The Leading Group for Promoting the Development of Non Public Economy in Shandong Province recently released the "Top Ten Special Actions for Promoting High Quality Development of Private Economy in Shandong Province in 2023" (hereinafter referred to as the "Top Ten Special Actions"). Shandong will establish and improve the system of provincial leaders contacting and serving the economy, integrate resources from various departments to accurately promote preferential policies for more than 1.2 million enterprises, and cultivate 10000 innovative small and medium-sized enterprises, 1000 specialized and innovative small and medium-sized enterprises, 400 gazelle unicorn enterprises, and more than 200 specialized and innovative "little giant" enterprises within the year.
Private enterprises hold up the majority of Shandong's economy and are a driving force for promoting green, low-carbon, and high-quality development. The Provincial Conference on Industry and Information Technology Work has clearly stated that this year, Shandong will further increase its efforts to assist enterprises, optimize the development environment, and promote the expansion and quality improvement of small and medium-sized enterprises in the private economy by improving psychological expectations and boosting development confidence. The 'Ten Special Actions' provide comprehensive policy supply from the aspects of gradient cultivation of high-quality small and medium-sized enterprises, expansion of financing channels, digital empowerment, and market development, timely response to the most urgent needs of private enterprises and entrepreneurs, and will boost confidence for the high-quality development of private and small and medium-sized enterprises in the province, "said Zhou Lei, Secretary General of the Provincial Enterprise Federation.
Entrepreneurs are the key players in promoting high-quality development. Shandong will select outstanding private entrepreneurs and release the "Top 100 Private Entrepreneurs" list to lead the construction of a high-quality private entrepreneur team; Equip service specialists for listed entrepreneurs, providing services such as enterprise development strategy consulting, high-level training, convenient physical examination channels, medical care, and differentiated travel treatment, to enhance the sense of honor and achievement of entrepreneurs. Focusing on the "Top Ten" industries, Shandong will continue to promote the mentorship system for cultivating young entrepreneurs, selecting around 300 outstanding young entrepreneurs for training throughout the year.
At present, private enterprises still face problems such as insufficient research and development funds, and difficulty in determining the direction of technology and product development. How to effectively stimulate the innovation vitality of private enterprises is an urgent issue that needs to be addressed. Targeting breakthroughs in enhancing the innovation capabilities of private enterprises, Shandong will rely on the "China Shandong New and Old Kinetic Energy Conversion High Value Patent Cultivation Competition" to select around 30 high-value patent projects nationwide for policy support and expert team guidance, promoting the landing and transformation of high-value patent projects in private enterprises. By implementing the project to enhance the innovation capabilities of technology-based small and medium-sized enterprises, we will strive to have over 30000 high-tech enterprises and over 40000 technology-based small and medium-sized enterprises this year, and cultivate about 30 demonstration bases for entrepreneurship and innovation of small and micro enterprises at or above the provincial level.
Carrying out gradient cultivation of high-quality enterprises is a typical experience in promoting the high-quality development of private economy in Shandong in recent years. This year, Shandong will carry out the "Upgrading of Quality Enterprises" action, strengthen cooperation with domestic and foreign high-quality service institutions, and provide targeted guidance to more than 1000 service enterprises by region and industry. In order to comprehensively protect the legitimate rights and interests of the private economy and small and medium-sized enterprises, Shandong has clarified that provincial leaders will contact and serve 2 private enterprises, 1 major project, and 1-2 Shandong Chamber of Commerce in other provinces, provinces, or vice provincial cities. They will conduct at least one visit and research within the year and explore third-party assessments of the development environment for small and medium-sized enterprises.
Faced with fierce market competition, digitization is a strategy that private enterprises must master and make good use of. Shandong will promote the construction of the first national level digital transformation promotion center for small and medium-sized enterprises, and build a "six in one" ecosystem of digital transformation services for small and medium-sized enterprises, including alliance associations, service platforms, operating companies, special funds, training bases, and policy packages. Relying on the series of activities of "Gongfu Shandong", this year will cultivate more than 50 new provincial industrial Internet platforms, support specialized and special new enterprises to carry out digital transformation pilot, and strive to add 5 sub industries, 10 platforms, and 100 enterprises into the national pilot range.
Shandong regards industrial clusters as a key focus for the transformation and upgrading of small and medium-sized enterprises. This year, it will implement the action to enhance the level of characteristic industrial clusters for small and medium-sized enterprises, improve the coverage of "characteristic industrial clusters · cloud exhibition halls", and strive to achieve full coverage of national characteristic industrial clusters, with provincial characteristic industrial clusters covering more than 50%. We will also implement the action of improving the quality of advanced counties for the high-quality development of private economy, summarize and promote advanced experience and practices, study and solve bottleneck obstacles in the process of high-quality development through "one county, one problem", and cultivate about 10 new advanced counties for the high-quality development of private economy.
In order to strengthen the "precision drip irrigation" of financial vitality for small and medium-sized enterprises, Shandong Province will launch the "Together with Lu Li, Helping Enterprises and Benefiting Businesses" three-year improvement action to provide financial support for the development of small and micro enterprises and individual businesses this year. More than 250 billion yuan of inclusive small and micro loans will be added this year, and government financing guarantee institutions will be guided to gradually reduce the average guarantee rate to below 1%. High growth small and medium-sized enterprises in advanced manufacturing and key industrial chains will achieve steady growth in financing guarantee amounts. Based on large state-owned enterprises, leading private enterprises, industry associations, chambers of commerce alliances, and government agencies stationed abroad, we will explore and carry out pilot projects for the construction of overseas empowerment centers for private enterprises in Shandong, and promote the overseas sales of 100 private enterprises and 1000 flagship products.
