In order to promote the in-depth development of service enterprises in Weifang and fully build a new highland of standardization for service enterprises, the Weifang Market Supervision Bureau seized the strategic opportunity, actively planned and strived for it, and achieved positive results in promoting standardized innovation and development, providing solid technical support for economic and social development.
Innovative measures promote the development of standardized innovation. Formulate and release the "2022 City wide Standardization Work Points" and "Nine Measures to Promote Standardization Innovation and Development", focusing on key project construction, strengthening service support and policy support, and further deepening standardization reform and innovation. Taking the lead in cultivating standard innovative enterprises throughout the province, Weifang City has announced a total of 29 standard innovative cultivation enterprises. Promoting "standard supported high-quality development" has been included in the training content for leaders of the Organization Department of Weifang Municipal Party Committee, and a city wide special training course on deepening the strategy of building a strong quality city has been held, achieving positive results. Explore the establishment of a standardized innovation development evaluation mechanism and research and formulate the "Weifang City Deepening Standardization Strategy White Paper".
Strengthen services to promote the upgrading and development of key industries. Approved by the National Maglev Power Technology Basic and Application Standardization Working Group, Weifang City has been approved as a pilot city for scientific and technological innovation standardization. Five Shandong Province Technical Standard Innovation Centers have been approved in advantageous industries such as commercial vehicle power systems, vegetable germplasm resources, and continuous flow chemical equipment, ranking first in the province. Focusing on key industrial chains and key common technology areas, two standardized strategic key projects have been approved, ranking second in the province.
Strengthen guidance to promote the integration and development of standardization across multiple fields. Continuously promote the deep integration of standardization with various fields of the economy and society, establish a working mechanism of "key cultivation, special research, and one-on-one guidance filling", and organize training sessions for the construction of standardization pilot demonstration projects. We are striving for 6 "Shandong Standard" construction projects in vocational education, medical insurance, health management and other fields. Weifang High tech Zone has been approved as a pilot zone for standardized innovation and development. We plan to approve 1 national service industry pilot project in the field of big data application. We have guided the Municipal Approval Bureau and the Municipal Arbitration Office to apply for 2 national pilot projects. We have been recommended by the Provincial Market Supervision Bureau to the State Administration for Market Regulation. Guide the completion of four national level pilot projects, including the National Vegetable Technology Standard Innovation Base, and complete the construction of four provincial-level pilot projects, including the Linqu County Government Service.
Strengthen support and enhance the innovation vitality of enterprise standards. Organize and carry out the award work for the 2022 Weifang Standard Innovation Application Award. Based on expert review opinions, determine 1 first prize, 3 second prizes, 8 third prizes for the Standard Innovation Award, and 16 standard application awards, with a total award fund of 3.25 million yuan; Carry out special funding for deepening standardization strategy, and determine 35 planned funding projects in 2022, including 1 international standard, 5 national standards, 10 industry standards, and 19 local standards, with a funding of 4.38 million yuan.
Continuously improve the construction of the "Weifang Standard" system. Since 2022, enterprises in the city have participated in the formulation and revision of 1 international standard, 25 national standards, 8 industry standards, and 1 provincial and local standard, and have approved the release of 37 local standards; There are 46000 self declarations of enterprise standards and group standards, maintaining a leading level in the province; There are 112 standards for cultivating and developing groups, among which the "Guidelines for the Construction of Prefabricated Vegetable Industry Parks" was proposed by the Weifang Market Supervision Bureau, which is the first group standard for park construction in China and provides an effective standard basis for the upgrading and development of the prefabricated vegetable industry cluster nationwide. The 2022 Weifang Local Standard Development Project Plan has been issued, with 52 standard projects included in the plan, covering multiple fields such as agriculture, forestry, food, urban management, road traffic, emergency rescue, etc.
