Manufacturing technology is the key to becoming a world power

The 2nd Made in China sponsored by Xinhua News Agency's "National Finance Weekly" and the International Economic and Technological Cooperation Center of the Ministry of Industry and Information TechnologyThe 2025 (Shenzhen) Summit Forum was held in Shenzhen from April 8th to 9th, 2017. Wu Sikang, Director and Party Secretary of Shenzhen Policy Research Office, attended and delivered a speech.

He believes that a country without manufacturing technology cannot become a world power, and cities are no exception. Why was Hong Kong surpassed by Singapore? The hollowing out of the manufacturing industry is a major reason. He stated that innovation in productive manufacturing is the main driving force for human social progress. From an innovation perspective, manufacturing is also very important.

When it comes to the relationship between manufacturing and service industries, he pointed out that manufacturing is the foundation of service industries. Around manufacturing, there will be research and development, finance, logistics, exhibitions, intellectual property services, product testing certification services, commerce, and so on. Without manufacturing, there would be no such service industries.

When talking about housing prices in Shenzhen, he said that there are currently housing options available in Shenzhen10.41 million units, and during the 13th Five Year Plan period, Shenzhen will add 700000 units of housing. The average household population in Shenzhen is 2.59 people. Based on the calculation of 2.59 people per household, our existing housing can accommodate 28 million people. The actual population of Shenzhen is about 20 million people now. The trend of population changes in Shenzhen has been generally stable in recent years, and even slightly declining. From this point of analysis, if the house is only used for living, it is sufficient; if it is used for speculation, it is not enough.

The following is a transcript of the speech

I will share four questions with everyone:

Firstly, should Shenzhen develop its manufacturing industry. Why is this question raised? Because from the perspective of our country, our manufacturing industry isThe proportion of GDP is showing a downward trend, and Shenzhen is also showing a downward trend. Many people have also suggested that Shenzhen should focus on developing service industries such as finance instead of manufacturing due to the scarcity of land resources. However, from a national strategy perspective, 'manufacturing is the foundation of a country, the tool for revitalizing the nation, and the basis for building a strong nation'.

This sentence is taken from Made in ChinaAccording to the 2025 Action Plan, in order to become a world power, we must master advanced manufacturing technology and strong manufacturing capabilities. During the Yuan Dynasty in China, Genghis Khan invented the world's best horse paw, its machete, and his BMW, which made it sweep across the Eurasian continent. In the 15th century, the powerful Ottoman Empire had a well-developed shipbuilding industry and was the first to use firearms. It also built the Ottoman Empire that spanned Europe, Asia, and Africa.

arrivedIn 16th century Spain, its shipbuilding industry was also very developed, creating a Age of Discovery. In the 17th century, the Netherlands had stronger shipbuilding and navigation than Spain, creating a maritime dynasty. In the 18th century, the Industrial Revolution occurred in England, which was the first to use machines for spinning. China was the first to know how to spin, but we used manual spinning wheels. However, they used machines for spinning. Through technological revolution, they built an empire where the sun never sets. In the 19th century, the United States made great progress in the fields of aerospace, electronic information, and biology, making it still a world power today. Our country aims to become a world power by 2050, and we believe that without manufacturing technology, it is impossible to become a world power. This is about the development of a country or a nation.

Let's take a look at the development of a city as well. We specifically compared Singapore and Hong Kong here, and the area of Hong Kong is1100 square kilometers, Singapore is about 700 square kilometers. You can see that in 1999, Hong Kong's GDP was about twice that of Singapore, but by 2009 and 2010, Singapore caught up with Hong Kong and began to surpass it. There may be many reasons for this, but one of them is that the proportion of manufacturing industry in Singapore is higher than that in Hong Kong. Although Singapore has a small land area, its proportion of manufacturing industry has always remained at a certain level. Therefore, Singapore firmly grasps the manufacturing industry and is developing it in such a small area. Hong Kong's manufacturing industry has been declining, with a current decline of only 1.3%. We believe that Singapore has surpassed Hong Kong, and the hollowing out of Hong Kong's manufacturing industry may be one of its reasons.

We know that New York is the world's financial center, but it is still the third largest manufacturing center in the United States, and its employment population is showing an upward trend. Tokyo is the world's financial center, but it is also one of the most developed cities in Japan's manufacturing industry, with its manufacturing sector accounting for a significant portion of the entire Japanese manufacturing industryAbout 65%, from the perspective of a city, there cannot be no manufacturing industry.

We are now talking about innovation, which is a very important foundation for the development of our country. We have a viewpoint that innovation in productive manufacturing is the main driving force for human social progress. Humans have a massive number of inventions, discoveries, and creations, as well as numerous papers. However, only those innovations that can truly become manufacturing technologies can affect and promote human progress, and some key and representative technologies can drive revolutionary progress in human society. Since the first industrial revolution, the invention of the steam engine has led us into the machine age, the invention of internal combustion engines and electrical appliances has led us into the electrical age, the invention of semiconductors has led us into the information age, and the inventions of artificial intelligence and the Internet of Things have led us into the intelligent age. Therefore, from an innovative perspective, we believe that manufacturing is also very important.

We believe that manufacturing is the foundation of the service industry. Around manufacturing, there will be research and development, finance, logistics, exhibitions, intellectual property services, product testing certification services, commerce, and so on. Without manufacturing, there would be no such service industry. The service industry itself also relies on innovation in manufacturing technology. The reason why Shenzhen's China Merchants Bank and Ping An Insurance have surpassed the development of other domestic financial industries is that they have taken the lead in applying information technology, making them leading in the industry. The development of the service industry also relies on innovation in manufacturing technology.

The per capita output of the manufacturing industry is not necessarily less than that of the service industry.

Regions with developed manufacturing industries are not necessarily regions with abundant land resources. Let's take Singapore as an example, Singapore has an area of onlyMore than 700 square kilometers, only one-third of Shenzhen, but it is still the world's second largest semiconductor production center and third largest refining center. Its subsidiary, Weichuangli, is a manufacturing giant second only to Foxconn. Based on Singapore's output, we have calculated that Shenzhen's GDP this year is approximately 300 billion US dollars. If our GDP reaches 1 trillion US dollars, assuming that manufacturing accounts for 35%, the added value of manufacturing is 350 billion US dollars, and we only need 120 square kilometers of land. So there is still a lot of room for the development of our manufacturing industry. We still have a large number of inefficient village and town run industrial parks with low output, which can be upgraded.

Shenzhen PlanningIn 2020, 11 square kilometers of new industrial land were added, and 30% of the annual land additions are intended for industrial use. This 11 square kilometers is equivalent to a Nanshan Science and Technology Park, which now has hundreds of listed companies. We believe that 11 square kilometers is a large space. According to the plan, the renovation of the old industrial zone can release 30 million square meters of existing land by 2020, equivalent to 50 industrial bases of Huaxing Optoelectronics. At present, we are renovating and will soon release 12 million square meters of space. The planned area is 10 million square meters, and an additional 8 million square meters will be added, which is the 30 million square meters of existing land mentioned above.

What kind of manufacturing industry should Shenzhen, a modern city, develop? We believe that the technologies that will affect future development mainly include six aspects: information technology, biotechnology, materials technology, energy technology, and space technology. We believe that information technology and material technology are two core technologies that can radiate to every industry, which is our major judgment on the future trend of technological development.

Our future manufacturing system, as I understand it, is2+6. We believe that the focus of Shenzhen's future development will be on the information economy and the life economy. We now have many industries, such as smart devices, wearable devices, and so on, which are all subdivided. In fact, when summarized, they all belong to the information economy. In fact, about 70% of the output value in our industry is in the information economy. And information technology is not a declining technology, it is still in the stage of development. We believe that human mastery of information technology has just begun, and the information economy will be the main battlefield of Shenzhen in the future. The proportion of life economy in our market is relatively small, but its development space is very huge, with a lot of potential and explosive potential. Therefore, we believe that life economy is an industry that Shenzhen should focus on in the future, and we consider it to be the two major priorities of Shenzhen. 6 is: new energy, new materials, intelligent equipment, energy conservation and environmental protection, marine equipment, aerospace.

As mentioned earlierIn terms of fields, we are talking about the development direction of manufacturing industry. We think there are five major directions: high-end manufacturing, green manufacturing, intelligent manufacturing, urban manufacturing and service-oriented manufacturing. High-end manufacturing includes avionics, drones, 3D printing, high-end equipment manufacturing, nanomaterials, marine engineering equipment, flexible displays, metamaterials, and so on. Intelligent manufacturing includes intelligent equipment, unmanned, unmanned watches and so on. Green manufacturing includes new energy vehicles, green packaging and so on. Service-oriented manufacturing includes product customization, flexible manufacturing, personalized manufacturing, and networked collaborative manufacturing.

Shenzhen also has a lot of fashion urban industries, that is, the traditional industries we used to say, including mobile phones, glasses, gold jewelry, bicycles, clothing, watches and clocks, and printing. These are fashion urban industries. Shenzhen should continue to retain this area. This is our advantage.

To realize such a vision, what is the development path of Shenzhen's manufacturing industry in the future? What methods and means do we use to realize this desire? We think there are5 development paths: market orientation, technological innovation, industrial design, quality standards, vocational education.

The so-called market orientation now feels that Shenzhen is different from other places. Everyone recognizes that Shenzhen's development is relatively successful. We believe that the most important thing is market orientation. Therefore, we believe that we must still adhere to market orientation in the future, including the government's industrial policies and government Support policies and guarantee policies must reflect the principles and directions of market orientation. Therefore, we propose to strengthen the dominant position of enterprises, rely on market orientation to cultivate market resources, support the development of new models and new formats, support enterprises to expand the Belt and Road market, and so on.

Technological innovation, we believe that this is always the core strategy for enterprises to respond to future market competition. We believe that to build an enterprise-led technological innovation system, there are two types of industry-university-research integration, one is the enterprise-led integration of industry-university-research, and the other is the university-led integration of industry-university-research. We believe that Shenzhen should build an enterprise-led integration of industry-university-research and an enterprise-led innovation system. Including we should implement the cultivation plan of high-tech enterprises, build new R & D institutions, vigorously support the public platform of technical services, support enterprises to increase R & D investment, and establish an education system with innovative spirit and innovative ability as the basic value orientation.

Industrial design, we feel that the outstanding feature of the transition from a shortage economy to a surplus economy is that user experience is becoming more and more important. In the future market competition, industrial design has become a key supporting element. The Shenzhen government should take the lead in paying attention to, supporting and developing industrial design in the country., Take it as an industry and encourage it to develop. Including the formulation of planning policies, the construction of modern industrial design system, the construction of industrial design center, the construction of industrial design service platform, the establishment of industrial design festival, pay attention to the education of industrial design, hold international industrial design exhibition and so on.
