In 2021, the industrial and information technology system in Shandong Province was under pressure and made progress, promoting the stability and improvement of the industrial economy, improving the quality of progress, and achieving new results in promoting the high-quality development of the manufacturing industry, achieving a good start to the 14th Five Year Plan. The added value of industrial enterprises above designated size in the province increased by 9.6% year-on-year, exceeding the 6% target expected at the beginning of the year; The two-year average growth rate is 7.3%, which is 1.2 percentage points higher than the national average. From January to November, the profit margin of operating revenue for industrial enterprises above designated size was 5.6%, an increase of 0.7 percentage points year-on-year. The elimination of outdated kinetic energy is accelerating, and the annual reduction of production capacity in key industries such as crude steel and coke has been successfully completed. The investment in technological transformation has increased by 6.4% on average in two years, 1.6 percentage points higher than the growth rate of all fixed assets investment. The growth of new driving forces is accelerating, with the added value of high-tech manufacturing increasing by 18.5%, and the two-year average growth rate of 14.1%, which is 6.8 percentage points higher than that of industries above designated size.
Stronger innovation ability. The National High end Intelligent Home Appliance Innovation Center has been approved for construction, with 7 newly cultivated provincial-level manufacturing innovation centers and 2937 enterprise technology innovation projects implemented. Successfully established the National Intelligent Manufacturing Industrial Design and Research Institute, with 19 new national level industrial design centers and 11 quality benchmarks, all ranking first in the country. Promote the establishment of 5 innovation adaptation centers, develop the first set of technical equipment and 264 core components, and promote the application of the first batch of 231 new material products. A batch of major equipment such as Winter Olympics snow wax cars, Deep Sea No.1, and high-speed maglev trains with a speed of 600 kilometers per hour have filled the domestic gap.

Focusing on 42 key industrial chains, supporting the establishment of four working mechanisms, including "chain owner" enterprises taking the lead and industry chain alliance cooperation, accurately drawing "1 map+N lists", identifying 112 "chain owner" enterprises, and guiding the establishment of 35 industrial chain communities. The province and city have launched a coordinated action to supplement, extend, and strengthen the supply chain, planning 460 key projects in the industrial chain, establishing 100 public service platforms, hosting 90 major events in the industrial chain, and serving over 40000 enterprises. The stability and competitiveness of the industrial chain and supply chain have been further enhanced.
Digital empowerment is broader. We have successfully created two national level Internet backbone direct connection points in Jinan and Qingdao, opened more than 100000 5G base stations, built 19 secondary nodes for operation logo resolution, promoted the construction of the first 5600 km deterministic network in China, and was approved to establish the Future Network Research Institute. Deeply cultivating two national level "dual cross" platforms, Haierkaos and Inspur Cloud, as well as 18 national level characteristic professional platforms, with over 350000 cloud based enterprises and a development index of 115.9 for the integration of the two industries, ranking second in the country.
The non-public economy is more vibrant. The Implementation of the Regulations on Promoting the Development of Private Economy in Shandong Province; 28 national level public service platforms for small and medium-sized enterprises have been newly cultivated, 10 small and micro enterprise "double innovation" demonstration bases have been established, and 39 national level manufacturing industry champions have been added. A total of 362 national level "little giant" enterprises have been cultivated, among which 157 are key supported by the central government, all of which are among the top in the country; During the validity period, there were 3424 provincial-level "specialized, refined, unique and new" enterprises, 1140 gazelle enterprises, and 20 unicorn enterprises. As of the end of 2021, the number of private economic market entities in the province exceeded 13 million, and the number of small and medium-sized enterprises exceeded 4 million. The contribution rate of private industry to the growth of large-scale industries reached over 70%.
