Specialized and innovative small and medium-sized enterprises are the backbone of high-quality small and medium-sized enterprises, playing an important role in improving the stability of the industrial and supply chains, and promoting economic and social development. The reporter learned from the Provincial Department of Industry and Information Technology that currently, Shandong has cultivated a total of 16075 specialized, refined, unique, and new small and medium-sized enterprises, as well as 756 specialized, refined, unique, and new "little giant" enterprises, ranking first and third in the country in terms of quantity, respectively.
The Shandong Provincial Party Committee and Government attach great importance to the cultivation of specialized, refined, distinctive and new enterprises, and will guide and support the development of small and medium-sized enterprises as an important lever for cultivating and shaping the "Top Ten" industries and 11 iconic industrial chains for the transformation of new and old driving forces in the province. It is reported that more than 80% of the specialized, refined, and new enterprises in the province are manufacturing enterprises. At the same time, the growth rate of emerging high-end industry enterprises has accelerated. In the past three years, the number of specialized, refined, and new enterprises cultivated in the fields of new generation information technology, high-end equipment, and green chemistry in the province has significantly increased, with growth rates of 37%, 32%, and 28% respectively, showing the trend of high-end, intelligent, and green development of small and medium-sized enterprises. 72.4% of specialized, refined, and new enterprises belong to the "top ten" industries for the transformation of new and old driving forces in the province, and 69.8% of enterprises are distributed in the upstream and downstream of 11 iconic industrial chains in the province, with a significant proportion of enterprises in key industrial fields. In terms of digital transformation and intelligent transformation, specialized, refined, and new enterprises are also at the forefront: as of the first half of this year, the digital application rate of specialized, refined, and new "little giants" enterprises in our province has reached 100%, and 51.5% of specialized, refined, and new small and medium-sized enterprises have achieved a level three or above digital level self-test.
To cultivate and strengthen specialized, refined, distinctive, and new enterprises, Shandong has started by strengthening policy guidance, deepening gradient cultivation, optimizing support services, and refining factor guarantees, continuously promoting the development of small and medium-sized enterprises to go deep and implement the path of "specialized, refined, distinctive, and new". In recent years, Shandong has established and improved a high-quality gradient cultivation system for small and medium-sized enterprises, focusing on innovative small and medium-sized enterprises, specialized and innovative small and medium-sized enterprises, and specialized and innovative "little giant" enterprises. It has built a provincial platform for high-quality gradient cultivation of small and medium-sized enterprises, established a three-level account system and work ledger at the provincial, municipal, and county levels, coordinated more than 120 service agencies to enter the platform and provide professional services, and carried out precise cultivation of more than 20000 incoming enterprises every year. Primary innovation is the soul of the development of specialized, refined, unique, and new small and medium-sized enterprises, and talent is the source of innovation. Shandong is the first in the country to explore the "recommendation system", allowing specialized, refined, unique, and new enterprises to directly recommend candidates for senior professional titles to the provincial level. Last year, the first batch of 124 people were awarded the title of engineering senior professional title through the "recommendation system", further creating an atmosphere that encourages and supports innovation for specialized, refined, unique, and new small and medium-sized enterprises.
Specialized, refined, and innovative enterprises are key links in maintaining the security and stability of the industrial chain and supply chain. In April of this year, Shandong launched the landmark "Ten Thousand Enterprises in the Chain" special action to promote the integration, innovation, and coordinated development of "chain owners" enterprises and specialized, refined, and innovative small and medium-sized enterprises. At present, Shandong has promoted 835 specialized, refined, new and innovative enterprises to reach 1051 cooperation agreements with "chain owners" enterprises. Each city has carried out more than 300 integration and exchange activities, and 90% of the specialized, refined, new and innovative "little giant" enterprises in the province have provided industry leaders with supporting facilities. In the normalization of production and investment docking, Shandong has facilitated 203 enterprise projects to reach an investment and financing cooperation intention of 38.1 billion yuan this year. The "Shandong Province Specialized, Refined, Special and New Special Board" has selected 1402 enterprises to be included in the listing cultivation library. In the past two years, a total of 49 specialized, refined, special and new enterprises have been cultivated and guided to achieve domestic A-share listing, accounting for 66.2% of the newly listed enterprises in the province.
