Shandong builds a gradient cultivation system for green manufacturing units
The Interim Measures for Gradient Cultivation and Management of Green Manufacturing Units in Shandong Province have recently been issued to further standardize the cultivation and recognition of green manufacturing units, comprehensively strengthen the construction of the green manufacturing system, and promote the green, low-carbon, and high-quality development of industries throughout the province.
Green manufacturing units include green factories, green industrial parks, and green supply chain management enterprises. Green manufacturing unit gradient cultivation refers to establishing a cultivation mechanism from two dimensions: vertically forming a green manufacturing unit cultivation mechanism with linkage at the national, provincial, and municipal levels; A cultivation mechanism for horizontally forming green industrial parks and green supply chain management enterprises to drive the creation of green factories within the park and upstream and downstream enterprises in the supply chain.
The gradient cultivation and management of green manufacturing units follows the principle of enterprise and park as the main body, adhering to government guidance and standard guidance, based on the construction of green factories, supported by the construction of green industrial parks and green supply chain management enterprises, optimizing the policy environment, guiding third-party institutions to provide professional services, stimulating the endogenous driving force of enterprise green development, and promoting the green and low-carbon transformation and upgrading of industries and regions.
The recognition standards for provincial-level green manufacturing units refer to the relevant standards and requirements for national level green manufacturing units issued by the Ministry of Industry and Information Technology. After comprehensive evaluation and consideration, the comprehensive score should be above 70 points. Priority will be given to recommending factories in key industrial areas that have reached the benchmark level of energy efficiency released by relevant national departments. For other industries, priority will be given to recommending factories that have reached the advanced value or level 1 of the corresponding national energy consumption limit standards. Priority will be given to supporting units that have obtained provincial and above energy and water efficiency leaders.
Green manufacturing units implement dynamic management. Provincial green manufacturing units have a three-year cycle, and after the expiration, they will be reviewed according to requirements. Those who meet the conditions will have an extension of three years. Referring to the above methods, industry and information technology departments at all levels should provide policy support to green manufacturing units recognized and announced in accordance with relevant documents, and work together with relevant departments to provide key support in areas such as technological transformation, special fund applications, government procurement, pilot demonstrations, financial services, and brand promotion.
