The Notice specifies that, except for the transformation of scientific and technological achievements related to classified and key core technologies, provincial research institutes and provincial universities are authorized to decide on their own to carry out the transformation of scientific and technological achievements through transfer, licensing, valuation and equity investment, without the need to report to the competent department and the provincial finance department for approval or filing; The transfer, gratuitous transfer, or external investment of state-owned equity formed by the valuation and investment of scientific and technological achievements does not require approval or filing with the competent department and the provincial finance department.

At the same time, it is stipulated that provincial-level research institutes and provincial universities shall transfer, license or invest their scientific and technological achievements at a fixed price, and the units shall decide whether to conduct asset evaluation on their own; All income obtained from the transformation of scientific and technological achievements shall be retained by the unit, included in the unit budget, and not turned over to the national treasury. After increasing authorization, the management procedures for asset use, disposal, evaluation, and income in the process of transforming scientific and technological achievements will be further simplified, effectively improving the enthusiasm for the transfer of scientific and technological achievements and continuously stimulating the innovation vitality of provincial research institutes and universities.
