Shandong's blueprint for the development of new energy industry: total output value exceeding one trillion yuan by 2028
The "Shandong Province New Energy Industry Development Plan (2018-2028)" (hereinafter referred to as the "Plan"), recently issued, aims to establish a new energy equipment manufacturing system with innovation leading, intelligent and efficient, leading, and cluster development as its core characteristics, and to build the development of the new energy industry into an important pillar industry in Shandong Province. The plan clarifies the planning goals, work tasks, and important projects of Shandong's new energy industry in the next decade.
Clarify development goals such as industrial scale
The Plan specifies the development goals for the future scale, application scale, independent innovation capability, and industrial agglomeration of Shandong's new energy industry. By 2022, the total output value of the new energy industry in the province is expected to reach 700 billion yuan, and the added value of the industry is expected to reach 240 billion yuan. By 2028, the total output value and added value of the new energy industry will strive to reach 1.2 trillion yuan and 400 billion yuan respectively, becoming a new important pillar industry in the province.
The scale of new energy applications continues to increase. By 2022, the proportion of new energy development and utilization in the total energy consumption in the province will increase to about 9%, and the installed capacity of new energy power generation will reach about 44 million kilowatts, accounting for about 30% of the province's electricity installed capacity. By 2028, the proportion of new energy development and utilization in the total energy consumption in the province will strive to increase to about 15%, and the installed capacity of new energy power generation will reach about 75 million kilowatts, accounting for about 40% of the province's electricity installed capacity.
The ability for independent innovation has significantly increased. By 2022, the proportion of technology research and development investment in the new energy industry to the main business revenue will reach over 3%, and the proportion of technology research and development investment in key backbone enterprises will reach about 5%; By 2028, the proportion of technology research and development investment in the new energy industry in the province will increase to over 5%.
The agglomeration degree of the new energy industry has significantly increased. By 2022, we aim to create 5 characteristic industrial clusters with an annual output value exceeding 100 billion yuan and outstanding competitive advantages nationwide, cultivate 10 nationally renowned leading backbone enterprises with an output value exceeding 10 billion yuan, and drive the cultivation of a group of specialized, refined, unique, and new supporting enterprises.
Building the "3435" Industrial Development System
According to the "Plan", Shandong will combine its own resource endowment and industrial foundation to expand and strengthen three key industries, optimize and enhance four advantageous industries, accelerate the layout of three cutting-edge industries, accelerate the promotion and application of new energy in the fields of electricity, heat, transportation, etc., cultivate and strengthen five distinctive industrial clusters, create a "3435" new energy industry development system, and build a new energy research and development, inspection and testing, and industrial development highland with domestic cutting-edge level and global influence.
Focus on three key industries: new energy vehicles, nuclear power, smart grid, and energy storage. The Plan proposes to build a number of new energy vehicle industry clusters in Jinan, Qingdao, Zibo, Yantai, Weifang, Liaocheng and other areas by 2022, with a new energy vehicle production of about 500000 vehicles and a new energy vehicle industry output value of 250 billion yuan.
加快提升热泵、太阳能、风电、生物质能4大优势产业。到2022年,全省热泵产业产值力争突破500亿元,太阳能产业产值力争达到500亿元,风电产业产值力争达到600亿元,生物质能产业产值力争突破400亿元。
加快布局前沿性产业。突出新能源行业战略引领作用,瞄准新能源产业发展趋势,加大科技投入,着力培育氢能、可燃冰、海洋能等前沿性、先导性新能源产业发展。
培育壮大新能源汽车产业集群、核电装备产业集群、智能电网及储能产业集群、氢能产业集群、海上风电制造与应用产业集群等5大产业集群。
重点推进5大工程
根据《规划》,山东将以工程的办法推进新能源产业健康持续快速发展。重点推进创新能力提升、质量品牌建设、产业与应用融合示范、区域能源转型示范、“互联网+”智慧能源等5大工程。
推进创新能力提升工程,整合高等学校、科研院所、科技中介服务机构以及骨干企业等优势单位资源,搭建一批对全省新能源产业发展具有引领带动作用的高层次公共技术创新服务平台；质量品牌建设工程,完善新能源企业产品质量标准体系,提升企业质量控制能力,加强品牌培育；产业与应用融合示范工程,围绕加快新能源推广应用与提升新能源装备制造水平,推动技术、资本、人才等各类要素在一定区域内集聚,加快产业链向上下游延伸,提高产业区域配套水平；区域能源转型示范工程,在可再生资源条件好、发展潜力大、管理有基础、经济承受能力强的区域,通过统筹规划、优化设计、系统集成、体制机制创新,因地制宜实施传统能源与风能、太阳能、地热能、生物质能等可再生能源的协同开发利用；“互联网+”智慧能源示范工程,以青岛中德生态园、济南积成工业园、泰安泰开工业南区等国家级新能源微电网、多能互补集成优化示范工程为引领,在产业园区、大型商务区、大学城、交通枢纽中心等重点区域,加强终端供能系统统筹规划和一体化建设。
