Within this year, more than 20 new headquarters enterprises will be recognized; Qingdao will build a growth pole for transformation and development in the eastern region of China, strive to break through 55 listed companies, reach 4000 high-tech enterprises, and create a new platform for international cooperation along the "the Belt and Road" and a new strategic fulcrum for countries in the north of the Yangtze River to open up in depth; Yantai is making every effort to promote the construction of key projects such as Yulong Island Refining and Chemical Integration, China National Offshore Engineering Corporation North Headquarters, China Eastern Aerospace Port, and Shiyao Industrial Park. The first phase of the Wanhua million ton ethylene project has been completed and put into operation, and more than 10 technological transformation projects worth over 100 billion yuan have been implemented.
In terms of technological innovation, our province will lay out the construction of 4 Shandong Province laboratories and create 30 provincial-level innovation and entrepreneurship communities with high standards. Implement around 20 major basic research projects and around 100 major scientific and technological innovation engineering projects. Implement the "disclosure system" for major technological breakthroughs and pilot the "lump sum system" for research project funding in the field of basic research. Implementing the action plan for the hierarchical cultivation of technology-based enterprises and the "Talent Revitalization of Shandong" campaign, the number of high-tech enterprises has exceeded 13000, and research and development investment accounts for about 2.55% of the gross domestic product.
