The number of high-tech enterprises in the province has exceeded 40000, striving to reach 50000, and the number of enterprises listed in the national science and technology based small and medium-sized enterprise information database has exceeded 50000, striving to reach 60000. The proportion of output value of high-tech industries above designated size to industrial output value above designated size has reached more than 53%. The allocation of innovative resources is more efficient, and the new national system for tackling key core technologies has basically taken shape in Shandong.

Give full play to the supporting and leading role of technological innovation, focus on major industrial needs, and make every effort to promote key core technology research and development, the construction of high-level platforms, and the cultivation of high-level talents. Strive to support industrial and economic strength through strong talent and technology. This year, we will launch the "bottleneck" technology precision attack action in the manufacturing industry, focusing on major scientific issues and key links in iconic industrial chains such as new generation information technology and high-end equipment, as well as regional advantageous characteristic industries. We will organize and implement 100 major scientific and technological innovation projects and more than 30 major basic research projects to promote the advantages, weaknesses, and strengths of key industrial chains. Implement technology enabled manufacturing demonstration projects, explore organized scientific research in key areas such as hydrogen energy, Beidou, nuclear energy, synthetic biology, and new displays, and accelerate the demonstration of typical application scenarios for new technologies and products through a "technology breakthrough+industrial application" approach, empowering and driving the development and growth of strategic emerging industries and future industries.

Multiple departments work together to promote the continuous improvement of enterprise innovation capabilities.
