Shandong, as an important industrial base in China and a strategic pivot for economic development in the northern region, has an industrial volume exceeding 7% of the country's total, with all 41 major industrial categories. The proportion of new and old industries, regional industrial layout, and key industry types are basically similar to those in the country. It can be said that Shandong's promotion of new industrialization has strong reference significance as a typical example. In recent years, Shandong has comprehensively accelerated the construction of a strong manufacturing province, implemented a large number of key industrial projects, improved a series of supporting policy systems, and achieved positive results in the development of new industrialization. In the past three years, the growth rate of added value of industrial enterprises above designated size in the province has been higher than that of the whole country. The average growth rate of industrial investment is more than 5 percentage points higher than that of total investment. The proportion of high-tech industry output value has increased by nearly 2 percentage points annually, and the proportion of digital economy in GDP has exceeded 45%. Especially since the beginning of this year, the Shandong Provincial Party Committee and Government have placed the industrial economy at an unprecedented height as the top priority project, innovatively implementing a series of major measures such as the advanced manufacturing industry strong province action and the landmark industrial chain breakthrough project. From January to October, the added value of large-scale industries and industrial investment in the province increased by 6.9% and 14.5% respectively, which were 2.8 and 5.6 percentage points higher than the national average. The high-quality development of the industrial economy has accumulated momentum, laying a more solid foundation for promoting new industrialization at a new starting point.

Accelerate the enhancement of innovation capabilities, strive to strengthen the two major carriers of innovation platforms and innovative talents, deepen the two major projects of industrial foundation reconstruction and major technological equipment research and development, and create more important tools and landmark achievements for multiple countries. Deeply promote industrial carbon control and reduction, solidly implement the carbon peak action in the industrial sector, strengthen energy consumption and pollutant control throughout the entire industrial production process, accelerate the adjustment and optimization of energy consumption structure, and resolutely reduce the consumption level of high energy consuming, high emission, and energy consuming products. Accelerate the construction of a green manufacturing system, focus on all aspects of the production and manufacturing process, increase the promotion of common technologies and equipment such as green processing, energy and water conservation, and clean production, and accelerate the construction of green factories, green industrial parks, and green supply chains. We will focus on developing a green circular economy, accelerate the construction of a comprehensive resource utilization and recycling system, promote the large-scale and intensive utilization of bulk industrial solid waste, promote the recycling and reuse of waste steel, waste batteries, and other materials, and fully recycle resources in the industrial chain.

Make every effort to forge a path of "clustering" development.Adhere to the integrated layout of "points, lines, and surfaces", cultivate high-quality enterprises in a gradient manner, vigorously build iconic industrial chains, vigorously develop advanced manufacturing clusters, and create a better industrial ecology. Focusing on strong "point" shaping enterprises, deepening the cultivation of manufacturing leading enterprises, building a high-quality gradient cultivation system for small and medium-sized enterprises with high standards, accelerating the expansion of the scale of industrial enterprises above designated size, and forming a first-class leading enterprise formation.
