In order to implement the Guiding Opinions on Accelerating the Cultivation and Development of High quality Manufacturing Enterprises issued by the Central Office and the State Council, and the Notice on Supporting the High quality Development of "Specialized, Refined, Unique and New" Small and Medium sized Enterprises issued by the State Council Leading Group for Promoting the Healthy Development of Small and Medium sized EnterprisesImplementation Opinions of Shandong Province on Accelerating the Cultivation and Development of High quality Manufacturing EnterprisesThe job requirements are to accelerate the cultivation and development of a group of specialized, refined, and innovative "little giant" enterprises,The Shandong Equipment Manufacturing Industry Association is assisting our province's equipment manufacturing enterprises in applying for national specialized, refined, and new "little giant" enterprises and provincial-level specialized, refined, and new enterprises. The work is currently underway,We have compiled the reward and subsidy policies of the country and Shandong Province on promoting the development of "specialized, refined, unique and new" small and medium-sized enterprises for your reference:
1、 National reward and subsidy standards and support policies:
It has been recognized as a national specialized and innovative small giant enterprise, with a reward of 6 million yuan per company and 2 million yuan per year.
Provide support in enterprise cultivation, policy support, service development, environmental optimization, and other aspects.
（1) Strengthen gradient cultivation. By deepening the "double innovation" of small and medium-sized enterprises, continuously incubating innovative small and medium-sized enterprises, increasing the cultivation efforts of provincial-level "specialized, refined, unique and new" small and medium-sized enterprises, and promoting their development into specialized, refined, unique and new "little giant" enterprises. Establish and improve the "specialized, refined, unique, and innovative" enterprise cultivation database.
（2）加强政策支持。完善支持“专精特新”中小企业和专精特新“小巨人”企业支持政策，建立部门协同配合、共同推动的工作机制。推动技术、人才、数据等要素资源向“专精特新”企业集聚。结合本地实际，着力在资金、政策等方面支持“专精特新”企业发展壮大。
（3）开展精准服务。融资服务，拓宽中小企业融资渠道，做好“专精特新”中小企业等优质企业上市培育。创新服务，实施中小企业数字化和工业设计赋能专项行动，提升企业掌握和运用数字化和设计资源的能力。公共服务，支持服务机构开发针对创新型中小企业、“专精特新”中小企业和专精特新“小巨人”企业的服务项目，广泛开展管理咨询、人才培训等服务。
（4）优化发展环境。营造公平竞争环境。推进大中小企业融通创新、产学研协同创新向纵深发展，不断完善中小企业创新生态。
二、山东省奖补标准和扶持政策：
Shandong Provincial People's Government《2022年“稳中求进”高质量发展政策清单（第二批）》指出：积极推进“专精特新”企业上市融资，省级财政通过委托投资等形式，对高成长性、上市意愿强烈、近3—5年可能上市的“专精特新”企业给予股权投资支持，参股比例原则上不超过投资企业总股本的25%，并视其提前退出时间给予让利。其中，在上市前退出的，约定回报率一般不高于退出时上月一年期贷款市场报价利率（LPR）的1.1倍；上市后退出的，省级财政可在投资收益范围内按中介机构服务费用的20%给予让渡，最高不超过200万元。
Right.被认定为国家专精特新小巨人企业，给予一次性奖励200万元；对被认定为省级专精特新企业，给予一次性奖励100万元（由于政策有即时性，具体以各地市奖补政策为准）。
（1）在省“专精特新”中小企业中，则有评选推荐国家专精特新小巨人企业；符合条件的，支持参加省瞪羚企业、独角兽企业申报工作。
（2）鼓励省“专精特新”中小企业通过购置先进适用设备开展技术创新，实现管理提升，对符合相关专项资金扶持要求的，给予专项资金支持。
（3）支持符合条件的省级“专精特新”中小企业推荐申报国家制造业转型升级基金投资项目、省工业和信息化领域发展股权投资项目等项目。
三、各市奖补政策
1.青岛市
对于优势高成长企业培育库入库企业被认定为青岛市隐形冠军、山东省瞪羚和山东省独角兽的企业，分别奖励50万元、50万元和300万元；对工信部认定的专精特新“小巨人”企业按照省级补助标准给予奖补。
2.烟台市
对新认定的“专精特新”企业中的小微企业给予贷款贴息补助。贷款贴息补助按照不超过上年度一年期银行贷款基准利率的50%计算，单个企业贷款贴息补助额最高不超过10万元。
3.济南市
济南市针对新认定“山东省专精特新”企业奖励30万元（一次性奖励）。
4.德州市
针对新认定山东省专精特新企业给予贷款贴息。
5.聊城市
针对新认定“山东省专精特新”企业奖励5万元。
6.枣庄市
针对新认定“山东省专精特新”企业按照省级奖励的30%给予配套奖励。
7.威海市
针对新认定“山东省专精特新”奖励10万元。
8.日照市
针对新认定“山东省专精特新”企业，在新上设备投资额达到300万元以上的技术改造项目上，按项目设备投资额的3%予以补助。
