Gong Zheng presides over the executive meeting of the provincial government
On December 30th, Gong Zheng, Deputy Secretary of the Provincial Party Committee and Governor, presided over the executive meeting of the Provincial Government to implement the spirit of the 10th Plenary Session of the 11th Provincial Party Committee and the Provincial Party Committee Economic Work Conference, and to study the innovative development of vocational education, the development plan of Jinan's new and old kinetic energy conversion pilot zone, and the comprehensive management of coal mining subsidence areas.
The meeting pointed out that vocational education should be placed in a more prominent position, the management system of vocational education should be improved, the autonomy of vocational colleges in running schools should be implemented, various levels and types of vocational education models should be innovated, and the construction of a highland for innovative development of vocational education should be accelerated. Efforts should be made to promote the deep integration of industry and education, establish incentive mechanisms for industry education integrated enterprises, build a dynamic "dual teacher" teaching team, and create a favorable environment for the growth of technical and skilled talents.
The meeting approved the "Development Plan for Jinan New and Old Kinetic Energy Conversion Pilot Zone (2020-2035)" in principle. The meeting requires that we should be based on the current situation and focus on the long term, firmly implement the new development concept, highlight innovation driven, ecological priority, industry oriented, industry city integration, and open cooperation, and focus on building four major industrial ecosystems of new intelligent manufacturing, new technology, new services, and new consumption. We should build the pilot zone into a comprehensive experimental zone for the transformation of old and new kinetic energy, and provide strong support for the high-quality development of the whole province.

The meeting decided to establish a social evaluation index system for the whole province, setting 27 indicators from six major areas: population employment, living standards, health services, public services, public safety, and ecological environment. It emphasized the need to ensure the quality of evaluation data, strengthen the application of evaluation results, focus on solving the problems of insufficient and unbalanced development of social undertakings, and promote comprehensive, coordinated, and sustainable economic and social development.
The meeting deployed measures to strengthen the safe operation and management of small reservoirs, requiring quality and safety to be given top priority, accelerating the reinforcement of small reservoirs, strengthening information and intelligent management, consolidating management and protection responsibilities at all levels, giving full play to the role of the "lake chief system" and private lake chiefs, and ensuring the safe operation and full utilization of benefits of small reservoirs.
