According to the unified deployment of the provincial government, the Provincial Chemical Industry Special Action Office has formulated the "Implementation Plan for the Special Rectification of Safety Production in the Chemical Industry and Chemical Industry Parks in the Province". Starting from June, our province will conduct comprehensive and full process risk assessments and hidden danger management for chemical industrial parks and enterprises, thoroughly rectify various prominent problems, and strictly control major safety risks.
Our province will conduct a comprehensive investigation into prominent hidden dangers such as incomplete safety facilities, inadequate safety systems, and failure to implement risk control measures in industrial parks. For chemical parks where major or above production safety accidents occur due to inadequate investigation and rectification of hidden dangers, the qualification of chemical parks will be suspended, and relevant procedures for new construction and expansion projects other than safety hazard rectification and environmental pollution control projects will be suspended for one year.
The special rectification action will further strengthen the application of the rating evaluation results of chemical production enterprises. For enterprises with a rating evaluation of "poor" and failure to complete rectification as required, they will be resolutely included in the "closed and eliminated batch" list, and a shutdown plan will be formulated for each enterprise. Administrative, legal, economic and other means will be comprehensively used to cancel production and operation qualifications, cancel or change relevant procedures. At the same time, we will increase the inspection of closed enterprises, impose strict penalties on illegal production behavior in accordance with the law, hold those suspected of illegal activities legally responsible, and resolutely prevent closed enterprises from resuming production in violation of regulations.
High risk enterprises, key monitoring points, relocation and renovation enterprises, and new construction and expansion projects are the focus of rectification. Our province will highlight key links, key positions, and key personnel, comprehensively investigate safety risks, and thoroughly rectify accident hazards. Focus on identifying and sorting out the restricted space work areas, work areas with more than 10 people, and safety risks and accident hazards that exist in chemical enterprises, in order to ensure accurate policy implementation.
Combining with the 18th "Safety Production Month" activity, the period before the end of June is the stage of self inspection and self correction for enterprises. From July to August, each city and county (city, district) will organize special inspections on the self inspection and rectification of risks and hidden dangers in chemical parks and enterprises within their jurisdiction; Before the end of August, the Provincial Chemical Industry Special Action Office organized a leading group of member units to form inspection teams and conduct spot checks in different cities. From September to October, various levels and departments carried out a special rectification "look back".
