At the 4th China Enterprise Forum Report Release Conference held in Jinan on September 23, Zhou Lianhua, Secretary of the Party Group and Director of the Shandong Provincial Development and Reform Commission, released the "Regional Economic Development Report of Shandong Province".
The report mentioned that Shandong, in accordance with the goal of "leading the way and comprehensively creating", scientifically grasps the new development stage, firmly practices the new development concept, actively serves and integrates into the new development pattern, deeply implements the national strategy of ecological protection and high-quality development in the Yellow River Basin, and fully promotes the sustained and positive development of the province's economy and society. It plans to establish a regional development layout of "one group, two hearts, and three circles". The comprehensive strength of the Shandong Peninsula urban agglomeration continues to grow and its strategic position significantly improves. The GDP of the central cities of Jinan and Qingdao has exceeded one trillion yuan, and the three major economic circles of the provincial capital, Jiaodong, and Lunan are advancing in depth. 11 cities have been shortlisted for the top 100 cities in China, and the regional economic layout of complementary advantages and high-quality.
The acceleration of the 'four new economies'
The report mentioned that Shandong is committed to fully expanding new paths for the transformation of old and new driving forces. Taking the transformation of old and new driving forces as the "bull's nose" to promote high-quality development, we will resolutely eliminate backward driving forces in accordance with the overall deployment of "comprehensive momentum in one year, initial results in three years, breakthroughs in five years, and advantages in ten years".
More than 110000 scattered and polluting enterprises have been treated cumulatively, over 1500 chemical enterprises have been shut down, and the number of chemical industrial parks has been reduced from 199 to 84, freeing up valuable space for the accelerated growth of new energy. In terms of transforming and enhancing traditional driving forces, Shandong focuses on five traditional industries: high-end chemical industry, modern and efficient agriculture, cultural creativity, boutique tourism, and modern finance. It coordinates and optimizes the layout of major productive forces, and implements a number of landmark projects such as Yulong Island Refining and Chemical Integration, Shandong Heavy Industry Green Intelligent Manufacturing Industry City, and Rizhao Boutique Steel Base. The coverage of intelligent technology transformation for industrial enterprises above designated size has reached 70%, and the modernization level of the industrial chain continues to improve.
Shandong cultivates and strengthens new driving forces, focusing on five emerging industries including new generation information technology, high-end equipment, new energy and new materials, modern ocean, and medical care and health. It has launched four batches of 1577 new and old driving force conversion projects with a total investment of 3.6 trillion yuan, and concentrated on cultivating 73 modern advantageous industry clusters in the form of geese formation, with a scale exceeding 4.7 trillion yuan. Seven clusters have been selected as the first batch of strategic emerging industry clusters in China, ranking first in the country in terms of quantity.
The "four new economies" have accelerated, with the proportion of added value reaching 30.2% in 2020 and an increase of 8.5 percentage points in three years.
High tech enterprises increase by over 30% annually
The average annual growth rate of high-tech enterprises is over 30%, with a total of 14600. We will work hard to promote the construction of the pilot national laboratories for marine science and technology in Qingdao, and build 21 State Key Laboratory, 5 provincial laboratories, and 247 provincial key laboratories.
New research and development institutions such as the Institute of Advanced Technology, Industrial Technology Research Institute, and Energy Research Institute have been established and operated. 556 Major Projects to Build Yellow River Ecological Corridor The report pointed out that in implementing the new model of green and low-carbon development, Shandong has made every effort to promote ecological protection and high-quality development in the Yellow River Basin. Persist in working together to protect and coordinate governance, build the Yellow River Estuary National Park, implement the Yellow River Delta wetland ecosystem restoration project, plan to implement 10 major fields and 556 major engineering projects including ecological protection and restoration, and create a thousand-li ecological corridor in the lower reaches of the Yellow River.
Shandong depth adjustment of energy structure. The scale of photovoltaic power generation, biomass power generation, and solar thermal utilization ranks first in the country. More than 10,000 newly established foreign-funded enterprises
Shandong is deeply involved in the joint construction of "the belt and road initiative" and optimizing the layout of opening up to the outside world.
Build a high-level open platform. The 2.0 version of the free trade zone will be built with high standards, and the Shanghai Cooperation Demonstration Zone will be promoted to build a new platform for international cooperation along the Belt and Road. Jiqingyan International Investment Promotion Industrial Park has allocated 100 square kilometers of "net land" to introduce projects from the world's top 500 and industry leaders.
It is reported that recently, the State Council approved the start of the conversion of new and old kinetic energy in Jinan, which covers 798 square kilometers, and has given high gold content policies such as free trade zone, national new area and national independent innovation demonstration zone.
Shandong also set up a high-energy level major exhibition. New bridges of cooperation such as the Qingdao Summit of multinational company leaders, the Confucian Business Conference, and the Boao Forum for Asia Global Health Forum have been built. The influence of the Nishan World Civilization Forum has continued to expand, showing the world an open, inclusive and vibrant new Shandong. In terms of unblocking the opening-up channel, the China-Europe Express (Qilu) has opened more than 3800 trains in total, and the number of inter-city lines has increased to 50, reaching 52 cities in 22 countries along the route, thus building an international logistics channel connecting Japan and South Korea in the east and Europe and Asia in the west. There are more than 10000 new foreign-invested enterprises in the province, and 812 of the world's top 500 enterprises have invested in our province. Shandong has become a hot land for domestic and foreign investment.
