The 14th Five Year Plan for the Development of Private Economy in Shandong Province has been released
The Leading Group for Promoting the Development of Non Public Economy in Shandong Province recently issued the "14th Five Year Plan for the Development of Private Economy (Small and Medium sized Enterprises) in Shandong Province". In the "Plan", improving the fair competition system and creating a favorable development environment for the private economy (small and medium-sized enterprises) are listed as the top eight tasks. While fully implementing various national and provincial policies and measures, our province will establish a post implementation evaluation mechanism for policies, improve the procedures for adjusting policies related to enterprises, set a reasonable transition period based on actual conditions, and leave necessary time for enterprises to adapt and adjust, resolutely avoiding a one size fits all approach.
During the 13th Five Year Plan period, Shandong focused on optimizing the development environment for the private economy and small and medium-sized enterprises. As of the end of 2020, the total number of private economy market entities in the province reached 11.698 million, an increase of 94% from the end of 2015. The role of the private economy as a macroeconomic reservoir and stabilizer was highlighted, and innovation and entrepreneurship flourished, with significant results in transformation and upgrading. On the other hand, most of the private economy and small and medium-sized enterprises are still in the middle and lower reaches of the industrial chain and at the middle and lower levels of the industry, with prominent development shortcomings. They generally lack standardized property rights systems, corporate governance structures, and management structures. Some enterprises do not focus on their main businesses, have unclear target paths, lack innovation and entrepreneurial vitality, and still need to make tremendous efforts in transformation, upgrading, and leapfrog development.
Shandong has made it clear that during the 14th Five Year Plan period, the focus will be on developing the private economy and small and medium-sized enterprises around the "top ten" industries such as new generation information technology, high-end equipment, new energy and new materials, modern ocean, medical care and health, high-end chemical industry, modern efficient agriculture, cultural creativity, boutique tourism, modern financial services, as well as rural revitalization, digital economy, platform economy, modern service industry, new formats and models. Aiming to break through the bottleneck of private economy development and stimulate the endogenous driving force of private enterprise development, during the 14th Five Year Plan period, our province will implement eight key tasks, including improving the fair competition system, focusing on enhancing innovation capabilities, and promoting industrial transformation and upgrading. At the same time, we will implement eight key projects, including expanding and improving the scope and quality of the "one industry, one certificate" reform, enhancing the innovation capabilities of technology-based small and medium-sized enterprises, improving the "cloud to cloud" approach, cultivating characteristic industrial clusters, nurturing entrepreneurs, expanding marketing channels, innovating credit products, and cultivating enterprise listings.
Shandong will promote intelligent matching between policy supply and enterprise demand, achieve "one-stop release" of preferential policies for enterprises and "one click acquisition" for enterprises, accurately push and enjoy preferential policies without application, and realize one-time application, full online processing, and rapid realization of competitive policies. At the same time, a policy guidance system will be established. When various levels and departments introduce policies related to enterprises, they will simultaneously release implementation details and promptly accept policy inquiries, complaints, and suggestions from enterprises. For key projects and dual recruitment and attraction projects implemented by private enterprises at all levels, each department shall actively coordinate, dynamically track, and provide full process services, and strengthen market-oriented supply and demand coordination to promote efficient allocation of technology, talent, funds, and other factors.
The pilot areas will also obtain a better policy environment: Shandong will formulate a construction plan for advanced counties (cities, districts) for high-quality development of private economy, and comprehensively evaluate the factors that each county (city, district) faces in promoting the development of private economy, such as optimizing the development environment, attracting investment, encouraging entrepreneurial innovation, cultivating enterprise growth, solving financing and land talent problems, as well as increasing support in policies, mechanisms, funds, organizational structures, etc. Based on the evaluation results, key support will be given to those with outstanding achievements, and various regions will be guided to explore new paths for innovative and high-quality development of private economy.
The Plan proposes that by 2025, the number of private economic market entities in the province will reach 15 million, and the added value of the private economy will reach about 5 trillion yuan. Private investment accounts for over 60% of total investment. The number of small and medium-sized enterprises in the province has grown to 4.5 million, with an increase of 10000 small and medium-sized enterprises above designated size.
