Firmly grasp the key point of cultivating and stimulating the vitality of market entities, formulate and implement the "Regulations on the Promotion of Private Economic Development", and become one of the earliest provinces in the country to specifically legislate for the private economy. With the introduction of a package of high-quality policies such as "35 articles to support the high-quality development of the private economy" and "10 non-public articles", the competitive development pattern of various ownership systems has become more mature. By the end of August this year, the number of private economic market entities in the province had reached 13.65 million, accounting for 98.8 percent of all market entities, of which 4.24 million were small and medium-sized enterprises, more than five times that of 2012.
