向创新要动力、向改革要活力

抓住重要战略机遇期,夯实经济持续向好发展的基础,才能把经济运行动态波动的“形”,化为长期高质量发展的“势”,这需要向创新要动力,向改革要活力。

去年迈进千亿市值的万华化学,依靠自主创新,“尼龙12”高性能材料进入工业化量产阶段,这一长期被欧美企业垄断、完全依赖进口的化学材料,即将在万华实现国产化。

厚植高质量发展的“里子”,必须在科技创新上加压奋进。去年我省高新技术企业数量增长超四成,总数达到8800家,提前实现“十三五”目标,今年力争超过1万家。今年一季度全省工业机器人、光电子器件和光伏电池等新产品产量分别增长9.8%、65.7%和100%,一系列数据表明我省科技创新引领作用愈发显著。

向创新要动力,今年省级财政拿出120亿元支持科技创新,力度之大前所未有。我省加快推进山东产业技术研究院、高等技术研究院、海洋大科学研究中心等建设,争取布局一批重大科技平台,加强与国家重点院校、科研院所的沟通合作,让更多的创新资源“为我所用”。不久前,省委书记刘家义一行赴北京,与中国科学院、北京大学分别签署合作协议。

激发市场主体活力还必须全面深化改革,不断加大制度创新和政策供给力度。

融资难融资贵一直是制约民企发展的瓶颈,我省出台多项金融创新制度,一季度社会融资规模余额11.85万亿元,同比多增2598.2亿元,扭转了去年同比少增的局面,直接融资1713亿元,同比增长75.8%。

山东晨宇电气股份有限公司是青州的一家民营变压器企业。2017年底成功中标济青高铁牵引变压器项目后,企业发展急需资金。“去年,青州农商银行及时授信1亿元,采取上市股票质押担保方式发放贷款2500万元,这解了我们的燃眉之急。”企业有关负责人说。

推进“一次办好”改革,优化营商环境,是高质量发展的必然之路。今年,在省科技厅主动谋划下,山东新松人工智能研究院从筹划到正式签约仅用了一周时间。这样的效率令中科院新松公司总裁曲道奎大感意外,他决定把最精锐的人才资源导入过来,使研究院尽快发挥作用。

营商环境改善,加速释放了创新创业活力。今年一季度,全省新登记各类市场主体46.5万户,同比增长70.9%,其中新登记企业增长48.4%。放眼全国,一季度我省市场主体新增数量比江苏多9.1万户,超过浙江12.1万户。

营商环境改善,未有穷期。据省相关部门对3000多家企业的问卷调查显示,各地审批环节多、办理时间长、重复提交材料等问题依然存在。省发改委副主任关兆泉说,我省将持续推进“一窗受理、一次办好”,推动扩权强县、市县同权,凡市县有需求且法律法规没有明确实施层级的省级权力事项原则上全部下放市县实施；出台全省政务云平台管理办法,推进政务服务“五个一”集成办理。

越是压力大,越能体现“六稳”的落实力

经济下行压力面前,“六稳”是应对风险挑战、推动高质量发展的重要保证。一季度省委、省政府超前谋划,针对经济指标波动及时出台了“六稳”工作落地的30条意见等措施,提振了市场信心。以稳求进、以进固稳,保持经济运行在合理区间,这为走出转型“阵痛期”赢得了空间,赢得了主动。

有效投资是保持经济运行的有力支撑。截至去年底,我省拟建项目同比增长16.5%,高于全国平均水平1个百分点,高于东部地区13.4个百分点。新旧动能转换项目落地第二次现场观摩期间,记者采访一些企业家,他们普遍反映行业有好有坏,效益有增有减,但对未来走势的信心较足。

关兆泉表示,我省将健全部门联席制度,对项目立项审批、要素保障、政策支持等速决速办,对事关全局、急需上马的特事特办,新增用地指标重点保障基础设施、省重点建设项目和“十强”产业项目,统筹调剂腾出2000万吨左右煤炭消费指标,用于支持重大项目落地。

稳定发展预期要落实好减税降费政策,善于“放水养鱼”。潍坊佳诚数码材料有限公司自主研发出纳米可降解阻燃背景布,眼下正加紧生产。今年国家出台一系列减费降税的利好政策,力度之大、范围之广、含金量之高,多年未有。一季度佳诚数码减税约50万元,董事荆柏华说:“税负减轻了,我们将继续增加企业研发投入,开发更多创新产品。”

据综合测算,我省企业全年减负规模将达1300亿元以上。省财政厅相关负责人表示,要将减税降费作为今年的头等大事,不折不扣地贯彻落实好政策,激发市场活力,让企业和群众有实实在在的获得感。

稳金融既要防范金融风险,又要为企业提供金融活水。发轫于德州的无还本续贷政策,如今得到国家银保监会充分认可,也受到中小企业的广泛好评。目前,省地方金融监管局筛选技术产品先进、诚信度好、有流动资金需求的工业企业,帮助企业建立了首批“白名单”,涵盖1.1万家企业。与此同时,我省面向经营基本正常、资金需求略有紧张的企业,推出应急转贷机制。目前,省级运营机构已经组建,这项政策上半年就能顺利落地。

为稳预期,我省加大已出台政策宣传解读和督导落实力度。“我省对需要企业申请申报的政策将编制流程图,形成政策‘说明书’。同时,依托省民营企业综合服务平台,主动搜集梳理企业反映的政策执行中存在的问题和障碍,责成职能部门‘一事一议’限期办理、限期反馈,形成典型案例向社会发布。”关兆泉说。

落地各项政策稳就业、“六大组合拳”稳外贸、“一城一策”稳住房……“六稳”互为因果,我省推出的“六稳”政策协同联动、同频共振。

经济下行压力加大,动能转换任务紧迫。越到关键时期,越能体现政策落地见效的责任担当。
