Our province has implemented 13 measures to clarify the roadmap for the transformation and upgrading of agricultural mechanization

On August 2nd, the Provincial Government Information Office held a press conference to interpret the "Implementation Opinions on Accelerating the Promotion of Agricultural Mechanization and the Transformation and Upgrading of Agricultural Machinery Equipment Industry". The Opinion proposes that by 2025, the comprehensive mechanization rate of cultivation and harvesting of major crops in the province will reach 92%, and the production of major economic crops will be basically mechanized. The province has basically achieved full mechanization of the production of major crops through the restructuring system, striving to be the first to build a demonstration province of "two pronged and two high" (comprehensive, high-quality and efficient) agricultural mechanization.

At present, our province's agricultural machinery and equipment manufacturing products cover more than 3500 varieties in all 7 categories, and the products are sold to more than 120 countries and regions. The output value of agricultural machinery and equipment accounts for about 1/4 of the national total. The total power of agricultural machinery in the province has reached 104 million kilowatts, accounting for 1/10 of the national total; The comprehensive mechanization rate of cultivation and harvesting of major crops has reached 86.53%, which is nearly 20 percentage points higher than the national average level. Our province's agricultural production has entered a new era of replacing humans with machines.

However, overall, the development of agricultural mechanization and agricultural machinery equipment industry in our province is still unbalanced and insufficient, "said Bu Xianglian, Deputy Secretary of the Party Group and Deputy Director of the Provincial Department of Agriculture and Rural Affairs. Specifically, there is a shortage of effective supply of agricultural machinery and equipment, with incomplete categories and excess production capacity of mid to low end products. The reliability, applicability, and intelligence level of machinery and equipment need to be further improved; The R&D innovation capability of enterprises is not strong, and the phenomenon of homogenization is quite prominent. Secondly, there is an imbalance in the level of mechanization, and some links have not even been solved yet. Thirdly, the integration of agricultural machinery and agronomy is insufficient, and the adaptability of variety selection, cultivation system, planting and breeding methods, post production processing, and mechanized production needs to be strengthened. Fourthly, the construction of basic conditions suitable for mechanization is lagging behind, and there are problems such as difficulty in planting, operating, and storing agricultural machinery.

In response to the shortcomings of the problem, the "Opinions" have identified thirteen specific measures from seven aspects, including accelerating the transformation and upgrading of the agricultural machinery and equipment industry, focusing on building a modern agricultural mechanization production system, actively developing socialized services for agricultural machinery, and improving the basic conditions for agricultural machinery operations.

Firstly, innovation has been placed at the forefront of agricultural mechanization and the transformation and upgrading of the agricultural machinery and equipment industry. It is proposed to improve the innovation system, enhance original innovation capabilities, strengthen research on basic cutting-edge and key common technologies, and collaborate to overcome bottleneck issues such as basic materials, basic processes, and electronic information. This will promote the comprehensive mechanization and innovation development of the entire process of planting, breeding, processing, grain, and feeding. Encourage large enterprises to transform towards complete equipment integration, and support small and medium-sized enterprises to develop towards "specialization, refinement, uniqueness, and innovation". Promote the development of agricultural machinery industry clusters in cities such as Weifang, Liaocheng, Rizhao, Linyi, and Jining.

At the same time, on the basis of consolidating and improving the mechanization of the entire grain production process, we will accelerate the mechanization of economic crops, focusing on the mechanization of peanut, potato, garlic planting and harvesting, as well as cotton harvesting.

To improve the basic conditions for agricultural machinery operations, the "Opinions" propose to carry out "mechanization" transformation of land, including the construction of machine plowing roads and the centralized contiguous transformation of land. At the same time, actively implement preferential policies related to land and electricity for agricultural machinery services, and support the construction of production conditions for agricultural machinery service organizations.

Socialized agricultural machinery services are an important way to improve the utilization rate and operational efficiency of agricultural machinery, as well as an important measure to solve the problems of "difficulty in hiring workers, high labor costs" and "who will farm and how to farm" in rural areas. The Opinion proposes to guide financial institutions to increase credit allocation to agricultural machinery enterprises and new agricultural machinery service organizations, carry out policy based agricultural machinery purchase loan guarantee services, and encourage localities with conditions to explore interest subsidies for large-scale agricultural machinery purchase loans.

In terms of the construction of agricultural machinery talent team, the Opinion proposes to cultivate both high-level and practical talents. On the one hand, we will strengthen the construction of agricultural engineering disciplines, support the joint construction of enterprises and schools, cultivate high-level talents who love agriculture, understand management, and know how to operate, and focus on the cultivation and introduction of international high-end talents; On the other hand, selecting and cultivating "soil experts" in agricultural machinery, encouraging college and vocational school graduates, veterans, scientific and technological personnel, etc. to return to their hometowns and establish new agricultural machinery service organizations.
