中共中央组织部组织编写的《贯彻落实习近平新时代中国特色社会主义思想 在改革发展稳定中攻坚克难案例》，近日出版发行。山东有8个案例入选。
为深入学习贯彻习近平新时代中国特色社会主义思想，提高干部攻坚克难本领，精准施治干部不敢为不会为，经党中央批准，中央组织部组织有关部门分专题编选了这批党的十八大以来攻坚克难典型案例，供广大党员干部学习使用。这些案例分为经济建设、政治建设、文化建设、社会建设、生态文明建设、党的建设、防范化解重大风险7个领域，共172个。案例生动展示了习近平新时代中国特色社会主义思想在波澜壮阔的社会实践中的巨大指导作用，是帮助党员干部学习领会习近平新时代中国特色社会主义思想的生动教材，也是破解改革发展稳定重点难点问题的重要参考。

Reform cannot be achieved overnight, and innovation will not be smooth sailing either. As of now, the construction of the Shandong New and Old Kinetic Energy Conversion Comprehensive Experimental Zone has been over a year and a half. What was grown in the reform experimental field? The reporter learned from the press conference of the Provincial Government Information Office today that over the past year, the reform effects of the comprehensive pilot zone have continuously emerged, launching the first batch of 15 institutional innovation achievements and promoting multiple typical experiences nationwide.
In January 2018, the State Council approved the overall plan for the construction of the Shandong New and Old Kinetic Energy Conversion Comprehensive Pilot Zone, which is the first regional development strategy in China with the theme of new and old kinetic energy conversion. In the process of kinetic energy conversion, around the experimental direction and key tasks assigned by the state, various regions and departments have strengthened exploration and practice, launched the first batch of 15 institutional innovation achievements such as the reform of the development zone system and mechanism, the expansion of power and strengthening of counties, the reform of the talent system, and the 'dual recruitment and dual introduction' assessment, forming a batch of replicable and promotable new and old kinetic energy conversion experiences, "said Wang Yuhua, a second level inspector of the Provincial Development and Reform Commission.
Among them, the reform of the approval mode for engineering construction projects in Jinan City's "land acquisition and start construction immediately" has attracted attention in the comprehensive pilot zone. After the German Festo Global Production Center settled in Jinan High tech Zone, it obtained the "Construction Land Planning Permit", "Real Estate Certificate", "Construction Project Planning Permit" and "Construction Project Construction Permit" simultaneously within one day on December 14, 2018, achieving the issuance of all four permits, breaking the new record for rapid approval of construction projects in Jinan and creating the first national record for rapid approval of foreign-funded projects above a certain scale in the construction field. The "land acquisition and start construction" model has been promoted nationwide by the State Council.
The implementation of the "513 model" to compress the start-up time of enterprises in Rizhao City is an important achievement of our province's "one-time success" reform. In November 2018, the General Office of the State Council issued a notice on commending the typical experience and practices discovered during the fifth inspection of the State Council. 130 typical experience and practices were commended, among which the "513 model" in Rizhao was listed as a comprehensive optimization of the business environment.
In addition, there are also the "Five Unifications" public resource allocation mechanism in Heze, the pilot program for medical and elderly care integration in Yantai, the "Three Models" for the construction of the Ji Qing high-speed railway, and the "No Repayment Loan Continuation" to support the development of private enterprises... With the implementation of various reform measures, a large number of seeds that have been tested in the comprehensive pilot zone in our province have taken root and sprouted, providing reference for the transformation of new and old driving forces nationwide.
王玉华表示，经过全省上下共同努力，新旧动能转换综合试验区建设取得了重要阶段性成果:“四新”经济加速成长，“十强”产业带动效应逐步显现；创新型省份建设迈出坚实步伐，创新创业引领效应逐步显现；开放水平稳步提升，扩大开放示范效应逐步显现。据测算，我省新动能创造的增加值占生产总值的比重由2016年的39%提高到2018年的48%，“四新”经济增加值占生产总值的比重由2016年的20.7%提高到25%左右。
又讯 记者今天从省政府新闻办新闻发布会上获悉，经山东省委、省政府批准，2019新动能·青岛展览洽谈会将于10月19日-21日在青岛国际会展中心举办。
“展洽会是省委、省政府贯彻落实习近平总书记‘办好一次会，搞活一座城’重要指示精神的一项具体举措，也是山东推动新一轮对外开放，建设对外开放新高地，打造国际合作新平台的重要举措。”省贸促会党组书记、会长于风贵介绍，展洽会以“创新激发动能，合作促进发展”为主题，拟邀请国内外世界500强及行业领军企业、高新技术企业、科研机构、投融资机构、商协会组织和山东16市及重点开发区等参展参会。
展洽会主要包括展览展示和会议论坛两部分。展览展示设置一个主题展区、五个产业展区、四个专题展区。其中，主题展区主要展示推介山东新旧动能转换阶段性成果和重点产业发展规划、重大项目；展示推介山东16市的新动能产业发展规划、重点项目、高新技术园区、市地特色及品牌企业群体形象等。旨在通过全面展示推介，促进项目、技术、资本的精准对接。
五个产业展区，即智能制造展区、智慧生活展区、新能源新材料展区、海洋产业展区和其他新兴产业组成的综合展区。四个专题展区，即科技成果展示交易区、金融投资机构展区、“好客山东”展示区和山东现代高效农业展示区。
目前，展洽会招商招展工作已全面展开，意向参展企业已达346家。
