1. 2. For small-scale value-added tax taxpayers, property tax and urban land use tax for the first quarter of 2023 will be temporarily exempted from collection. Taxpayers who face difficulties in production and operation may apply for a reduction or exemption of property tax and urban land use tax. From January 1, 2023 to December 31, 2023, small-scale value-added tax taxpayers will be subject to a 3% tax rate on taxable sales revenue and a reduced 1% tax rate on value-added tax; Prepaid value-added tax items with a 3% pre tax rate shall be subject to a reduced pre tax rate of 1%; Allow taxpayers in the productive service industry to offset their taxable amount by an additional 5% based on the deductible input tax for the current period; Allow taxpayers in the life service industry to offset their taxable amount by an additional 10% based on the deductible input tax for the current period. 4. Implement a special loan policy for stabilizing and expanding employment, with a maximum credit limit of 30 million yuan per eligible small and micro enterprise, and offer a preferential loan interest rate not exceeding 4%. Encourage cities to increase interest rate discounts, provide differentiated support such as credit extension, increase credit limits, and non repayable loan renewals. According to the national unified deployment, we will continue to implement the phased policy of reducing work-related injury and unemployment insurance premiums. 5. 6. Reduce logistics transportation costs and implement a 15% discount on tolls for trucks equipped with ETC devices on highways within Shandong Province and for large passenger vehicles included in regulatory platforms. The policy will be implemented until June 30, 2023. For international (regional) sea and air freight routes that will be newly encrypted or continue to operate in 2023, a maximum subsidy of 5-1.5 million yuan per flight will be given. For temporary international air freight routes, a maximum subsidy of 100-300 yuan per ton of flight time will be given. For airlines that establish operating bases or subsidiaries in Shandong Province, a one-time subsidy of up to 5 million yuan will be given. Optimize the subsidy standards for air cargo transportation and encourage airports within the province to increase the number of North American and European cargo routes. 7. Reduce the cost of electricity for enterprises. For small and micro enterprises in the province applying for telegraph installation of 160 kilowatts or less, the power supply enterprise is responsible for the entire investment from the public power grid to the user's electricity meter. Promote the "one-stop" approach in the field of power supply services, deepen the data interconnection between the real estate management system and the power supply system, and implement the "real estate+power supply" online linkage transfer on a regular basis. 8. For families with multiple children who purchase their first self occupied housing, each city is allowed to increase the amount of housing provident fund loans appropriately. 19. Accelerate the promotion of the "nine major projects" of energy transformation and development, promote that qualified offshore wind power and offshore photovoltaic projects should be fully developed and can be quickly developed, and promote the integration of wind power, storage and transportation in salt marshes in northern Shandong, and the "PV+" base projects in coal mining subsidence areas in southwestern Shandong to be included in the national new large-scale wind power base projects. The installed capacity of new and renewable energy reached about 80 million kilowatts throughout the year. 20. Adhere to the principle of economical and intensive land use, advance the allocation of new land indicators to ensure the implementation of projects. Before the state clarifies the allocation rules for new land indicators in 2023, for infrastructure projects, livelihood projects, and key projects that comply with industrial policies and land supply policies, have sufficient investment, and can start construction immediately after obtaining land, advance indicators can be used to handle land approval procedures. The amount of advance is not limited and will be uniformly calculated before the end of the year in accordance with relevant national regulations. 21. Implement rewards for major infrastructure land approval. For transportation, energy, water conservancy, and other separately selected major infrastructure projects that obtain land approval in 2023, a certain proportion of land quota rewards will be given at the provincial level for compliant new construction land. Among them, the reward for obtaining approval from the State Council is 10%, and the reward for obtaining approval from the provincial government is 5%. 22. Continuously expand the scope of private investment industry, support private enterprises to participate in railway, highway, port and dock related station projects, urban infrastructure, public service facilities projects, support private enterprises to increase investment in energy-saving and carbon reduction fields such as solar power generation, wind power, biomass power generation, energy storage, etc., implement policies such as construction land, financial support, and administrative approval green channels in accordance with regulations, and regularly push private investment projects to financial institutions. 24. 27. 28. For industrial enterprises with a new output value exceeding 300 million yuan and a growth rate of not less than 15% in the first quarter of 2023, the top 100 industrial enterprises will be rewarded based on composite indicators such as output size and growth rate at the end of the first quarter; On this basis, industrial enterprises with a cumulative annual output growth rate of not less than 10% and a newly added tax payment of not less than 5 million yuan will be rewarded with a maximum cumulative reward of 2 million yuan per household in a tiered manner. The output value of enterprises shall be based on the data approved by the statistical department, and the reward funds shall be arranged by the provincial finance department.
