On September 2nd, the Standing Committee of the Provincial Party Committee held an expanded meeting to convey and study the important speech of General Secretary Xi Jinping at the Politburo meeting of the CPC Central Committee on August 30th, listen to the progress report of the key work of the "10+4" special team for the transformation of old and new driving forces in the province, and study relevant opinions.

The meeting pointed out that we must seriously study and understand the spirit of General Secretary Xi Jinping's important speech, effectively unify our thoughts and actions with General Secretary Xi Jinping's important speech and the decisions and deployments of the Party Central Committee, seize the opportunity to implement various work related to reform, development, and stability, and resolutely handle our own affairs. We will celebrate the 70th anniversary of the founding of the People's Republic of China with outstanding achievements and welcome the convening of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China. We must conscientiously implement the newly revised "Provisions on the Filing and Review of Party Regulations and Normative Documents", strictly implement the "Provisions on the Responsibility System for the Implementation of Party Regulations (Trial)", adhere to various norms such as the system of requesting and reporting on major issues, and effectively shoulder the political responsibilities of party organizations and party members at all levels.
The meeting emphasized that through the joint efforts of all levels and aspects, the momentum of the transformation of old and new driving forces in our province is good, and the results are relatively obvious. The backward driving forces are being eliminated at an accelerated pace, traditional driving forces are being improved at an accelerated pace, new driving forces are growing at an accelerated pace, institutional innovation is being promoted at an accelerated pace, the orientation of personnel selection and appointment is becoming more clear, and the support and guarantee are more powerful. At the same time, it should be noted that our province is currently in a critical period of transformation and development, with a stalemate between new and old driving forces. New situations and old problems are intertwined, and external challenges and internal contradictions coexist. The "painful period" is still continuing. We need to have a clear understanding of the overall situation of the transformation of new and old driving forces in our province, and always maintain confidence and determination.
The meeting emphasized the need to study and solve the problems reported by each specialized team effectively. We need to make further efforts to tighten and compact our responsibilities. The Standing Committee of the Provincial Party Committee will regularly listen to reports on the work of the special teams, and the leading provincial leaders should rely on commanding and grasping from above. Each special team should focus on their main responsibilities and businesses, and take practical responsibility. The Provincial Major Affairs Office should strengthen effective connection with each work special team, and all member units should closely cooperate and work together. Party committees and governments at all levels should shoulder their responsibilities and actively promote project construction and industrial development. We should make further efforts to make good use of policies, strengthen policy propaganda and interpretation, ensure policy support, be good at studying policies, and dig out the "real gold and silver" in policies.
