The Central Committee of the Communist Party of China has issued the Second Five Year Plan for the Formulation of Central Party Regulations (2018-2022)

Recently, the Central Committee of the Communist Party of China issued the Second Five Year Plan for the Formulation of Central Party Regulations（2018－2022年）》（以下简称《规划》）。《规划》深入贯彻落实习近平新时代中国特色社会主义思想和党的十九大精神，着眼于到建党100周年时形成比较完善的党内法规制度体系，对今后5年党内法规制度建设进行顶层设计，提出了指导思想、目标要求、重点项目和落实要求，是推进新时代党内法规制度建设的重要指导性文件。

The Plan points out that in order to do a good job in formulating Party regulations in the new era, we must hold high the great banner of socialism with Chinese characteristics, fully implement the spirit of the 19th National Congress of the Communist Party of China, adhere to Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导，紧紧围绕进行伟大斗争、建设伟大工程、推进伟大事业、实现伟大梦想，贯彻落实新时代党的建设总要求，坚持依法治国和依规治党有机统一，坚持思想建党和制度治党同向发力，以改革创新精神加快补齐党内法规制度短板，使党的各方面制度更加成熟、更加定型，增强依法执政本领，提高管党治党水平，确保党在新时代中国特色社会主义的伟大实践中始终成为坚强领导核心。

The Plan proposes to adapt to the needs of adhering to and strengthening the comprehensive leadership of the Party in the new era, and comprehensively promoting the Party's various constructions under the guidance of the Party's political construction, until the establishment of the PartyOn the occasion of the 100th anniversary, a system of internal party laws and regulations was formed, with the Party Constitution as the foundation and guidelines and regulations as the backbone, covering all aspects of Party leadership and Party building, and continuously enriched and improved with the development of practice. The quality of internal party regulations and systems has significantly improved, with a noticeable increase in execution and a significant enhancement in systematicity, integrity, and collaboration.

《规划》强调，做好党内法规制定工作，要坚持正确政治方向，以习近平新时代中国特色社会主义思想为指引，紧紧围绕坚持和加强党的全面领导、紧紧围绕以党的政治建设为统领全面推进党的各项建设，确保全党坚定维护以习近平同志为核心的党中央权威和集中统一领导，确保党的领导更加坚强、党的执政地位更加巩固。坚持以党章为根本遵循，全面贯彻党章精神和党章规定，特别是将十九大党章修正案的新规定和新要求细化具体化，切实维护党章权威性和严肃性。坚持问题导向，直面人民群众反映强烈，弱化党的领导、损害党的先进性和纯洁性的问题，发挥制度的治本作用，抓紧制定实践亟需、条件成熟、务实管用的法规制度，堵塞制度漏洞。坚持立改废释并举。坚持党内法规和规范性文件相得益彰。坚持党内法规同国家法律衔接和协调。

The Plan points out that it is necessary to highlight the special status and role of guidelines in the party's legal system. On the basis of the existing guidelines for political life and integrity and self-discipline within the Party, research and formulate relevant guidelines for the Party's ideological and moral aspects, as well as close ties with the masses, to provide basic standards for regulating the activities of Party organizations and the behavior of Party members.

We need to improve the Party's organizational regulations. Adhere to the fundamental organizational principle of democratic centralism, comprehensively regulate the emergence and responsibilities of various levels and types of Party organizations, consolidate the organizational system foundation for governing the Party and the country, and provide strong organizational guarantees for upholding and strengthening the Party's comprehensive leadership and realizing the Party's historical mission in the new era. We will focus on formulating the working regulations of the Central Committee of the CPC, the working regulations of the Discipline Inspection Committee of the CPC, the working regulations of Party organizations in state-owned enterprises, the working regulations of CPC branches and other intra party regulations; Revise the CPC's Interim Regulations on the Term System of Deputies to National Congresses and Local Congresses at All Levels, the CPC's Interim Regulations on the Election of Local Organizations, the CPC's Interim Regulations on the Election of Grass roots Organizations, the CPC's Regulations on the Work of Rural Grass roots Organizations, the CPC's Regulations on the Work of Grass roots Organizations of the Party and State Organs, the CPC's Regulations on the Work of Grass roots Organizations in Regular Institutions of Higher Learning, the CPC's Regulations on the Work of.

要完善党的领导法规。坚持党对一切工作的领导，完善党的领导体制机制，改进领导方式，提高执政本领，不断增强党的政治领导力、思想引领力、群众组织力、社会号召力，把党总揽全局、协调各方落到实处。重点制定中国共产党重大事项请示报告条例，党中央领导全面深化改革工作、经济工作、法治工作等方面的规定，中国共产党农村工作条例、宣传工作条例、组织工作条例、政法工作条例、机构编制工作条例、群团工作条例、外事工作条例、人才工作条例等党内法规；修订中国共产党统一战线工作条例（试行）、中国人民解放军政治工作条例等党内法规。

要完善党的自身建设法规。坚持党要管党、全面从严治党，以党的政治建设为统领，全面推进党的政治建设、思想建设、组织建设、作风建设、纪律建设，把制度建设贯穿其中，深入推进反腐败斗争，不断提高党的建设质量，增强党的建设工作的科学性和有效性。重点制定加强党的政治建设方面的法规制度、党员教育管理工作条例、公务员职务与职级并行规定、党委（党组）落实全面从严治党主体责任规定等党内法规；修订党政领导干部选拔任用工作条例、中央企业领导人员管理暂行规定等党内法规。

要完善党的监督保障法规。按照“规范主体、规范行为、规范监督”相统筹相协调原则，切实加强对党组织和党员干部的监督、奖惩、保障，建立健全相关法规制度，形成有权必有责、有责要担当、用权受监督、失责必追究的激励约束机制，确保行使好党和人民赋予的权力。重点制定党政领导干部考核工作条例、纪律检查机关监督执纪工作规则、党内关怀帮扶办法、组织处理办法等党内法规；修订中国共产党党员权利保障条例、中国共产党纪律处分条例、中国共产党问责条例、中国共产党党内法规制定条例等党内法规。修订完善信息、督查、机要密码工作等方面的法规制度。

《规划》强调，要认真抓好组织实施。列入本规划的制定项目，绝大多数要在2021年前完成。承担中央党内法规起草任务的部门和单位要高度重视，加强组织领导，制定工作方案，确保完成好党中央交给的起草任务。要深入调查研究，摸透实情、找准问题，确保每部党内法规都质量过硬，立得住、行得通、管得了。各级各类党组织要切实把执规责任扛起来，加大宣传教育、监督检查、问责追责力度，以钉钉子精神抓好党内法规贯彻落实。
