【 Attention 】 The Shandong Provincial Party Committee and Government have issued the "Outline for Building a Strong Quality Province in Shandong Province"
In order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on the construction of a quality strong country, and to coordinate the promotion of the construction of a quality strong province, this outline is formulated in accordance with the spirit of the "Outline for the Construction of a Quality Strong Country" issued by the Central Committee of the Communist Party of China and the State Council, combined with the actual situation in Shandong.
1、 Overall requirements
（一）指导思想。以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，立足新发展阶段，完整、准确、全面贯彻新发展理念，主动服务和融入新发展格局，统筹发展和安全，以推动高质量发展为主题，以提高供给质量为主攻方向，以改革创新为根本动力，以满足人民日益增长的美好生活需要为根本目的，紧紧锚定“走在前、开新局”，深入实施质量强省战略，着力提升产品、工程、服务质量，培育以技术、标准、品牌、质量、服务等为核心的经济发展新优势，全面助力绿色低碳高质量发展先行区建设，为新时代社会主义现代化强省建设提供质量支撑。

——The competitiveness of industrial quality is at the forefront. The ability of quality innovation continues to improve, the foundation of industrial quality is further consolidated, the overall modernization level of the industrial chain and supply chain continues to improve, major breakthroughs have been made in the development of modern agriculture and advanced manufacturing, the quality competitiveness index of manufacturing has reached 90, the supply of service industry effectively meets the needs of industrial transformation and upgrading and residents' consumption upgrading, the scale of quality competitive industries has significantly expanded, a number of advantageous industrial clusters have been built, and the quality and efficiency characteristics of economic development are more obvious.
——The quality of products, engineering, and services is steadily improving. The pass rate of routine monitoring of agricultural product quality and safety and the pass rate of food safety sampling have both reached over 98%, the pass rate of manufacturing product quality has reached 96%, the pass rate of consumer product quality meets the needs of high-quality life, the pass rate of engineering quality sampling continues to improve, the satisfaction rate of service quality remains stable in the satisfactory range, and the comprehensive evaluation score of public service quality monitoring has reached 86.
——The construction of high-end brands has achieved outstanding results. A multi domain and hierarchical brand system has been basically established, and the promotion mechanism for brand cultivation, development, and growth has become more sound. Brands such as "Haopin Shandong" have further expanded in scale, and their brand operation capabilities have been continuously enhanced, leading the industry towards intelligent, green, and high-end development. More than 30 enterprises have won the China Quality Award and nomination awards, and more than 30 industrial cluster brands have been cultivated.
——The quality development capability of enterprises has significantly improved. The quality innovation mechanism of enterprises is more perfect, the quality management system is more sound, and the quality talent team is stronger. The integrated development of "leading" enterprises and "specialized, refined, and innovative" enterprises, and the comprehensive promotion of a new quality management system with all employees, all elements, all processes, and all data. Cultivate and cultivate a group of quality backbone talents such as chief quality officers, construction engineering masters, Qilu craftsmen, outstanding engineers, and quality engineers.

More than 10 new industrial metrology testing centers will be established, with 50 national quality inspection centers and over 100 "one-stop" service platforms for quality infrastructure.

The quality system is more scientific and complete, the coordination mechanism between quality administrative law enforcement and criminal justice is further improved, and the intelligent supervision, credit supervision, and comprehensive supervision systems are effectively operated. The environment for quality development has been further optimized.
By 2035, the construction of a province with strong quality will be highly effective, the development level of quality competitive industries will be among the top in the country, and the advanced quality culture will be deeply rooted in people's hearts.
2、 Creating new advantages in industrial quality competition

Promote the construction of industrial chain collaborative innovation platforms for enterprises, participate in the formulation and revision of national and industry standards, strengthen intellectual property cooperation, and form a good ecology of close cooperation between upstream and downstream of the industrial chain and the integrated development of large, medium, and small enterprises. Carry out benchmarking and improvement of resource efficiency in key industries, accelerate the research and development of low-carbon, zero carbon, and negative carbon key technologies, and promote the low-carbon transformation of high energy consuming industries. Implement the modern seed industry revitalization action, cultivate and strengthen a number of seed industry enterprises and breeding complexes, and strive to create a national advantageous characteristic industrial cluster worth billions of yuan. Promote the construction of modern service industry clusters such as digital economy, medical and health care, and boutique tourism. （6） Strengthen the demonstration of regional quality development. Comprehensively optimize the quality development pattern and improve the regional quality cooperation mechanism. Promote the innovation of quality management concepts in the Shandong Peninsula urban agglomeration and the Jinan and Qingdao metropolitan areas, leverage the advantages of industrial quality, carry out pilot projects for regional quality coordinated development, and explore distinctive paths for quality and efficiency based development. Focusing on the characteristic marine resources of the Jiaodong Economic Circle, comprehensively enhancing the competitiveness of the marine industry, and creating a national leading area for science and technology and new industries, as well as a world leading gathering area for modern marine and equipment manufacturing industries. Support the development of characteristic advantageous industries tailored to local conditions in western Shandong and southern Shandong, promote the quality upgrading of pillar industries, and create comparative advantages in quality development. Continuously carry out the activities of creating high-quality counties (cities, districts), deepen the construction of national demonstration cities for high-quality cities, strive to become benchmark cities for quality power, promote more cities to enter the ranks of outstanding local areas in promoting the construction of high-quality provinces, and strive to create outstanding local areas in promoting the construction of quality power.
Column 1 Quality Competitiveness Enhancement Project
——Quality Strong Industry Action. Implement the Small and Medium sized Enterprise Metrology Partnership Program to comprehensively enhance the metrological assurance capabilities of small and medium-sized enterprises related to the industrial chain. Carry out the standard "leader" action, leading the improvement of product and service quality and promoting consumption with advanced standards. Carry out the "Ten Thousand Miles of Intellectual Property Services" activity to promote the improvement of the quality of intellectual property creation, utilization efficiency, and protection standards throughout the province. By 2025, promote 2000 enterprises to adopt advanced quality management models.
——Construction of high-quality product base. Aligning with major national regional development strategies, focusing on the development plan of key industries in our province, we will concentrate on industries such as new generation information technology, high-end equipment, new energy and new materials, modern ocean, medical and health care, high-end chemical industry, modern efficient agriculture, cultural creativity, boutique tourism, modern financial services, and modern light industry and textile, and carry out the construction of high-quality product bases in Shandong Province. By 2025, 60 new high-quality product creation bases and 40 new high-quality product demonstration bases will be established in Shandong Province.
——Demonstration of Strong Quality Province. Taking the creation of national demonstration cities with strong quality and provincial counties (cities, districts) as the starting point, we will increase incentive support for places with outstanding achievements in promoting the construction of a strong quality country (province), promote different types of cities to base themselves on their own positioning and resource advantages, formulate and implement urban quality development strategies, improve the level of quality development, promote the integration and progress of urban construction and quality development, and promote the refinement, quality, and intelligent development of urban governance. By 2025, 30 counties (cities, districts) with strong quality will be established, and a number of distinctive quality development demonstration cities will be formed throughout the province, supporting cities with conditions to strive for benchmark cities for strong quality. 3、 Improve the quality level of products, engineering, and services
（7） Strengthen the quality and safety of agricultural products, food, and drugs. Strictly implement the "four strictest" requirements for food safety, deeply carry out the food safety trust project, and continue to promote the construction of "Food Safety Shandong". Intensify monitoring and supervision of agricultural inputs and products, and continue to crack down on illegal and irregular use of banned and restricted drugs. Promote the system of commitment to compliance certificates for edible agricultural products, strengthen the evaluation and grading of nutritional quality of agricultural products. Strengthen the certification management of green food, organic agricultural products, and good agricultural practices. Deepen the implementation of the Geographical Indication Agricultural Product Protection Project. Promote the standardization pilot of the entire modern agricultural industry chain. （8） Promote the improvement of the quality of consumer goods and industrial products. We will deepen the implementation of special actions to increase the variety, improve quality, and create brands of consumer goods, lead consumer demand with innovative supply, accelerate the iteration and innovation of traditional consumer goods, expand the supply of new consumer goods such as smart home appliances and smart terminals, and increase the supply of consumer goods for special groups such as the elderly, children, and disabled. Implement quality and reliability foundation construction projects, significantly improve the level of intelligent manufacturing and quality control capabilities, and continuously enhance product stability, reliability, and consistency. （9） Promote the improvement of engineering quality level. Fully implement the engineering quality responsibilities of all parties, highlight the primary responsibility of the construction unit for engineering quality, and consolidate the main responsibilities of the survey, design, construction, and supervision units. Promote standardization of engineering quality management and improve the level of quality control throughout the entire process. Strict responsibility for engineering quality supervision, strengthening the construction of three-level supervision and guarantee mechanisms at the provincial, municipal, and county levels, establishing a risk grading and control system, and implementing differentiated, full process, and full chain supervision. Strengthen the supervision of building materials quality, carry out special rectification of building materials in key areas, implement lifelong responsibilities of building materials production and supply units, and improve the quality traceability mechanism. Guided by the concepts and methods of innovation, standards, branding, and satisfaction monitoring, we aim to enhance service quality and promote the extension of the industrial chain towards the high-end of the value chain. Carry out the action of building high-quality service standards, improve the quality standard system of the service industry, implement pilot demonstrations of standardization in the service industry, promote the commitment, certification, and labeling system of high-quality services, and cultivate a group of competitive high-quality service market entities and well-known brands. Carry out the action of creating quality benchmark enterprises in the fields of logistics, business consulting, inspection and testing and other productive services; Carry out service quality satisfaction improvement actions in the fields of mass catering, domestic services, property management, housing rental, tourism and other lifestyle services; Based on the high-quality and convenient living needs of urban and rural residents, we will reasonably layout convenient service facilities, continuously enhance public service capabilities in urban and rural areas such as education, elderly care services, basic medical care, culture and sports, and port public health, accelerate the construction of digital government, digital society, smart cities, and digital villages, and build a high-quality and balanced public service system. Build the brand system of "Good Product Shandong", integrate the brands of "Made in Shandong", "Handmade in Shandong", "Shandong Haigong", "Shi'an Shandong", "Qilu Construction", "Qilu Lingxiu Land · Brand Agricultural Products", "Mount Taishan Quality Certification", "Geographical Indications", "Shandong Time honored Brand", "High end Brand Cultivation Enterprise", and improve the cultivation library of "Good Product Shandong".
——Enhance the soft power of brand building. Set up a special topic for brand research in social science research projects, and carry out theoretical research on the construction, evaluation, operation and promotion of the "Haopin Shandong" brand. （15） Improve the level of comprehensive quality management. Encourage enterprises to implement the strategy of winning production and operation through quality, adhere to the principle of "quality first" and "doing it well in one go", and promote a new quality management system that includes all employees, all factors, all processes, and all data. Implement the digital transformation project of quality management, support enterprises to "go to the cloud and use data to empower intelligence", and build a digital and intelligent quality control mode. Organize and carry out quality strong enterprise demonstration and quality benchmark selection activities, deeply promote advanced quality management concepts and methods, and continuously improve the maturity of quality management. Widely carry out mass quality activities such as quality trustworthy team building and quality knowledge competitions. Encourage enterprises to strengthen the construction of quality culture, and drive the improvement of quality awareness and ability of all employees.
（十六）壮大高水平质量人才队伍。健全企业家培养、激励、服务机制，加强对企业家的精准培训和青年企业家的接力培养，加快培育一批崇尚质量、重视质量的企业家。推行首席质量官制度，加强质量经理、质量工程师、质量技术能手队伍建设。完善“高精尖缺”人才培养引进机制，打造“青创齐鲁”工作品牌。全面推进质量人才知识更新和技能提升，支持高校和职业院校加强质量相关学科建设和专业设置，推动校企合作培养高技能人才，培育复合型技术工人。
六、打造质量基础设施创新应用高地
（十七）加快质量基础设施集约创新。合理布局质量基础设施，加快建设各类质量基础设施公共服务平台，推动计量、标准、检测、认证集约服务产业链发展。开展质量基础设施能力提升行动，加强碳计量标准、技术规范研发，推进标准数字化建设，加快认证认可技术研究由单一要素向系统性、集成化方向发展。围绕高端制造、新材料、信息技术、生物医药等领域建设省级质量标准实验室，争创国家级质量标准实验室、国家技术标准创新基地、国家产业计量测试中心、国家质检中心。鼓励企业加强质量技术创新中心建设。制定支持质量基础设施科技创新的政策措施，围绕质量基础设施科技攻关，在省级科技计划中立项研究项目、课题或专题设立重点专项。
（十八）提高质量基础设施管理水平。加强质量基础设施信息化、规范化、标准化、系统化建设。优化质量基础设施管理，提升制度管理、资质管理、流程管理、信息安全管理水平。统筹质量基础设施平台建设，规范平台服务标识、服务内容、服务方式，促进线上线下服务协调发展。探索建立质量基础设施效能评价机制，建立效能评价模型，形成效能评价标准体系，加强动态监测。推进质量基础设施分级分类管理，提高质量技术服务机构管理水平。
（十九）提升质量基础设施服务效能。加强协同服务，构建以省级服务平台为引领、市级平台为枢纽、县级和园区平台（工作站）为基础的质量服务体系，全域推动“市场主导、政府推动、资源集约”服务模式应用，持续落实质量基础设施“一站式”服务。统筹质量技术资源，建立质量基础设施共享机制，协调质量技术服务机构共享服务资源。
专栏4 质量基础设施能力优化工程
——优化计量服务。完善计量管理体系，开展省级工业计量标杆示范，构建新型量值传递溯源体系，统筹建设公用计量标准，完善地方计量技术规范，推动建立产业计量测试服务体系。大力培育碳计量中心、计量科技创新基地、先进测量实验室等计量技术平台，推进计量数字化赋能，开展计量设备远程、在线、嵌入式校准技术研究应用。到2025年新建升级社会公用计量标准600项以上。
——创新标准供给。建立质量效益为导向的标准体系，加快现代农业、先进制造业、现代服务业、海洋产业等重点领域标准化建设。开展国家标准化创新发展试点，提升标准供给质量，加大标准实施力度。持续开展标准“领跑者”行动，开展关键技术领域标准攻关。支持省内标准制定单位参与国际标准化交流合作。到2025年制定100项原创标准，建设20个省级技术标准创新中心，争取5个国际或国家技术标准组织落户。
——提升检验检测、认证质量。健全检验检测、认证监管体系，落实主体责任，规范从业行为。深化检验检测机构改革整合，建立与现代产业体系紧密衔接、融合发展的检验检测服务体系。积极推动国家级检验检测中心落户山东，加快新能源新材料检验检测中心建设。优化“泰山品质”认证流程，扩大领域，打造知名认证品牌。加强检验检测、认证行业品牌发展和保护力度，加快推行绿色产品认证，推动认证结果采信。持续推进小微企业认证提升行动。到2025年新增质量管理体系认证小微企业3万家、绿色产品认证企业1000家。
——推进质量基础设施协同服务。聚焦产业质量提升需求，依托服务平台体系，落实“一站式”服务“惠百城助万企”行动要求，帮助企业解决质量难题。强化从业人员专业化、职业化水平，提升质量基础设施技术机构科研实力、管理效能。七、提升质量治理现代化水平
（二十）加强质量法治建设。加强质量领域地方立法，构建系统完备、科学规范、运行有效的质量制度体系。推进综合执法部门联动，形成统一指挥、横向协作、纵向协同的监管执法机制，深化行政执法与刑事司法衔接，严厉打击制售假冒伪劣商品、侵犯知识产权、工程质量违法违规等行为。健全产品和服务质量担保与争议处理机制，推行第三方质量争议仲裁。支持开展质量公益诉讼和集体诉讼，严格执行商品质量惩罚性赔偿制度。加强质量法治宣传教育，普及质量法律知识，营造尊法学法守法用法的良好社会氛围。
（二十一）优化质量政策供给。完善政府质量奖励制度，健全省市县三级质量激励机制，对质量管理先进、成绩显著的组织和个人实施激励。落实质量分级制度、质量相关保险制度。鼓励企业实施质量承诺和标准自我声明公开。完善政府采购政策和招投标制度，加强采购需求管理，推动形成需求引领、优质优价的采购制度。完善质量发展资金多元筹集和保障机制，引导资金投向质量攻关、质量升级、质量治理、质量基础设施建设。探索建立质量增信融资制度，加大对中小企业质量创新的金融扶持力度。完善质量专业技术技能人才职业培训制度和职称制度，实现职称制度与职业资格制度有效衔接。完善质量水平状况分析评价体系，开展全省质量发展竞争力评价。优化质量政策评估机制，强化结果反馈和跟踪改进。
（二十二）提升质量监管效能。落实工业产品生产许可证、国家强制性认证、检验检测机构资质认定改革措施，不断优化审批准入流程。健全“双随机、一公开”监管和“互联网+监管”措施，强化事前事中事后全链条监管。完善产品质量监督抽查制度，加强工作经费保障，加大涉及人民群众身体健康和生命财产安全、公共安全、生态环境安全的产品及重点服务领域的监管力度。加强网络平台销售商品质量监管，实行线上线下一体化监管。建立健全质量安全风险监测分析评估制度。完善重点产品质量安全追溯体系。落实缺陷产品召回制度和产品质量安全事故强制报告制度。加强重点领域市场秩序监管，营造公平有序市场竞争环境。对新产业新业态实行包容审慎监管。强化知识产权监管执法，提升专利、商标、版权、地理标志、植物新品种、集成电路布图设计等知识产权保护能力。严格进出口商品质量安全检验监管，完善质量安全风险预警和快速反应机制。
（二十三）推动质量社会共治。全面构建市场主体自治、行业自律、社会监督、政府监管的质量共治格局。持续推进“放心消费在山东”行动，以高品质需求牵引高质量供给。促进广大企业全面加强质量管理，提升质量主体责任意识。鼓励行业协会、商会、消费者组织提供标准制定、品牌建设、质量管理、权益维护等服务，推进行业诚信自律。引导消费者主动参与质量促进、社会监督等活动，提高维权意识和能力。发挥媒体作用，加大宣传引导力度，营造崇尚质量、创造质量的社会风尚。深入开展全民质量行动，大力培育和弘扬企业家精神、工匠精神，持续办好“质量月”、“中国品牌日”、“世界计量日”、“世界标准日”、“世界认可日”、“3·15国际消费者权益日”等系列活动。
专栏5 质量惠民工程
——开展大众消费放心行动。实行产品质量责任双向追查制度，严查不合格产品流向。推广产品质量监督管理系统。探索实施快速检测，大力发展快检技术和装备。开展隐患排查、风险化解，有效处置产品服务质量事件、特种设备事故、食品药品安全事故。加强住宅工程质量常见问题预防治理。
——开展数字消费省心行动。加快推进网络购物、在线教育、在线医疗、数字家庭、智慧社区等各类数字化消费场景建设，研究制定数字消费服务标准。强化产品质量管控，规范商品营销宣传，完善售后保障机制。探索建立“互联网+服务”质量标识、信用评价、服务公开承诺等制度。
——开展权益保障顺心行动。完善质量多元救济机制。鼓励企业投保产品、工程、服务质量相关保险，健全质量保证金制度，推行消费争议先行赔付。全面推行住宅质量信息公示和“先验房后交房”制度。推广线下购物无理由退货。引导经营者主动与消费者协商解决纠纷，落实快速回应机制。规范开展消费投诉信息公示，督促企业依法诚信经营。加强消费维权服务站规范化建设，完善消费者满意度调查评估机制。八、组织保障
（二十四）加强组织领导。坚持党对质量工作的全面领导，把党的领导贯彻到质量工作的各领域各方面各环节。山东省质量强省及品牌战略推进工作领导小组要加强组织协调，推动部门协同、上下联动，整体有序推进质量强省建设。将质量强省建设纳入省委党校（山东行政学院）相关教学内容。完善质量工作考核评议机制。成立山东省质量强省建设战略咨询专家委员会，加强质量发展前瞻性和战略性问题研究。
（二十五）强化工作落实。各级党委和政府要将质量强省建设列入重要议事日程，纳入国民经济和社会发展规划、专项规划、区域规划，加强工作条件保障。各级各有关部门要结合实际，研究制定保障措施，做好纲要组织实施工作，确保各项任务落地见效。要做好政策统筹衔接，促进产业、财政、金融、科技、贸易、环境、人才政策与质量政策协同。
（二十六）严格监督评估。探索建立质量督导机制。对纲要实施中作出突出贡献的单位和个人，按照有关规定予以表扬。建立纲要实施评估机制，省市场监管局会同有关部门加强跟踪分析和督促指导，重大事项及时向省委、省政府请示报告。
