Shandong enterprises' safety production training and assessment have been comprehensively tightened
In recent years, over 80% of production safety accidents in Shandong have been caused by human factors, and safety production training is the fundamental measure to ensure standard, standardized, and safe operations. The reporter recently learned from the Office of the Provincial Government Safety Committee that our province will comprehensively strengthen and improve enterprise safety production training and assessment, striving to achieve four "100%" and one significant decline within three years.
These four "100%" are: the main responsible persons and safety management personnel of high-risk industries such as hazardous chemical production, operation, storage, mining, construction, and metal smelting have a certified employment rate of 100%; The certification rate for special operation personnel has reached 100%; The training coverage and qualification rate for the main responsible persons, safety management personnel, and all employees in non high-risk industries have reached 100%; The online monitoring rate of the whole process of training and assessment of licensed personnel has reached 100% by using the Internet of Things technology. At the same time, within 3 years, our province will also achieve a significant reduction in the incidence of accidents caused by unsafe behavior of employees.
Enterprises are the main body of safety training. According to the newly issued "Opinions on Strengthening and Improving Enterprise Safety Production Training and Assessment Work", our province requires each enterprise to have the main person in charge, namely the first person in charge of safety training, organize the development and implementation of annual training plans that are in line with the unit's levels, categories, and positions. The required funds will be allocated from safety production expenses and employee training expenses, and any shortfall can be allocated from costs in accordance with relevant national regulations. No unit shall affect the implementation of the training plan on the grounds of insufficient funds.
The level of education and teaching ability of safety training institutions directly affect the quality of training. Our province will have the provincial-level competent department formulate basic conditions and standards for safety training institutions based on relevant regulations and combined with actual conditions. The competent departments at the district and city levels will comprehensively inspect and rectify the existing safety training institutions within their jurisdiction according to the standards. Those who do not meet the conditions shall be ordered to rectify within a specified period of time and punished according to relevant regulations; Those who fail to rectify within the deadline or still do not meet the conditions after rectification shall not engage in safety training.
In the future, safety training and law enforcement inspections will be included in the annual key scope and content of law enforcement, and safety training must be checked during inspections. Discovering illegal and irregular behaviors in enterprise security training and imposing strict penalties; Any fatal accident shall be investigated for the training responsibility of the enterprise, and the relevant responsible persons of the enterprise shall be held accountable in accordance with the law and regulations.
