On the morning of July 21st, the Standing Committee of the Provincial Party Committee held a meeting to listen to the report on the economic and social development situation of the province in the first half of the year, and to study and deploy the next steps of economic work.

Provincial Party Secretary Liu Jiayi presided over the meeting and delivered a speech.

The meeting pointed out that since the beginning of this year, the whole province has been guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implementing General Secretary Xi Jinping's important instructions on Shandong's work and the decisions and deployments of the Party Central Committee, adhering to the general tone of seeking progress while maintaining stability, adhering to the new development concept, taking supply side structural reform as the main line, deeply implementing the eight major development strategies, vigorously promoting the transformation of new and old driving forces, technological innovation, "dual recruitment and dual introduction", reform and opening up, and risk prevention, and coordinating and doing a good job in stabilizing growth, promoting reform, adjusting structure, benefiting people's livelihoods, preventing risks, and ensuring stability. The economic operation of the whole province remains within a reasonable range, showing a trend of overall stability, stability with changes, and recovery with changes. The economic fundamentals remain stable, some leading indicators are improving, new driving forces are accelerating growth, the pace of technological innovation is accelerating, the economic structure is significantly optimized, people's livelihood security continues to improve, and the foundation is constantly consolidated, creating broader space for the future development of our province.

The meeting emphasized that currently, our province, like the whole country, is facing many good opportunities, and we must fully understand the opportunities, seize them tightly, and make good use of them. At the same time, it should be noted that there are still prominent contradictions and problems in the current economic operation of our province, such as the lack of smooth connection between new and old driving forces, prominent overlapping contradictions, unstable market expectations, and increased pressure on risk prevention and control. The downward pressure on the economy is still significant. To do a good job in the economic work of the second half of the year, we must follow the requirements of the central deployment, conscientiously implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of General Secretary Xi Jinping's important speech and instructions during his inspection of Shandong, maintain determination and confidence, firmly accelerate the transformation of old and new driving forces, promote high-quality economic development, coordinate the work of "stabilizing, promoting, adjusting, benefiting, preventing and protecting", coordinate the work of "six stabilizations", and coordinate the work of reform, development and stability.

The meeting pointed out that in order to focus on economic work, it is necessary to balance overall planning and key breakthroughs. From the perspective of our province, the main contradictions and aspects of the current development are weak investment and insufficient consumption. In terms of consumption, targeted and actionable policy measures should be introduced as soon as possible to tap into the potential of the consumer market, further increase import and export efforts, vigorously develop emerging consumer formats, better meet the new consumption needs of the masses, and promote stable economic growth. In terms of investment, we need to solve the problems of "what to invest", "who to invest", and "how to invest". To solve the problem of 'what to invest', we need to focus on the eight major development strategies and invest in the top ten industrial clusters, especially increasing investment in infrastructure, social livelihood, technological innovation, emerging consumption, ecological protection, and natural disaster prevention and control. To solve the problem of "who will invest", it is necessary to fully mobilize the investment enthusiasm of various entities, vigorously stimulate the vitality of private investment, enhance the ability of financial services to the real economy, give full play to the role of government guided funds and special bonds, increase the efforts of "double recruitment and double introduction", and tap into the potential of existing enterprises. To solve the problem of "how to invest", we need to focus on major projects and quickly break through the constraints of energy consumption, land, talent and other factors; Focusing on technological innovation, actively building major technological platforms, keeping a close eye on the forefront of science and technology, and accelerating the construction of innovative provinces; Focus on opening up, actively create a new highland for opening up, and accelerate integration into the "the Belt and Road" construction; Focusing on stimulating enterprise vitality, guiding enterprises to increase the transformation and upgrading of traditional industries, and achieving equal treatment between attracting enterprises and local enterprises, new projects and traditional projects, state-owned enterprises and private enterprises, production, investment and consumption, and primary, secondary and tertiary industries; Focusing on optimizing the environment, strengthening institutional innovation and process reengineering, and implementing measures such as leading cadres contacting enterprises and "10000 cadres going to the grassroots" to do a good job in contacting and serving enterprises in all aspects; Focusing on risk prevention and control, we strive to solve the problem of difficult and expensive financing for enterprises, and prevent and resolve various risks such as financial risks; Focusing on the construction of the entrepreneurial team, creating a good atmosphere of respecting entrepreneurs and protecting their legitimate rights and interests throughout society, and cultivating a fertile ground for the growth and success of enterprises and entrepreneurs.
