It has remained above the boom bust line for 26 consecutive months. According to the data from the last three months, the speed of economic expansion has shifted from slowing down to accelerating. The production status index is57.7%, up from the previous period0.2By percentage points, the enthusiasm for production and operation has slightly increased, and overall, the expansion trend of industrial production remains basically unchanged. The business environment index is49.9%, month on month decrease0.1个百分点，再次跌落于均衡线以下，最近三月该指数上下振荡，反映了市场经营环境时好时坏，有待改善。融资难易指数为44.8%, month on month decrease0.2个百分点，表明当前企业融资难融资贵的问题再次显现，且该指数仍远低于50%的均衡线。ICI制造业指数为51.2%，比与上月持平，连续位于扩张区间，表面制造业韧性较强，温和扩张趋势不变。效益状况指数为50.9%, month on month increase0.2%，持续处在均衡线以上，但企业效益增长趋势有所加快。ICI预期发展指数为55.3%，较上个月上涨0.4个百分点，持续在均衡线以上。从去年至今，我国ICI指数均在50.0%以上的景气区间运行，虽然之前中国经济运行基本平稳，我国制造业取得的发展成就有目共睹，但是制造业“大而不强”“全而不优”的问题依然存在。在中央经济工作会议提出的2019年重点工作任务中，“推动制造业高质量发展”被放在了首位。我们建议国家将推动制造业高质量发展，要着力在强基础、补短板、抓创新、育人才、优环境上下功夫，发挥市场在资源配置中的决定性作用，形成推动制造业高质量发展的合力。
