The Second "the Belt and Road" International Cooperation Summit Forum has yielded fruitful results

From April 25 to 27, the second the Belt and Road Forum for International Cooperation was successfully held in Beijing. This grand event is the most important home diplomacy of China in 2019.

The theme of the forum is to jointly build the "the Belt and Road" and create a better future. During the forum, the opening ceremony of the summit, leaders' roundtable summit, high-level meeting, 12 sub forums, and 1 entrepreneur conference were held. Leaders from 38 countries, including China, as well as the Secretary General of the United Nations and the Managing Director of the International Monetary Fund, totaling 40 leaders, attended the roundtable summit. More than 6000 foreign guests from 150 countries and 92 international organizations participated in the forum.

论坛期间，习近平主席出席高峰论坛开幕式并发表主旨演讲，全程主持了领导人圆桌峰会，同与会各国领导人举行了双边会见。在习近平主席的亲自主持和引领下，与会各方就共建“一带一路”深入交换意见，普遍认为“一带一路”是机遇之路，就高质量共建“一带一路”达成广泛共识，取得丰硕成果。

一是确立高质量共建“一带一路”目标，指明合作方向。习近平主席在开幕式主旨演讲中强调，共建“一带一路”要向高质量发展，要秉持共商共建共享原则，坚持开放、绿色、廉洁理念，实现高标准、惠民生、可持续目标。这些重要内容完整写入了圆桌峰会联合公报，成为国际共识。

二是构建全球互联互通伙伴关系，推动联动发展。习近平主席强调，共建“一带一路”，关键是互联互通，要通过构建全球互联互通伙伴关系，实现共同发展。目前，已有127个国家和29个国际组织同中方签署“一带一路”合作文件。本届论坛期间，有关国家和国际组织同中方签署了100多项多双边合作文件，一些国家和国际金融机构同中方签署了开展第三方市场合作文件。这些都是对构建全球互联互通伙伴关系的重要贡献。

The third is to achieve fruitful and pragmatic results, reflecting mutual benefit and win-win outcomes. As the host country, China took the lead in summarizing the specific achievements reached by all parties and formed a list of 283 achievements. These achievements reflect the trend of development and progress of the times and the win-win characteristics of the "the Belt and Road" cooperation.

The fourth is to establish a new platform for local and business communities to connect and expand cooperation opportunities. The Entrepreneur Conference is an innovative arrangement of the second summit forum. Enterprises from various countries come with a strong willingness to cooperate and return with the fruits of their cooperation. During this forum, a sub forum on local cooperation was also held for the first time, and Chinese local governments carried out a series of practical cooperation with local governments and enterprises of relevant countries.

Fifth, improve the "the Belt and Road" cooperation framework and create a support system. The Leaders' Roundtable Summit Communique clearly stated that it is expected that the summit forum will be held regularly and relevant follow-up meetings will be held. During this forum, while continuing bilateral and trilateral cooperation, all parties also initiated the establishment of more than 20 "the Belt and Road" multilateral dialogue and cooperation platforms. A "the Belt and Road" international cooperation framework led by the Summit Forum and supported by multilateral and bilateral cooperation in various fields has basically taken shape.

六是发挥元首外交引领作用，深化双边关系。高峰论坛期间，习近平主席为多位外国领导人访华举行国事活动，并举行了数十场密集的双边会见，实现了全覆盖，从领导人的高度引领中国同与会各国巩固了友好、深化了合作。

这些实实在在的成果说明，共建“一带一路”的朋友越来越广、伙伴越来越多、合作越来越深入。

第二届“一带一路”国际合作高峰论坛的成功举办意义重大深远：

一是旗帜鲜明，奏响构建开放型世界经济主旋律。圆桌峰会联合公报中明确提出要推动贸易和投资自由化便利化，支持开放、包容、以规则为基础的多边贸易体制。各方在论坛期间建立的“一带一路”多边对话合作平台，是在以实际行动构建开放型世界经济，践行多边主义的理念。这些再次表明，共建“一带一路”为世界经济增长开辟了新空间，为国际贸易和投资搭建了新平台，为完善全球经济治理拓展了新实践，为增进各国民生福祉作出了新贡献。

二是高屋建瓴，开启共建“一带一路”新阶段。这标志着共建“一带一路”重心进一步下沉，重点进一步明确，规划将更加科学，着力将更加精准，必将迈上走深走实、行稳致远的新征程。

三是内外联动，助推中国改革开放再出发。共建“一带一路”体现了中国推进全方位开放格局的决心，而中国改革开放的深化又为共建“一带一路”注入了源源不断的动力。

六年来，共建“一带一路”已经完成立柱架梁的总体布局，绘就了一幅气势磅礴的“大写意”。当前，以第二届高峰论坛为标志，共建“一带一路”站上了新起点，描绘了新愿景。
