Green and low-carbon will become the pillar industry in Shandong
《山东省“十三五”节能减排综合工作方案》(下称《方案》)日前正式印发，提出到2020年，全省万元国内生产总值能耗比2015年下降17%，能源消费总量控制在4.2亿吨标准煤左右。据介绍，在以往对各地能耗强度提出具体要求的同时，《方案》首次新增能耗增量控制目标，节能减排有了更全面、科学的考核标准。
“十二五”时期，我省节能减排取得显著成效:全省单位生产总值能耗降低19.8%，化学需氧量、氨氮、二氧化硫、氮氧化物4项主要污染物排放总量分别减少12.8%、13.5%、18.9%和18.2%，均超额完成国家下达的目标任务。“在全省实施新旧动能转换重大工程背景下，绿色发展更为迫切了。”省经信委资源节约处处长王玉刚介绍，“十三五”期间，以节能减排促进产业和能源结构优化被摆上更重要的位置：一方面，我省将推动采用先进节能技术改造提升传统产业，另一方面，节能本身需加速成长为产业结构调整的直接参与者——到2020年，节能环保、新能源装备、新能源汽车等绿色低碳产业将成为山东的支柱产业。
参照《方案》，我省将统筹加强工业、建筑、交通运输、公共机构为代表的八大重点领域的节能。其中，工业既是新旧动能转换的重中之重，也是在全社会总能耗中占比超过70%的“大户”，首当其冲成为推进节能的关键。
据介绍，我省自2015年起实施的“工业绿动力”计划被写入《方案》，实施范围将进一步拓展，尤其是加快高效煤粉锅炉、新型水煤浆锅炉和太阳能集热系统等新能源在工业领域的应用，推进煤炭清洁化利用和新能源高效利用。与此同时，针对传统产业改造提升需求，我省将分行业制定改造目标和需要突破的关键技术、产品，推进新一代信息技术与制造技术融合发展。到2020年，规模以上工业企业单位增加值能耗比将比2015年降低20%以上。
为进一步强化主要污染物减排，《方案》提出控制重点流域区域排放，推进工业、移动源、生活源、农业污染减排。重点单位节能减排考核结果将进行公告并纳入山东省公共信用信息平台，未完成目标任务的，暂停审批或核准新建扩建高耗能项目。

Wang Yugang revealed that the biggest highlight is that our province no longer adopts the old method of "treating everyone equally" in the decomposition of energy conservation and emission reduction targets, but implements "differentiated treatment" based on the economic structure of each region. Among them, the energy intensity reduction targets of Jinan, Qingdao, Dongying, Yantai, and Weihai can be one percentage point lower than the provincial average level. In addition to the previous single "energy intensity" assessment indicator, the "Plan" has also added energy consumption increment control indicators for each city - energy conservation and emission reduction tasks will be higher and stricter.
