention and Control Plan for 2013-2020", the provincial government has issued the "Shandong Province Winning the Blue Sky Defense War Operation Plan and the Third Phase Action Plan for Air Pollution Prevention and Control Plan for 2013-2020 (2018-2020)" (hereinafter referred to as the "Operation Plan").
The "Operation Plan" proposes to vigorously adjust and optimize the "4 structures" based on the "13691" system plan for ecological environment protection in our province, with a focus on "7 transmission channel cities". Through "adhering to the dual control of main goals and key tasks, adhering to the dual control of environmental quality and total emissions, adhering to the dual control of fixed and mobile sources, adhering to the dual control of source prevention and end of pipe treatment, and adhering to the dual control of organized and unorganized emissions", the overall goal of "4 obvious" will be achieved. And proposed that by 2020, the total emissions of sulfur dioxide and nitrogen oxides in the province should be reduced by more than 27% compared to 2015; the annual average concentration of PM2.5 should strive to improve by 35% compared to 2015; The excellent air quality rate shall not be less than 62%; The specific target indicator is to reduce the proportion of days with severe and above pollution by more than 50% compared to 2015.
In terms of setting key tasks, the "Operation Plan" proposes three key tasks: optimizing structure and layout, strengthening comprehensive pollution prevention and control, and improving the atmospheric environment management system. In terms of optimizing industrial structure and layout. By focusing on adjusting the industrial structure, continuously implementing the rectification of "scattered and polluting" enterprises, strictly controlling the new production capacity of "two highs" industries, vigorously cultivating green environmental protection industries, and continuously optimizing the industrial structure and layout; By continuously implementing total coal consumption control, accelerating the elimination of outdated coal-fired units, vigorously promoting comprehensive renovation of coal-fired boilers, vigorously promoting clean energy heating, comprehensively improving energy efficiency, and accelerating the development of clean energy, we aim to optimize the energy consumption structure and layout; By significantly reducing the volume of road freight transportation, vigorously developing multimodal transport, implementing green transportation transformation, and strengthening transportation network construction, we aim to optimize transportation structure and layout; By implementing classified management of atmospheric zones, constructing urban ventilation corridors, promoting the integration of multiple regulations, and returning forests and grasslands after retirement, the optimization and adjustment of national spatial layout can be achieved. In terms of strengthening comprehensive pollution prevention and control. By implementing the system of issuing pollution discharge permits and strengthening the supervision of enterprises' licensed pollution discharge, we will comprehensively implement the management of pollution discharge permits; By continuously promoting the upgrading and transformation of industrial pollution sources, strengthening the special rectification of volatile organic compounds (VOCs), enhancing the special rectification of industrial furnaces, strengthening the treatment of toxic and harmful gases, and establishing a sound monitoring system, we aim to achieve comprehensive compliance with emission standards for industrial pollution sources; By strengthening the source control of new car production, accelerating the transformation and elimination of old vehicles, strengthening the law enforcement inspection of in use vehicles, enhancing the management of motor vehicle emissions inspection, promoting the construction and application of an integrated monitoring system for "heaven, earth, vehicles, and people", improving the quality of oil products and vehicle urea, comprehensively strengthening the control of non road mobile machinery pollution, continuously strengthening the control of pollution from ships, ports, and other sources, the level of mobile source pollution prevention and control will be improved; Strictly prevent and control urban non-point source pollution, improve the level of construction dust prevention and control, strengthen road dust pollution control, enhance comprehensive control of mine dust, strengthen control of straw and ammonia emissions, and enhance comprehensive prevention and control of non-point source pollution. In terms of improving the atmospheric environment management system. By improving the grid based regulatory system, strengthening law enforcement and supervision of pollution sources, implementing refined management of air pollution sources, effectively addressing heavy pollution weather, and strengthening emergency joint prevention and control of heavy pollution weather, a sound atmospheric environment management system can be achieved. To ensure the implementation of various tasks in the "Operation Plan", a list of key projects will be separately issued, mainly including the elimination of coal-fired boilers, ultra-low emission transformation of coal-fired boilers (units), sulfur dioxide treatment in industries such as power, nitrogen oxide treatment in industries such as steel, dust removal transformation in industries such as building materials, comprehensive treatment of unorganized emissions in industrial enterprises, VOCs treatment in industries such as petrochemicals, regional air quality and enterprise pollution emission monitoring, and more than 1200 projects.
