A high-level expert symposium on the strategic development of basic research and capacity building in the national medium and long-term scientific and technological development plan was held in Beijing
On October 12, 2019, a high-level expert symposium was held in Beijing on three thematic strategic areas of basic research and capacity building for the 2021-2035 National Medium - and Long Term Science and Technology Development Plan. The conference invited senior experts and outstanding young scientists engaged in basic research in fields such as nanotechnology, quantum, energy, ocean, medicine, space science, and intelligent chips to jointly explore the development plan of China's basic research in the next 15 years and clarify the work ideas for strengthening basic research in the new era. Huang Wei, member of the Party Group and Deputy Minister of the Ministry of Science and Technology, presided over the meeting, and relevant comrades from the Basic Research Department attended the meeting.
Twelve experts, including Xu Ningsheng, President of Fudan University and Academician of the Chinese Academy of Sciences, Xue Qikun, Vice President of Tsinghua University and Academician of the Chinese Academy of Sciences, Pan Jianwei, Executive Vice President of the University of Science and Technology of China and Academician of the Chinese Academy of Sciences, Wu Lixin, Vice President of the Ocean University of China and Academician of the Chinese Academy of Sciences, Fang Jiancheng, Executive Vice President of Beihang University and Academician of the Chinese Academy of Sciences, Xie Zaiku, Executive Vice Director of the China Petroleum and Technology Commission and Academician of the Chinese Academy of Sciences, Liu Depei, former President of the Chinese Academy of Medical Sciences and Academician of the Chinese Academy of Engineering, Wang Chi, Director of the National Space Science Center of the Chinese Academy of Sciences, Zhai Hui, Researcher at the Institute for Advanced Research of Tsinghua University, Jiang Ying, Researcher at the Quantum Materials Center of Peking From the current international situation Provide opinions and suggestions on the development trend and major needs of basic research in China in the new era, as well as the ideas, goals, key tasks, and working mechanisms of scientific and technological development planning.
Experts attending the meeting pointed out that a new round of technological revolution and industrial transformation is flourishing, and major breakthroughs are brewing in basic research issues. The importance of basic research in the new era is becoming more prominent; We should adhere to the two pronged approach of "innovation driven and demand driven". Basic research that explores freely should aim at the forefront of world science and technology, encourage researchers to climb new heights, and application-oriented basic research should focus on serving national strategic needs and supporting economic and social development; We should fully leverage the advantage of the national system of "concentrating efforts to accomplish major tasks", improve the project formation and management mechanism that is suitable for the characteristics of basic research, and coordinate universities, research institutes, military industries, enterprises, etc. to form a joint force to strengthen basic research; Strengthen the systematic layout of basic research, give more emphasis to key basic disciplines such as mathematics and physics, pay attention to the layout of interdisciplinary and niche research fields, strengthen the design and research and development of major scientific and technological infrastructure and high-end general scientific instruments, and vigorously support independent research and innovation of scientific research methods; Build a high-level scientific and technological innovation base, strengthen the national strategic scientific and technological strength led by the national laboratory, and optimize the layout of State Key Laboratory; Establish an innovative talent evaluation mechanism, establish and improve a technology talent evaluation system guided by innovation ability, quality, and contribution, reduce evaluation frequency, optimize project evaluation mechanism, and attach importance to the cultivation of young talents and the construction of innovation teams; Pay attention to cultivating an innovative culture that encourages innovation and tolerates failure, and create a good basic research environment that is "willing to sit on the cold bench and challenge and solve scientific problems".
Vice Minister Huang Wei expressed gratitude for the valuable opinions and suggestions put forward by the attending experts, and fully communicated and exchanged ideas with them. In depth discussions were held on issues such as strengthening China's basic research under the new situation and making a good plan for the new round of medium and long-term scientific and technological development. He pointed out that strong basic scientific research is the cornerstone of building a world technology powerhouse. The Central Committee of the Communist Party of China attaches great importance to basic research. General Secretary Xi Jinping pointed out in the report of the 19th National Congress that "we must aim at the forefront of world science and technology, strengthen basic research, and achieve significant breakthroughs in forward-looking basic research and leading original achievements." The next 10-20 years is a strategic opportunity period for China to move from a major country to a strong country, and China's scientific and technological innovation will enter a key stage of accelerating catch-up and leading. The formulation of medium - and long-term scientific and technological development plans is of great significance for further strengthening basic research and enhancing original innovation capabilities under the new situation. He hopes that the technology industry can fully gather consensus, recognize the situation, see the future, make good plans, and make precise efforts, highlighting goal orientation, demand orientation, and problem orientation, and proactively propose the development direction and key tasks of China's basic research in the next 15 years, contributing to the qualitative leap of China's basic research capabilities and the goal of building a world science and technology power.
