At the meeting, the organization setup and functional responsibilities of the Technical Expert Committee of the National Innovation Center were officially announced: the technical plan will be formulated around the major needs of the industry, with Sun Fengchun, an academician of the CAE Member as the director. The experts of the National Innovation Center Technical Committee are involved in eight professional fields, including vehicle, battery, electric drive, intelligent networking, fuel cell, lightweight, electronic control, and forward-looking technology. They will guide the National Innovation Center in formulating new energy vehicle technology development strategies, promoting the application of forward-looking common technologies, tackling core common technologies and "bottleneck" technologies that constrain industry development, and providing intellectual support for promoting technological progress in the new energy vehicle industry, building an open, collaborative, and efficient new energy vehicle common technology innovation platform, and promoting sustainable development of the industry.
It is understood that the main responsibilities of the Technical Expert Committee of the National Innovation Center include: reviewing the medium and long-term plans for the development of technology at the National Innovation Center;Participate in the evaluation of important investment projects and incubation projects of the National Innovation Center;负责行业技术发展方向的研判和国创中心技术路线的把关，指导关键共性技术、“卡脖子”技术和前瞻热点技术的研发技术攻关，助推技术成果的转化工作等。
孙逢春说，建设国家技术创新中心，这是继建设国家实验室之后的又一重大举措。新能源汽车国创中心是科技部推动建设的第二个国家级的技术创新中心，对我国创新驱动战略，特别是对全国以及北京的新能源汽车发展具有非常重要的意义，为加快北京建设具有全球影响力的科技创新中心，国创中心技术专家委员会聚集了国内外的新能源汽车领域顶级的专家，包括多名院士以及在国际上知名的专家组成的专家团队，对于国创中心的发展、技术规划以及前瞻的技术研究，特别是目前对于我们国家发展新能源汽车的“卡脖子”技术发展以及怎么样突破技术瓶颈，具有非常重要的意义。国创中心的建立对于我们聚焦新能源汽车发展的若干瓶颈技术，前瞻技术以及“卡脖子”技术，对于提升我国的新能源汽车发展，技术的进步，特别是我们对未来怎么样去引领新能源汽车发展，都非常重要。今天的国创中心技术规划对将来业务如何开展，怎么样聚集人才，打造新能源汽车前瞻技术的高地，以及产业发展的生态环境建设，都具有非常重要的指导意义。
