3、 Difficulties in industry operation
In the first half of the year, the internal and external environment faced by the machinery industry remained complex, and there were still a series of difficulties and problems in the operation of the industry. The foundation for recovery and improvement was still not solid.
(1) Insufficient demand leads to price decline
Market demand remains sluggish and there is a shortage of orders for mechanical products. In the first half of the year, the manufacturing PMI index was below the critical value for four months, and in June, the new orders index, new export orders index, and on hand orders index were all below the critical value at a relatively low level. According to a special investigation of key enterprises in the machinery industry, as of late June, nearly 70% of enterprises have reported problems with insufficient orders, and short orders have become the norm. The order situation of private enterprises and small and medium-sized enterprises is worse than the industry average. Insufficient orders have led to a decrease in capacity utilization. In the first half of the year, the capacity utilization rates of major industries in the machinery industry have all declined, with the capacity utilization rates of the automotive and electrical machinery industries falling to 68.8% and 73.8% respectively, a year-on-year decrease of 3.9 and 2.7 percentage points, respectively.
The sluggish demand and insufficient orders have led to fierce market competition, resulting in a continuous decline in product prices. In the first half of the year, the year-on-year decline in ex factory prices in the machinery industry remained around 2%, with a decrease of 1.9% in June. The five major categories of the national economy mainly involved in the machinery industry saw a year-on-year decrease in ex factory prices in June. In the same month, the ex factory prices of raw materials increased by 1.6% year-on-year, especially for non-ferrous metal products, which saw double-digit price increases. The machinery industry's own prices have declined while raw material prices have risen, squeezing the profit margins of the industry in both directions.
(2) High accounts receivable, difficult to recover
In recent years, the problem of difficult collection of accounts in the machinery industry has persisted, which is a prominent issue affecting the turnover of enterprise funds and production operations. As of the end of June this year, the total accounts receivable of the machinery industry reached 8.5 trillion yuan, a year-on-year increase of 8.3%, with a growth rate 7.3 percentage points higher than the operating income of the same period; The proportion of accounts receivable to current assets was 34.7%, an increase of 0.7 percentage points compared to the same period last year; The average collection period for accounts receivable is 103.2 days, an increase of 7.9 days compared to the same period last year, which is higher than the national industrial average of 37 days during the same period. Among them, the average collection period for accounts receivable in the construction machinery industry and heavy machinery industry exceeds 140 days. According to a special investigation, as of late June, 52% of companies' accounts receivable increased year-on-year, and 35% of companies' overdue amounts in accounts receivable increased year-on-year. As a result, the capital turnover rate of the machinery industry has decreased and the asset liability ratio has increased. In the first half of the year, the turnover rate of current assets in the machinery industry was only 1.2 times, a year-on-year decrease of 0.1 times, which is 0.3 times lower than the national industry; The asset liability ratio is 59.2%, an increase of 0.2 percentage points year-on-year, which is 1.6 percentage points higher than the national industrial ratio.
Negative growth in (III) economic benefits
Affected by multiple factors such as sluggish demand and insufficient orders, fierce competition and price decline, and difficulties in recovering high accounts, the economic benefits of the machinery industry have declined. Since March, the total profit of the machinery industry has declined year-on-year for many consecutive months. In the first half of the year, the operating income of enterprises above designated size in the machinery industry was 14.2 trillion billion yuan, an increase of only 1.0 percent over the same period last year, and the growth rate was 1.9 percentage points lower than that of the national industry; the total profit was 735.18 billion billion yuan, down 6.3 percent from the same period last year, and the growth rate was 9.8 percentage points lower than that of the national industry. Operating income and total profits accounted for 21.9 and 20.9 respectively, down 0.4 and 2.2 percentage points from the same period last year. The operating income profit margin was 5.2, 0.4 percentage points lower than the same period last year and 0.2 percentage points lower than the national industry.
Increased pressure on (IV) foreign trade growth
The foreign trade market of machinery industry is facing many uncertain factors. First, the products with rapid export growth in the early stage have obviously declined. In the first half of the year, the export value of tractors, excavators, lithium-ion batteries and photovoltaic products all decreased year on year. Second, more and more mechanical products have become the target of international trade disputes. Since the beginning of this year, the United States has announced additional tariffs on my country's electric vehicles, electric vehicle lithium-ion batteries, battery parts, solar cells, ship-to-shore cranes and other products; the European Union has announced additional temporary countervailing duties on my country's electric vehicles and additional aerial work platforms. Levy temporary dumping duties and conduct countervailing investigations on wind turbine suppliers; Turkey announced that the tariff policy on some electric vehicles in my country will be extended to all cars; brazil announced a gradual increase in tariffs on our electric vehicles and so on. A variety of factors, machinery industry foreign trade growth pressure increased significantly.
4、 Prediction of the trend of the machinery industry in the second half of the year
Looking forward to the second half of the year, the adverse effects of changes in the external environment will increase. At present, the world is intertwined with turmoil, the evolution of a century of changes is accelerating, international political disputes and military conflicts have erupted at many points, and the growth momentum of the world economy and international trade is insufficient; developed economies have increased their demands for diversified supply chains, trade protectionism is prevalent, and more and more machinery products have become the target of international trade disputes; the game between major powers in key areas has intensified. There are still insufficient effective demand in China, economic operation is divided, there are still many hidden risks in key areas, and there are pains in the conversion of old and new kinetic energy.
However, the basic trend of China's overall long-term economic recovery has not changed, and the favorable factors supporting the stable operation and high-quality development of the machinery industry continue to gather and increase. First, the recent meeting of the political Bureau of the CPC Central Committee studied and deployed economic work in the second half of the year, and once again stressed that we should adhere to the general tone of seeking progress in the midst of stability, strengthen macro-control, deepen innovation-driven development, deeply tap the potential of domestic demand, and constantly enhance new momentum and new advantages. enhance the vitality of business entities, stabilize market expectations, and enhance social confidence. The policy effects will continue to improve the development environment of the machinery industry, release market potential, enhance development confidence, and provide a solid foundation and driving force for the stable development of the industry. Second, the "Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in" and its supporting measures have been implemented, and four major actions have been deployed: equipment renewal, consumer goods trade-in, recycling and recycling, and standard improvement. Recently, several measures to support large-scale equipment renewal and consumer goods trade-in have been introduced, which will effectively promote investment and consumption and release effective market demand for the machinery industry. Third, the Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed that "we should improve the system and mechanism of developing new quality productivity according to local conditions, improve the system of promoting the deep integration of real economy and digital economy", and stressed the need to "develop new quality productivity according to local conditions, accelerate the cultivation of new momentum of foreign trade, and solidly promote green and low-carbon development", which provides a fundamental follow and development direction for the reform and development of the reform and development of the whole industrial economy, including machinery industry, the machinery industry will generate greater development momentum and stimulate greater development potential. Fourth, relying on the advantages of the ultra-large-scale market, the machinery industry will further promote supply-side structural reform, adhere to innovation-driven and integrated development, accelerate the cultivation of new kinetic energy and new advantages, the industrial foundation will continue to be stable, the resilience of the industrial chain supply chain will continue to improve, and the endogenous driving force for industry development will continue to increase.
In general, the development of machinery industry opportunities and challenges coexist, but the opportunities outweigh the challenges, and the favorable conditions are stronger than the unfavorable factors. Based on comprehensive judgment, it is expected that the economic operation of the machinery industry will continue the overall trend of steady progress in the second half of the year. The growth rate of major economic indicators for the whole year is expected to be more than 5%, and foreign trade will remain basically stable.
This year marks the 75th anniversary of the founding of New China and a key year for the implementation of the 14th Five-Year Plan. In the second half of the year, the machinery industry will continue to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, earnestly implement the general tone of the work of seeking progress while maintaining stability, implement the new development concept completely, accurately and comprehensively, accelerate the construction of a new development pattern, deepen innovation-driven development, develop new quality productivity in accordance with local conditions, and continuously enhance new advantages, accelerate the transformation and upgrading of traditional industries, solidly promote the development of high-end, intelligent, green, and integrated development, continuously enhance the continuous recovery of the machinery industry, and present the 75th birthday of the motherland with better results.
