In order to implement the spirit of the Guiding Opinions of the State Council on Accelerating the Transformation and Upgrading of Agricultural Mechanization and Agricultural Machinery Equipment Industry (No. 42 [2018] of the State Council) and accelerate the transformation and upgrading of agricultural mechanization and agricultural machinery equipment industry in our province, the following implementation opinions are hereby put forward.

1. Target Requirements

By 2020, the comprehensive mechanization rate of farming and harvesting of major crops in the province will reach 88.5 percent, and the mechanized production system of bulk cash crops will be basically established. We will create about 70 demonstration counties for the whole process mechanization of major crop production in China, and build 50 agricultural mechanization demonstration counties of "two complete and two high" (the whole process is comprehensive, high quality and high efficiency).

By 2025, the comprehensive mechanization rate of farming and harvesting of major crops in the province will reach 92%, the production of bulk cash crops will basically be mechanized, and the overall mechanization rate of forestry, animal husbandry and fishery will reach more than 60%. The whole province has basically realized the full mechanization of the production of major crops, and strives to be the first to build a "two complete and two high" agricultural mechanization demonstration province.

2. Accelerate the Transformation and Upgrading of Agricultural Machinery Equipment Industry

(I) improve the innovation system and promote the coordinated development of the agricultural machinery and equipment industry chain. Enhance the original innovation ability, strengthen the research on basic frontier and key common technologies, coordinate to overcome the "stuck neck" problems of basic materials, basic technology and electronic information, and promote the comprehensive mechanized innovation and development of the whole process of planting, breeding and grain feeding. Encourage enterprises to carry out high-end agricultural machinery and equipment engineering verification, and explore the establishment of a new model of "enterprise cooperative base. Implement the first (set) insurance subsidy system, and support the inclusion of new agricultural machinery products in the "Shandong Province High-end Technology and Equipment New Product Promotion Catalog." Give full play to the role of the provincial high-end equipment industry fund for the conversion of new and old kinetic energy, and support major technological transformation and key technology research projects of agricultural machinery and equipment. Encourage large enterprises to transform into complete sets of equipment integration, and support small and medium-sized enterprises to develop into "specialized, refined, special and new. Promote the development of agricultural machinery industry clusters in Weifang, Liaocheng, Rizhao, Linyi and Jining. Encourage participation in foreign aid and international cooperation to serve the construction of "the belt and road initiative. Strengthen the capacity building of measurement technology in the agricultural machinery and equipment industry, and improve the ability of testing and identification. Promote compulsory certification and voluntary certification of agricultural machinery products, and promote the certification results of the qualification of agricultural machinery purchase subsidies. Strengthen the main responsibility of enterprise quality, crack down on quality violations and counterfeit brands. 3. Focus on Constructing Modern Agricultural Mechanization Production System

(III) fully promote the main crop production mechanization. We will consolidate and enhance the mechanization of the whole process of grain production, accelerate the mechanization of cash crops, and focus on the mechanization of peanut, potato, garlic and cotton harvesting. Subsidies will be given to the development of production services such as deep ploughing and deep loosening, machine sowing and harvesting, and straw treatment, and places where conditions permit are encouraged to subsidize large-scale full-process hosting services. (IV) vigorously promote the full mechanization of agricultural production. According to the needs of fruit, vegetable and tea, modern seed industry, animal husbandry and aquatic products, facility agriculture, and primary processing of agricultural products, we should improve the technical route, strengthen equipment support, and accelerate the comprehensive mechanization of agricultural production. Actively develop the application of rural environmental management and protection technology equipment. Promote the integration of agricultural machinery and agronomy, take adaptation to mechanization as an important goal of agricultural production activities, and promote the matching of improved varieties, good methods, good fields, and good opportunities. We will promote the renewal of agricultural machinery scrapping, and carry out pilot subsidies for new agricultural products and standardized application subsidies for plant protection drones. 4. Actively Develop Socialized Service of Agricultural Machinery

(VI) vigorously cultivate agricultural machinery service main body. Guide financial institutions to increase credit to agricultural machinery enterprises and new agricultural machinery service organizations, carry out policy-based agricultural machinery purchase loan guarantee services, and encourage places where conditions permit to explore discounts on loans for the purchase of large-scale agricultural machinery. Carry out agricultural machinery financial leasing business in accordance with the prescribed procedures. Encourage qualified localities to include key agricultural machinery varieties in the scope of policy-oriented agricultural insurance. The implementation of agricultural machinery financial leasing services in accordance with the provisions of the application of value-added tax preferential policies, allowing the lease of agricultural machinery and other equipment users to enjoy agricultural machinery purchase subsidies in accordance with the provisions. The policy of value-added tax exemption shall be applied to agricultural machinery farming services according to regulations. Support the construction of agricultural machinery storage and agricultural products storage, drying and other facilities and regional agricultural machinery maintenance center. Build a number of "full mechanized comprehensive farming" service centers to provide "one-stop" comprehensive services. Implement relevant regulations and exempt vehicles from tolls for combine harvesters, transport combine harvesters and transplanters operating across regions. 5. improve the basic conditions of agricultural machinery operation

(VIII) improve the convenience of agricultural machinery operations. In terms of high-standard farmland construction and comprehensive improvement of rural land, the requirements of "appropriate mechanization" such as field roads, field length and width and flatness are clarified. Coordinate all kinds of relevant funds and social capital from the central and local governments to carry out high-standard farmland construction, and promote farmland plots to be small and large, short and long, steep and flat, straight and interconnected. Focus on supporting the hilly and mountainous areas to carry out the "appropriate machine" transformation of farmland. Increase subsidies for the purchase of agricultural machinery applicable to hilly and mountainous areas in accordance with regulations. (IX) improve the conditions of supporting facilities for agricultural machinery operations. We will implement relevant policies such as agricultural land for landing facilities, construction land for new agricultural operators, and electricity for agricultural production, and support the construction of production conditions for agricultural machinery service organizations. If new agricultural operators such as agricultural machinery cooperatives really need permanent construction land, priority should be given to arrangements, and relevant taxes and fees should be reduced or exempted according to regulations. In areas where conditions permit, supporting facilities such as sun-drying, drying and machine tool storage sheds can be included in the scope of high-standard farmland construction. Encourage the construction of regional agricultural machinery safety emergency rescue center. 6. Strengthen the Construction of Agricultural Machinery Talent Team

Strengthen the construction of agricultural engineering disciplines, guide colleges and universities to set up related majors, and incorporate them into the publicly funded agricultural student plan. Increase the support of outstanding agricultural and forestry talents and outstanding engineer education and training programs for agricultural mechanization, and guide colleges and universities to carry out new engineering research and practice for the transformation and upgrading of agricultural mechanization. Support agricultural machinery enterprises and schools to build and share engineering innovation bases, practice bases and training bases. Support agricultural machinery talents to study abroad, joint training, and vigorously introduce international high-end talents. Carry forward the spirit of craftsmen, select and train agricultural machinery "soil experts". We will strengthen skills training and knowledge renewal, and encourage college and secondary school graduates, veterans, and scientific and technological personnel to return to the countryside to set up new agricultural machinery service organizations. 7. strengthen organizational leadership

(12) Improve the organization and implementation mechanism. Governments at all levels should incorporate accelerating the transformation and upgrading of agricultural mechanization into local economic and social development plans and agendas, improve the content of agricultural mechanization in government target assessments such as the food security responsibility system, improve mechanisms, and guarantee funds. The Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Industry and Information Technology will establish a coordinated promotion mechanism for the development of agricultural mechanization in conjunction with relevant departments. Set up an expert advisory committee to promote the transformation and upgrading of agricultural mechanization, give full play to the role of agricultural machinery sub-groups of agricultural expert advisory groups, study forward-looking and strategic major issues, and provide consultation and evaluation on relevant policies and major projects. Major issues are reported to the provincial government in a timely manner. All cities must do a good job in linking up and down, coordinating within the domain, and supervising and inspecting; all counties (cities, districts) must strengthen their main responsibilities, do a good job in project implementation, use of funds, etc., and be responsible for the implementation effect.
