2022 Work Plan for Shandong Province's "Specialized, Refined, Unique and New" Enterprise Chain Integration and Strengthening Action
In order to thoroughly implement the deployment requirements of the Provincial Party Committee and Provincial Government on promoting the chain leader system work mechanism and cultivating "specialized, refined, distinctive and new" small and medium-sized enterprises, it has been decided to carry out a chain integration and consolidation action around the key industrial chains where "specialized, refined, distinctive and new" enterprises gather, promote the entry of "specialized, refined, distinctive and new" enterprises into the chain, and promote the integrated development of large, medium and small enterprises in the upstream and downstream of the industrial chain. The work plan for 2022 is as follows:
1、 Task objective
Taking the service of "specialized, refined, unique, and new" enterprises as a breakthrough point, carefully selecting "partners" for strengthening and supplementing the chain, fully leveraging the role of "specialized, refined, unique, and new" enterprises as the main force for strengthening and supplementing the chain, the leading role of chain owners, and the bridging role of small and medium-sized enterprise public service demonstration platforms, adhering to precise preparation before the event, full coordination during the event, and post event tracking services, improving government guidance, platform hosting, and two-way interaction mechanisms, organizing about 10 supply-demand docking activities between chain owners and "specialized, refined, unique, and new" enterprises in the new generation of information technology, high-end equipment, high-end chemicals, advanced materials, pharmaceuticals, and other iconic industrial chains, promoting more than 200 "specialized, refined, unique, and new" enterprises to cooperate with chain owners, and driving cities to carry out about 50 special events. The participation rate of "specialized, refined, unique and new" enterprises in the province exceeds 50%, solving a batch of technical bottlenecks The problem of "obstruction in cooperation" promotes further integration and consolidation of "specialized, refined, unique and new" enterprises.
2、 Main content
Relying on demonstration platforms such as the Provincial Enterprise Federation, the Provincial Gazelle Enterprise Development Promotion Association, and the Provincial Inclusive Small and Medium sized Enterprise Public Service Center, the Provincial Department of Industry and Information Technology holds a monthly "specialized, refined, unique, and new" enterprise docking and exchange activity for the industrial chain. The specific activity format is as follows (can be held in combination):
（1） Chain owner enterprise. Determine the chain owner enterprise one by one, organize on-site visits, roadshows, and negotiations with "specialized, refined, unique, and new" enterprises in the industrial chain that are interested in cooperation. Chain owner enterprises share product usage directions and technical cooperation needs, and invite "specialized, refined, unique, and new" enterprises to carry out technological research and support product cooperation; The "Specialized, Refined, Unique and New" enterprise showcases product application scenarios, and the chain owner enterprise forms an expert exchange group to conduct on-site evaluations, propose improvement suggestions and cooperation needs. Organize a symposium and salon, where chain owners and "specialized, refined, and innovative" enterprises can fully communicate and promote cooperation.
（2） Benchmark enterprise industry. Select a group of high-quality development models of the industrial chain both inside and outside the province, and organize "specialized, refined, and innovative" enterprises in the industrial chain to conduct benchmarking learning and promotion through on-site observation, benchmark lectures, enterprise inquiries, and expert evaluations. This will promote the formation of a good atmosphere of benchmarking advanced, learning and catching up, and competing for development.
（3） Industrial cluster industry. Select characteristic industrial clusters corresponding to 11 iconic industrial chains, organize "specialized, refined, unique, and new" enterprises in the industrial chain to enter the cluster, carry out special activities such as supply and demand docking and industry university research cooperation, and promote the strengthening and optimization of characteristic industrial clusters and the win-win situation of "specialized, refined, unique, and new" enterprises integrating and supplementing the supply chain.
（4） University institutions. Collect and summarize the technical needs of industrial chain enterprises, organize "specialized, refined, unique, and new" enterprises and chain owners to jointly visit universities and research institutes, carry out industry university research project docking and special training. Compile a list of innovative achievements suitable for engineering and industrialization provided by higher education institutions and research institutes within and outside the province, and timely push it to "specialized, refined, unique and new" enterprises and chain leading enterprises, aggregate various innovative resources, and transform innovative achievements.
（5） Financing institutions. Collect and summarize the investment and financing needs of "specialized, refined, unique, and new" enterprises, organize supply chain financial institutions and fund investments, connect with the funding requirements of "specialized, refined, unique, and new" enterprises, support them in expanding production scale, improving core competitiveness, providing characteristic financial services, and helping enterprises solve financing difficulties.
3、 Division of Responsibilities
All relevant units should clarify the division of responsibilities, consolidate work responsibilities, closely cooperate and coordinate, carefully organize and implement, and ensure that each activity achieves solid results.
（1） Provincial Department of Industry and Information Technology. Organize and guide the public service demonstration platform to carry out a series of activities; Determine the specific industry chain for carrying out activities and contact the chain owner enterprise; Sort out the key industrial chains where "specialized, refined, unique, and new" enterprises gather, and solicit "specialized, refined, unique, and new" enterprises that are interested in cooperating with the chain owners; Strengthen the docking and cooperation between "specialized, refined, unique and new" enterprises and characteristic industrial clusters; Compile a list of innovative achievements suitable for engineering and industrialization, and contact relevant universities and research institutes to participate in a series of industrial chain docking; Identify and contact supply chain financial institutions. Regularly schedule the "Specialized, Refined, Unique and New" special docking and exchange activities of the industrial chain organized by various cities.
（2） Provincial demonstration platform for public services for small and medium-sized enterprises. The Provincial Enterprise Federation, Provincial Gazelle Enterprise Development Promotion Association, Provincial Inclusive Small and Medium sized Enterprise Public Service Center and other demonstration platforms are responsible for organizing a series of activities, tracking the effectiveness of the activities, and serving the later cooperation and docking matters of enterprises.
（3） Municipal departments of industry and information technology. Cooperate to provide service support for docking and communication activities. According to the characteristics of local industrial development and the development of "specialized, refined, unique and new" enterprises, organize no less than 3 industry chain docking and exchange activities, and timely track the effectiveness of the activities (summarize and fill in Attachment 3).
