This will significantly enhance the comprehensive strength of innovation, deeply integrate the innovation chain, industrial chain, capital chain, and talent chain, and build Shandong into an important regional innovation highland and source of scientific and technological innovation in China, contributing to the construction of a strong country in science and technology.
In 2022, the province organized and implemented 121 major scientific and technological innovation projects, breaking through a number of key core technologies. More than 6000 new high-tech enterprises have been added, setting a new historical high in the number of new additions; The number of technology-based small and medium-sized enterprises in the province has increased by nearly 6500 compared to 2021, a year-on-year increase of 22.3%; Four companies have listed on the Science and Technology Innovation Board, bringing the total number to 21. This year, our province will focus on building strategic technological strength and laying a solid foundation for innovation. Actively strive to create a national key laboratory, accelerate the completion of research direction restructuring, leading team composition, key discipline construction, and major research task initiation for approved national key laboratories. Explore the establishment of a direct delegation system for major scientific research tasks in laboratories and a "military order" responsibility system, accelerate the promotion of key common technologies, cutting-edge leading technologies, and disruptive technological innovation breakthroughs. Promote the three national technology innovation centers, namely high-speed trains, fuel cells, and comprehensive utilization of saline alkali land, to strengthen their mission and responsibility, focus on the deployment of major national strategic tasks and industrial technology needs, and enhance the core competitiveness of related industries. We will focus on building a group of high-level demonstration new research and development institutions to cultivate new economic growth points for the whole province.
Promote development and provide strong technological support for high-quality economic and social development in the province. We will coordinate the integrated development of education, science and technology, and talent, strengthen the construction of 10 basic scientific research centers in Shandong Province, formulate a ten-year plan for basic research in the province, and comprehensively enhance our ability to innovate in science and technology. Focusing on the bottleneck technical problems such as industrial mother machines and chips, we will organize and implement about 100 major scientific and technological innovation projects, strive to break through a number of key core technologies that restrict industrial development, and ensure that the innovation chain and industrial chain are independent, controllable, safe, and reliable; Fully leverage the dominant position of enterprises in innovation, with enterprise led projects accounting for over 70%.
Create a highland for gathering technological talents and promote resonance between talent cultivation and industrial development. We will improve the support mechanisms for top talents, such as "one case, one discussion", "peak building plan", and Mount Taishan series of talents. Accelerate the construction of a "four level" clinical medical research center system, including national clinical medical research centers, national sub centers, provincial clinical medical research centers, and provincial sub centers, and accelerate the implementation of the "Shandong Province Innovative Drug and High end Medical Device Leading Action Plan (2023-2025)".
