Notice from the General Office of the Ministry of Industry and Information Technology on Organizing the Application Work for the Pilot Demonstration Project of the "Double Innovation" Platform in Manufacturing Industry in 2018 (MIIT Xinruan Han [2018] No. 221)
Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, provincial capitals at the deputy provincial level, industrial and information technology departments of Xinjiang Production and Construction Corps, and central enterprise groups:
In order to implement the Guiding Opinions of the State Council on Deepening the Integrated Development of Manufacturing Industry and the Internet (GF [2016] No. 28), accelerate the construction of the Internet "mass entrepreneurship and innovation" platform for manufacturing enterprises and the project to improve the supporting capacity of the "mass entrepreneurship and innovation" service platform, on the basis of the construction of the first batch of pilot demonstration projects of the "mass entrepreneurship and innovation" platform for manufacturing industry, our Ministry decided to organize the declaration work in 2018. The relevant matters are hereby notified as follows:
1、 Overall objective
Focusing on the four fields of "mass entrepreneurship and innovation" platform+factor convergence,+open capacity,+model innovation,+regional cooperation (9 directions in total, see Annex 1 for details), select a number of pilot demonstration projects with good industrial application foundation, broad development prospects, and strong driving force, support the construction and application promotion of the "mass entrepreneurship and innovation" platform in the manufacturing industry, cultivate a number of new models and new formats of manufacturing industry based on the Internet, and improve the penetration rate of the Internet "mass entrepreneurship and innovation" platform of key enterprises in the manufacturing industry.
2、 Declaration subject
The project application subjects include manufacturing enterprises, information technology enterprises, Internet enterprises, telecommunications operators and research institutes that provide "mass entrepreneurship and innovation" platform services for the manufacturing industry. The applicant should be registered within the territory of the People's Republic of China, possess independent legal personality, and have good economic strength, technological research and development, and integrated innovation capabilities.
3、 Declaration requirements
（1） The selection of pilot demonstration projects in 2018 includes 4 fields and 9 directions, with each applicant limited to 1 project and no more than 3 directions for each project. Enterprises that have been selected as pilot demonstration projects for the "Double Innovation" platform in the manufacturing industry in 2017 and projects that have received central financial support through other channels are not allowed to participate in this project application.
（2） Local industrial and information technology regulatory departments and central enterprise groups are responsible for project recommendation work. The number of pilot demonstration projects recommended by the industrial and information technology authorities of each province, autonomous region, and municipality directly under the central government shall not exceed 8. The number of pilot demonstration projects recommended by the industrial and information technology departments of each planned city, deputy provincial capital city, and Xinjiang Production and Construction Corps generally does not exceed 4. The number of pilot demonstration projects recommended by central enterprise groups generally does not exceed 2. Priority should be given to projects declared by entities that have been evaluated through the integration of information and technology management system.
（3） Please submit the relevant materials of the recommended project to the Ministry of Industry and Information Technology (Information and Software Services Department) by mail or confidential form before the end of July 2018. The submitted materials include recommendation letters issued by local industrial and information technology authorities or central enterprise groups, a summary table of recommended projects (listed in the order of recommendation), and the "2018 Manufacturing 'Double Innovation' Platform Pilot Demonstration Project Application Form" (see Annex 2). Both paper and electronic versions must be submitted and stamped with the official seal of the applying unit. Applicants for one direction must submit two hard copies of the project application form, four copies for two directions, and six copies for three directions; The electronic version of the materials shall be submitted via email, and the naming format shall be "Recommended Unit - Sorting Number - Project Name - Declaration Subject Name - Declaration Direction".
