近年来，山东大力建设高能级开放平台，发挥自贸试验区、上合示范区等优势，精心组织跨国公司领导人青岛峰会、儒商大会、青年企业家创新发展国际峰会、对话山东等活动，高质量开展“双招双引”，开放层次和水平不断提升。山东进出口总额十年增长89.1%，实际使用外资增长3倍，对外开放不断提档升级，选择山东、创业齐鲁越来越成为海内外企业家的共识。2022年上半年，全省进出口总额同比增长17%，高于全国7.6个百分点；实际使用外资同比增长14.6%。
今年6月30日，山东港口陕西（榆林）内陆港挂牌成立，这是山东港口设立的第30个内陆港，陕西煤化产品市场有了绿色物流通道。沿黄达海国际大通道日益畅通，有效增强了沿黄经济动脉的动力活力。
作为黄河流域唯一沿海省份，山东聚焦“在推动黄河流域生态保护和高质量发展上走在前”，主动对接黄河流域兄弟省区，加强环保合作、产业协作、能源科技合作、经贸往来、人文交流，共同唱响新时代“黄河大合唱”。
加快构建新发展格局，必须牢牢扭住扩大内需这个战略基点。山东深入实施“十大扩需求”行动，着力夯实发展支撑。综合立体交通网、现代水网等基础设施“七网”建设全面展开，高铁通车里程名列全国第三位，省内高铁成环运行，高速公路通车里程重回全国第一方阵，现代化机场群建设提速推进，水安全保障能力大幅提升，为高质量发展提供坚实支撑。
“树上摘银，树下掘金，林下黄精赚‘黄金’。”眼下，泰安市岱岳区计划总投资10亿元，规划发展占地1560亩的泰山仙草谷，打造千亿级泰山黄精产业集群。泰安注重发挥中医药资源优势，大力发展泰山地产名中药材，围绕黄精、灵芝、丹参等大宗品种，打造8个万亩以上示范带动、连片集约发展的中药材产业带，带动更多“新农人”投身乡村振兴。
解决城乡发展不协调、乡村发展不充分、城乡建设不平衡问题，必须全面实施乡村振兴。打造乡村振兴齐鲁样板，是习近平总书记对山东的重托和厚望。山东扎实有序推进乡村产业振兴、人才振兴、文化振兴、生态振兴、组织振兴“五个振兴”，既立起高线又守好底线、既分类推进又全面提升、既突出乡村又统筹城乡、既尽力而为又量力而行，促进农业农村高质量发展；立足本地实际，建立完善乡村振兴政策体系，坚持省负总责、市抓推进、县乡抓落实，创新提升“诸城模式”“潍坊模式”“寿光模式”，促进农业发展方式转变和综合实力提升。2020年山东成为全国首个农林牧渔业总产值过万亿元的省份，2021年达到11468亿元。始终绷紧粮食安全这根弦，全省粮食总产连续8年稳定在千亿斤以上。2021年，山东生产了全国8.5%的粮食、9.8%的肉蛋奶、11.2%的蔬菜和12.8%的水产品，为中国人的饭碗主要装中国粮作出贡献。
千钧将一羽，轻重在平衡。区域协调发展，是贯彻新发展理念、建设现代化经济体系的重要组成部分。山东深入贯彻落实习近平总书记重要指示要求，把区域协调发展作为“八大发展战略”之一，做好培强、联动、补短板三篇文章，加快构建“一群两心三圈”的区域发展新格局。
十年来，济南莱芜完成区划调整，济南新旧动能转换起步区建设全面起势；烟台黄渤海新区、临沂沂河新区、德州天衢新区、菏泽鲁西新区等四大省级新区建设如火如荼；11个市入围全国百强，济南、青岛首位度提升4.4个百分点；全省常住人口城镇化率增长近12个百分点，城乡居民收入比缩小到2.26，低于全国2.50的平均水平……一幅区域协调发展的画卷在齐鲁大地绽放新的光彩。
重整行装再出发，同心一力向未来。党的二十大召开在即，更加紧密地团结在以习近平同志为核心的党中央周围，锚定“走在前、开新局”，矢志不移推动高质量发展，新时代社会主义现代化强省建设的大道一定会越走越宽阔，山东的明天一定会越来越美好。（记者 李子路 毛鑫鑫 陈晓婉）
